Staff: Margaret Barnes and Connie Martin. Barnes introduced Ruthanne Lidman, who was present and begins as the new alternate member in July. Lidman is a retired professional librarian who also served on a public library board for a special district. New members Brian Kelly and David Burke will begin their terms in July as well. Minutes: It was moved by Diamond and seconded by Chapman to approve the minutes of April 8, 2004. Motion passed unanimously. Agenda Additions and Deletions: Turley mentioned that because of Lawton's recent resignation, she has been acting as Chair Pro Tem and would like direction from the Board if she should continue this role until the July elections. By consensus it was moved by Chapman and seconded by Smith that the Board supports Turley assuming the role as Chair Pro Tem until regular elections are held in July. Call to the Public: Appointed alternate member Ruthanne Lidman was present to gather background information from the Board meeting. April Monthly Report: Barnes reported there continues to be a decrease in Circulation, but not what was seen last winter. Children's and adult programming continues to be offered with many choices for the public. Staff is gearing up for the Summer Reading Program which begins June 1 and concludes August 1. Policies Reviewed by City Attorney: The Board reviewed and discussed policies reviewed by the City Attorney. Smith moved to submit the policies as reviewed by the City Attorney to City Council for final approval, seconded by Chapman. Motion passed unanimously. Policies include: The Community Room Use, Exhibit and Display, Library Use Guidelines, Study Room Use and UnattendedNulnerable Child. Policy to be discussed by Library Board: Food and Beverage: Barnes reviewed with Board the differences of the latest version to the policy that the Board reviewed in April. Barnes noted this policy similarly reflects the Food and Beverage Policy for the Eugene Public Library. The library management staff reviewed the terminology for accepted lids. Barnes suggested that beverages not be limited to purchase from the coffee vendor. The Board discussed each line item of the policy. There was discussion about what types of containers would be allowed. The changes suggested by the Board will be made and sent to the City Attorney for review and then sent back to the Board for approval at the June meeting. WCCLS Wilinet Agreement: Barnes reviewed the draft Wilinet Users Agreement with the Board. There were a few suggested changes: 1) reduce the length of the agreement from three to five years, 2) share costs associated with data extraction necessary to provide records in machine-readable format, 3) share in liability for Wilinet downtimes, 4) guarantee of computer "up time," 5) revert back to original language regarding barcode, allowing member libraries flexibility, and WCCLS share in costs of technology and 6) question of physically secure by system — providing patrons with greater flexibility when using personal devices such as laptops. Barnes forwarded these suggestions to WCCLS. After revisions are incorporated, the Agreement will be returned for City Council approval. WCCLS Levy: Staff members were available at the first Tigard Farmer's Market of the season to provide the public with factual information about Measure 34-77. Citizens attended the May 11 City Council meeting to obtain Council support of the measure. Several opportunities have been made to provide factual information to the public and to remind citizens to vote. New Library: Over 600 bricks have been purchased for the courtyard area of the new library. The bricks are now at the engraver. Several areas are nearing completion: bicycle racks have been installed, lights and tile have been installed in the lobby area, work has been completed in the Community Room and concrete in the courtyard has been poured, masonry work on the monument sign has begun, concrete for the outside turn-around bookdrop area has been poured, carpet has been laid on the second floor, shelving has arrived and is being installed and the majority of building lights are operable. Contents of the existing library and library staff will move in July and the new library will open in August. Regarding the LEED certification, although the City did not seek LEED certification, through the efforts of the project team, a sustainable building has been achieved. Hoffman Construction applied for a Business Energy Tax Credit (BETC); funds will be turned over to the City for the New Library project. Foundation: The Foundation will host a sneak-preview fundraising event on July 30. A "Thank You" event is scheduled for Friday, July 31. This event is for workers and families who contributed to the new library project. The City, Friends of the Library and Foundation will fund this event. Board Communications: Turley represents the library on the Visioning Task Force. The Task Force has completed its work for the summer and will begin again in the fall. A survey will circulate soon requesting how and what City services are used. Other Business: None. MEMORANDUM TO: Bill Monahan, City Manager FROM: Margaret Barnes, Director of Library Services:% DATE: June 25, 2004 SUBJECT: Library Monthly Report for May 2004 Personnel: All staff in the Library participated in the Library's annual In-Service Day on May 21. The morning was spent with