08/14/2008 - Minutes TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, August 14, 2008 Call to Order: 7:00 p.m. Roll Call Present at the meeting: Brian Kelly, Chair; Board members Richard Heath, Karen Levear, Cecelia Nguyen, David Burke, Jan Thenell, Jennifer Vasicek and new Alternate Linda Monahan; Library Director Margaret Barnes and Alison Grimes, Executive Assistant. Minutes The June 12, 2008 Board meeting minutes were reviewed and, there being no additions or corrections, the minutes were approved as read. Motion Thenell Second Burke Burke Aye Nguyen Aye Heath Aye Thenell Aye Kelly Aye Vasicek - Aye Levear Abstain Agenda Additions and Deletions Introduction of Board members and Election of Officers added to Other Business. Call to the Public Barnes introduced Anna Bruce, Young Adult Librarian, to the Board. Originally from Louisiana, Bruce spent the last two years in Klamath County as a Young Adult librarian. She told the Board that she just returned from New Orleans where she received PrimeTime training. Bruce reviewed some of the many programs that were held this summer, noting that she spent the previous Friday at Barnes and Noble for the midnight release of Breaking Dawn. On behalf of the Board, Brian Kelly welcomed new Alternate Linda Monahan to the Library Board. Board members then introduced themselves and gave Monahan a brief bio of themselves and why they wanted to become a Board member. Next on the agenda was the Election of Officers. Chairman Kelly opened the floor for nominations. Kelly was nominated by Nguyen to continue as Chairman; Thenell nominated Burke to continue as Vice-Chairman. Both men were willing to serve. Levear made a motion to appoint Kelly as Chair and Burke as Vice-Chair; Nguyen seconded. All eligible voted aye and the motion was approved. Motion Levear Second - Nguyen Burke Aye Nguyen Aye Heath Aye Thenell Aye Kelly Aye Vasicek Aye Levear Aye Monthly Reports for June and July 2008 Both months showed a jump in circulation: 109,339 in June (26.9% increase over June 2007) and 115,875 in July (24.4% increase over July 2007). These consistently high circulation figures allowed Tigard Library to surpass the 1,000,000 items circulated in FY 07/08. Envisionware has been installed and TPL has only experienced a few glitches with the program. 2007/08 also showed an increase in teen volunteerism. New patrons continue to request library cards 583 in June and 626 were issued in July. Review of Library Policies Barnes reminded the Board that several policies would be on the agenda for review during the September meeting Freedom to Read, Freedom to View, Library Bill of Rights, Patron Confidentiality and the Internet and Patron Guidelines policies. These policies are reviewed and reaffirmed on a yearly basis. Board members thought it might be a good idea to present and explain these policies to City Council during the annual meeting instead of the usual information. WCCLS Update The WCCLS Reference Services Report was briefly reviewed with the Library Board. Library Programs Update During her meeting with the Board Anna Bruce gave an update on a variety of programs held over the summer. Other Business • Library Trends None. • CCI No report. This committee is now strictly citizens, no board members. As Library Board or other board member attendance is no longer required for these meetings, this topic will be dropped from the agenda. Adjournment: There being no further business, the meeting adjourned at 8:13 p.m. The next Library Board meeting is scheduled for Thursday, September 11, 2008 at 7:00 p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
