03/16/2004 - Minutes PARKS AND RECREATION ADVISORY BOARD Minutes of Tuesday, March 16, 2004 Meeting Members Present: Mr. Marks, Mr. Baumgarten, Mr. Ashley, Dr. Albertson, Dr. Bernhard and Ms. Richards Staff Present: Dan Plaza 1. Dan presented a draft timeline for the community assessment survey the Board discussed with the City Council. The Board made some minor revisions to the draft timeline. The Board decided that the timeline was reasonable will be discussed with the City Council on April 13. It was also decided that the survey should be a scientifically valid survey. Estimated cost is $1 OK to $15K. - The survey process begins March 16 at the PRAB meeting. - Finance gets 3 quotes from consultants - PRAB recommends to Council on hiring a consultant to prepare the survey and identify a funding source - Council decides to go forward with survey and funding source - Consultant prepares survey, conducts survey and provides executive summary - Staff presents findings to PRAB and Council 2. The Board was told that 3 quotes were being sought from marketing/polling firms to conduct a survey if approved by Council. The quotes are being sought by finance and they should be available on Monday March 22, 2004. 3. Dan and the Board discussed what the PRAB wants to know from Tigard residents. The following is an initial listing of what the PRAB wants to know. It was generally agreed that in a meeting with the consultant the areas of interest would be more fully flushed out and detailed. a) do the residents want recreation programs, and to what extent b) recreation programs offered, and at what cost - provided by a city recreation division - provided by a park and/or recreation district - provided by joining Tualatin Hills Park and Recreation District c) do the residents support a bond measure for any of the following, to what extent - purchase of open spaces/wetlands - purchase of land for park purposes - development of parks (neighborhood/community/trials) - development of facilities (skate park/recreation center/etc.) d) bond measure at what cost - land purchases - park development - facility development e) general fund increases for additional operational costs to maintain additional land, parks, facilities, etc. f) if support and willingness to pay is there, then when should tax measures be conducted g) demographic information h) residents satisfaction with park services while Tigard does not offer recreation programs 4. The Board discussed a bond measure aimed at purchasing green spaces, wetlands, park land, park development and facility development. The Board favored going in November 2004. They felt that waiting longer would mean higher costs, and less land would be available. If the election is on a general election there would be no election cost verses being charged for election costs during non- general election dates. Dr. Albertson reported that the school district would be going for a local option levy in November 2004 and that there would be another library election in November 2004 if the May 2004 library election fails. 5. The city's 1996 visioning process utilized a phone survey and other means of collecting responses. In 2000 the process utilized the city's newsletter, Cityscape, to collect responses.