consultants Arty Trost and Linda Crafts doing exercises designed to build confidence and skills in handling the big change that we will all be experiencing and in articulating the management team's goals and vision for the new library. The day also included a tour of the new library which the staff thoroughly enjoyed. This month several librarian positions were posted. The next several months will be devoted to interviewing candidates for various librarian openings. Technical Services: In May 1830 items were added to the collection and 495 bibliographic records were added to Polaris. The average number of days for items to be cataloged and processed was 28. A total of 1821 items were placed "on order" and 1058 items were received. The average number of days from order submitted to being placed was 2.12. The total number of materials withdrawn from the collection was 324. Reference Desk: Reference desk interactions for April totaled 4552. Of these interactions 4391 were reference questions. This is a decrease of 16.4% in total service interactions when compared with May 2004. Answering reference questions accounts for 98% of the total service interactions. Internet Public Computer Use: Total hours of public computer use: 1773 Total users: 4285 Timed stations: 17 Youth Services: Both Molly Carlisle and Terri Smith "made tracks" doing school visits in preparation for a Summer Reading of "Discover New Trails @ Your Library." The Teen Summer Reading theme is "Get Lost/Read!" The Super Tuesday event continues to bring in big crowds. May Super Tuesday had 162 children and grown-ups enjoying the Do Jump! Movement Theater high jinks combination of dance and acrobatics. Vin►+ ` Adult Services: As a special assignment, Erik Carter developed a binder resource to collect information pertinent to the Bull Mountain Annexation Plan. Erik visits the Web site regularly to update sources so that patrons seeking information on Bull Mountain can find everything in one place. Circulation: During May 52,192 items were checked out which is nearly even with May of 2003. The highest checkout day was Monday, May 24 with 2,494 checkouts. 334 new library patrons were registered in May, over 10% more than the same period in 2003. Collection Agency: As of May 31, 2004, 176 patron accounts have been submitted to Unique Collection Agency. The dollar value of these accounts is $29,279.81. Materials returned thus far account for$8,342.55 and dollars paid account for$2,342.95. Community Service: Seven individuals performed Community Service hours served in April for a total of 100 hours. Of these seven individuals, two were Peer Court youth serving 33 hours and five were serving 67court ordered hours. Cultural Passes: The passes were used 63 times this month. The Children's Museum was the most popular destination with 13 checkouts. This month the library registered 34 new people for the pass program. New Library:, The shelving has begun to arrive and be installed. The majority of the casework is completed and the granite counter tops are scheduled to arrive in the next couple of weeks. The contract with the artist for the Children's Room project was finalized. Volunteers: This month volunteers donated 1137.5 hours to the Library. This is equivalent to an additional 6.6 FTE. These hours represent approximately a decrease of 3% when compared with 2003. Planning is currently underway for the all-department City volunteer recognition event which is scheduled for June 25. On May 27, WCCLS made significant changes to the SAM set-up to block patrons' use of duplicate or"lost"cards to log on to SAM for multiple daily sessions. These administrative changes resulted in the loss of SAM reports for May 2003. UHAFT INTERLIBRARY LOAN POLICY TIGARD PUBLIC LIBRARY The free exchange of materials between local and national libraries is essential to free access to information for patrons of the Library. It should not be seen as a replacement of resources and collection development but as a way of providing materials when local resources cannot meet those needs. As a responsible borrower and lender, the Tigard Library will cooperate with the Interlibrary Loan Code for Oregon Libraries and the standards set for Interlibrary Loan by the Washington County Cooperative Library System. Interlibrary Loan service is available to anyone with a valid Washington County Cooperative Library System (WCCLS) borrower's card. There is no charge for Interlibrary Loan Service except as the owning Library charges for photo-copy service of journal or newspaper articles or to loan a particular item. The requesting patron will be notified of any charges in advance in order to decide if they wish to incur such charges. The Tigard Library limits to 10 active Interlibrary Loan requests at any one time for any patron in order to maintain the quality of service. The owning library determines the conditions of the loan. It may be required that borrowed materials be used in the library only. Items owned by other Washington County libraries will not be borrowed through ILL service, but through the WCCLS daily courier service. It may be determined that an item requested through ILL would be a valuable purchase for the Tigard Library. In the event of purchase, the requesting patron will be placed first on a reserve list for that item. Draft May 2004 FOOD AND BEVERAGE POLICY The Tigard Public