Meeting Minutes
Monday, October 10, 2005
7:00 P.M.
Tigard Water Auditorium
Members Present: Shelley Richards Rodriguez, Brian Davies, Michael Freudenthal,
Trisha Swanson (Alternate), Carl Switzer, Jason Ashley, Scott
Bernhard (7:24), David Baumgarten (7:28)
Members Absent: Ethan Brown, Barry Albertson, and Kathy Mead
Staff Present: Dan Plaza, Steve Martin, and Twila Willson
Visitors:
1. Roll Call
Carl Switzer called the meeting to order at 7:01 p.m. and staff called roll.
2. Approval of Minutes
Brian Davies motioned to approve the minutes, Shelley Richards Rodriguez
seconded the motion, and the vote to accept the minutes was unanimous, with
the exception of Jason Ashley who abstained from voting.
3. Comments from the Audience - None
4. PRAB present ideas on how to raise operational/capital funding for
the City (Trisha)
Trisha Swanson opened the discussion for financial strategy planning ideas and
ways of looking to reduce costs and raise or provide revenues through the
PRAB. The discussion included the following possibilities and points of interest:
° Promote more special events in the City of Tigard similar to the Balloon
Festival
° 1 OK, 5K races
° Money is donated to several charities following the Balloon Festival, but the
Balloon Festival is not a city generated event.
° Park revenues are generated through park shelters and ball field reservations

° A revenue stream comes from Atfalati participants (Southside Soccer and
Tigard Little League) for Cook Park fields through an agreement established
several years ago
° No money is generated from beer gardens, wine tasting, etc., that comes to
the city
° Tigard allows Atfalati to advertise in the parks in order to generate funds to
pay back their commitment with the city (They owe $300,000+ on the
agreement)
° Perhaps generate outside advertising in parks
° Create a community garden and charge for the plots
° Senior Center revenues are theirs to keep thru an agreement with Loaves &
Fishes; they require no city staff, only the upkeep of their building and
grounds.
° Classes of interest that a fee is charged to attend (i.e., How to Buy a House,
etc.)
° Needs to be a coordination of recreation activities in Tigard. Could put
together a brochure of private and city/school recreational activities with
advertising that would generate money to help pay for it
° Approximately $40,000 per year revenue is generated for park shelter
reservations that goes into the general fund
° Dog Park funds that are raised through donations are put back into the dog
parks (Dog Park Committee is not an official city committee)
° User fees at dog parks a possibility
° Parking fees at parks
Trisha Swanson reported that at the last meeting of the Committee for Citizen
Involvement the main topic was about the webpage. It was suggested that the
PRAB could use the webpage to include recreation information within the city
and also have the information available for Spanish speaking residents.
5. EXECUTIVE SESSION:
PRAB submit scoring of criteria for Park and Greenway Property
Evaluation Process
The board paused the regular meeting to go into an executive session at 7:33
p.m. to discuss property transactions under the provisions of ORS 192.660 (1)
(d), (e), (f), and (h)-
6. Adjourn
The PRAB reconvened the regular meeting following the executive session and
immediately adjourned at 7:51 p.m.
