04/12/2007 - Minutes TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, April 12, 2007 Call to Order: 7:00 p.m. Roll Call: Present at the meeting was Brian Kelly, Chair; Marvin Diamond; Scott Libert; Karen Levear; David Burke; Margaret Barnes, Library Director and Kathy Vincent, Circulation Assistant. Absent were Board members Cecelia Nguyen and Jan Thenell. Minutes: It was noted that under the section "Call to the Public" the word "consideration" should be replaced with the word "role". The minutes were then unanimously approved. Motion — Burke Second — Diamond Agenda Additions and Deletions: None Call to the Public: Visit with Employee — Sandra Birkner, Library Services Supervisor, was introduced by Barnes and spoke briefly with the Board. Birkner began her library career in Ohio in the technical services department. She then moved to Oregon and has been with Tigard Library for 8 years as technical services supervisor. Birkner highlighted the many improvements to the department and the resulting efficiency such as streamlining systems and improving Polaris response time. Monthly Report for March 2007: Barnes distributed the monthly statistics for March, 2007. Another record breaking month for all divisions. Circulation again set another record with 85,726 items checked out. The self check machine promotion proved very successful recording 7,980 items checked out. Program attendance continues to rise. Upcoming programs include the "Hearing Voices" storytelling festival beginning April 14- 22, 2007. Barnes passed out an article on Judith Poxson Fawkes featured in "Fiberarts". Barnes also invited all board members to attend the City of Tigard "Open Houses" for citizen input regarding the City's Comprehensive Plan — Tigard 2027. These meetings will be held in the Tigard Library Community Room. Upcoming Dates: "Open House" Wednesday, April 18th 6:00 — 8:00 p.m. Saturday, April 21St 1:00 —4:00 p.m. Volunteer Recognition Thursday, April 13th 5:30 p.m. Jazz Concert Friday, April 20th 7:00 p.m. Barnes also handed out a pie chart noting March's Inbound Internet Usage per Library location, the Circulation Management Overview, and the Tigard Library Monthly Statistics. Budget Meeting: Barnes informed the Board that budget meetings are scheduled to begin at the end of April. The 07-08 Budget includes requests to increase training and collection development plus the addition of 6.7 FTEs - 1.2 for Technical Services, 2.5 in Circulation and 3.0 for Readers Services. She also noted that, per the patron survey, the public is interested in more evening hours. Although more will be known when the budget is finalized, it is likely the restoration of hours will be evenings. Library Open Hours: Barnes reported that based on the annual patron survey, the public is interested in restoring more evening hours. Library Policies: Tabled for a future meeting. Other Business: Levear presented a brief report on the City Center Advisory Commission meeting. The commission's role is to provide comments and suggestions on the development and implementation of an Urban Renewal plan for the downtown Tigard area. They are presently recruiting volunteers for this endeavor. Kelly reported briefly on a conversation with Gene Clair, Library Foundation Board President on what the role of the Foundation should be and how to achieve this goal. Kelly suggested board members submit ideas and questions to him for discussion with Clair. Kelly will also invite the Friends of the Library President, George Burgess to meet with the library board on a quarterly basis to keep the Board updated on the Friend's activities. Barnes will have a blurb placed in Cityscape advertising for Library Board positions. Library Board Meeting Schedule: The June Library Board meeting will be held on Tuesday, June 5, 2007. Due to Diamond's term expiring, this will be his last library board meeting. Adjournment: There being no further business to come before the Board, the meeting adjourned at 8:38 p.m. The next Library Board meeting is scheduled for Thursday, May 10, 2007 at 7:00 p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