Library will allow food and drinks in the Library under the conditions noted in this policy. • Food is permitted only in the Courtyard and the Entryway. • All drinks must be in sturdy, unbreakable spill-proof cups that have sip- through lids. • Unbreakable, screw-top bottles are allowed for water only. • Patrons with drinks in unapproved containers such as pop cans will be asked to dispose of them immediately or to move to the Courtyard or Entryway to consume the drink. • Alcohol is not permitted in or on the premises of the Library. • The Library may provide food and drinks in designated program areas during Library sponsored programs and events. DRAFT r GIFT POLICY The Tigard Public Library actively encourages gifts of library materials, money or real property that will help the library better serve the needs of the community and enrich and improve the library resources. The City of Tigard Library Board reserves the right to accept or reject any gift, donation, endowment, bequest, or trust. When funds are donated for specific purposes, the amount and nature of the expenditure must be approved in advance by the Library Board. All gifts (money or materials) become the sole property of the library. Rules Books and Other Library Resources — The library welcomes gifts of print and non-print materials, with the understanding that gifts of materials will be added to the collection only if they meet the same standards required of materials purchased by the Library, as described in the Collection Development Policy. Gift materials not meeting those standards may be given to the Friends of the Tigard Library for their book sales, donated to other libraries or organizations, recycled, or discarded. Gift materials will be integrated into the regular library collection in normal sequence, available to all library patrons, and otherwise handled as any other material belonging to the library. The library is not obligated to keep donated materials for any length of time and does not accept responsibility for notifying donors of withdrawal or replacement of gift items. The Library will not accept the following types of materials: those that are soiled, torn, moldy or damp; periodicals, except the Oregon Historical Quarterly; textbooks; encyclopedias; condensed or abridged materials. Collections — Gift collections will be accepted only by the Director, with the counsel of the Library Board as appropriate, and with the understanding that the collection may not be kept intact. Monetary Gifts — Monetary gifts will be utilized by the library to purchase materials or equipment, support library programs, or in other ways the Library Board and the City deem appropriate. The Library welcomes gifts of cash for the direct purchase of library materials and will try to accommodate the subject or title preferences of the donor in so far as they coincide with the Collection Development Policy. A bookplate recognizing the donor will be affixed to the material if desired. Substantial cash offerings, securities, and bequests will be handled by the Director, who, with the Library Board, will work out terms of acceptance that are compatible with library policies, the donor's intent, City policy, and the applicable laws. Memorial and Celebration Contributions — The Library welcomes monetary gifts for the purchase of library materials in memory or recognition of individuals. Suggestions by donors concerning specific titles or subject areas are encouraged and will be respected in so far as they coincide with the Collection Development Policy. The names of the donor(s) and the individual(s) recognized by the gift will be listed on a bookplate and affixed to the material. A letter will be sent to the honoree or to his or her family to let them know about the gift. A letter of acknowledgment will go to the donor as well. Recognition of Monetary Gifts - (This is where we need to insert something about the Donor Board. The current policy is below in italics.) The Donor Board recognizes monetary gifts given to both the Friends of the Library and the Library. Gifts recognized on the Donor Board are cumulative. Memorial gifts will be listed in the name of the person memorialized with acknowledgment sent to the donor. Update to the Donor Board will be made annually in the Spring. At that time, inactive (no gifts received within a two year period) will be removed from the Board. SPECIAL FRIENDS (i.e., memorials will be permanent) Real Estate or Other Personal Property — The library will accept gifts of real property that support the mission of the library. Such offers will be handled by the Director, who, with the Library Board, will determine the suitability of the gift and work out terms of acceptance that are compatible with library policies, the donor's intent, City policy, and the applicable laws. Friends of the Tigard Library/Tigard Public Library Foundation — Direct donations to support the Library's services and programs may also be submitted to the Friends of the Tigard Public Library and the Tigard Public Library Foundation. The Friends and Foundation are tax-exempt 501 (c) 3 organizations. Tax Deductions — Donors are encouraged to contact their tax advisor prior to making substantial gifts to the library, the Library Foundation, or the Friends of the Tigard Library. The library will provide a written acknowledgment of the receipt of gifts upon request, but will leave the determination of a value of the donation to the donor. Hinsdale,IL Library Policy on Recognition of Monetary Gifts Gifts of$10,000 or More: Individuals, organizations and businesses who make cumulative gifts of$10,000 or more are considered "Major Contributors" and shall be recognized with permanent individual wall plaques prominently displayed in the library. [At the discretion of the Library Director, such gifts may also be recognized with book- plates.] Gifts of$1,000 to $9,999: Individuals, organizations and businesses who make cumulative gifts of$1,000 to $9,999 shall be listed jointly as "Benefactors" on a permanent wall plaque prominently displayed in the library. [At the discretion of the Library Director, such gifts may also be recognized with book-plates.] Gifts of$100 or More: All individuals, organizations and businesses who make cumulative gifts of$100 or more during a given calendar year shall be listed jointly on a yearly "Roll of Honor"plaque which will be prominently displayed in the library until it is replaced by the subsequent year's plaque and removed to another public or semi-public location in the library where it will be placed on long-term display. [At the discretion of the Library Director, such gifts may also be recognized with book-plates.] Gifts Under$100: Gifts under$100 are recognized with book-plates at the discretion of the Library Director. Individuals, Families and Other Entities in Whose Honor or Memory Gifts are Received: All individuals, families and other entities in whose honor or memory gifts are received during a given calendar year shall be listed on a yearly plaque which will be prominently displayed in the library until it is replaced by the subsequent year's plaque and removed to another public or semi-public location in the library where it will be placed on long-term display. `ow 4.10.040 Gift Recognition Policies and Procedures a. The Corvallis-Benton County Public Library acknowledges the great importance of private gifts and donations to the library's development and growth. Many donations are made by individuals and groups in the memory of a deceased loved one, to honor a living person, or in celebration of an event. It is desirable and essential to publicly recognize these contributions and to do so in a timely fashion. These policies and procedures shall be applied to recognize gifts from individuals and organizations that have been given directly to the library. In order to implement recognition procedures in a consistent manner, donors and potential donors should be directed to the Library Director. Generally the library's donor recognition procedures are as follows: 1. All donations to the library will be acknowledged by a letter from the Library Director. Donors will also be listed in the annual donor listing in the library's newsletter. 2. Additional special recognition may take place for significant contributions. Such recognition may include a donor board, placement of plaques or bookplates on items purchased, special events, publicity, naming collections, or other means. Any collections named after significant donors will not be displayed or shelved separately. 3. If a donor does not wish to be publicly recognized, that wish will be honored. 4. Detailed recognition procedures based on various levels of giving are available from the Library Administration Office. Levels of giving to the Library: 1. SUPPORTER: Gifts less than $200 2. SPONSOR: Gifts of$200-499 3. DONOR: Gifts of$500-999 4. PATRON: Gifts of$1,000-4,999 5. SUSTAINER: Gifts of$5,000-9,999 6. BENEFACTOR: Gifts of$10,000 and above S. Gift Recognition While the gifts may come to the library from a variety of circumstances, it is believed that a uniform method of recognizing contributions is necessary to promote fairness and equity in recognition of library donors. It is the policy of the Chelsea District Library to publicly recognize contributions. In order to implement recognition in a consistent manner, donors and potential donors should be directed to the Library Director. All Donors will be recognized by a letter from the library and by mention in library public reports. If the donor wishes to remain anonymous, it is the responsibility of the donor to inform the Library Director of this desire. An inscribed gift plate will be placed in books or other appropriate library materials donated or purchased with donated funds. The plate will acknowledge that the materials were presented to the library by the donor(s). A token of appreciation, not to exceed $10.00, will be given for gifts of$1,000 or more. Donors of$1,000 or more will be recognized on a perpetual plaque in the library. Newly constructed or renovated library facilities may be named with a minimum donation of $50,000. Gifts at a minimum of$3,000 may name landscaping or architectural features. The Board of Trustees of the Chelsea District Library adopts these recognition levels for all gifts: PORTAL DONOR - Gifts of a value of less than $1,000. CORBEL DONOR - Gifts of $1,000-$4,999. KEYSTONE DONOR - Gifts of$5,000 to $9,999 PILLAR DONOR - Gifts of$10,000 to $99,999 CORNERSTONE DONOR - Gifts of $100,000 to $499,999 FOUNDATION DONOR - Gifts of $500,000 and higher 7 � i Tigard Public Library Adopted by the Tigard Library Board December 4, 2003 1)1�AFT Library Card Policy Reqistration for Library Card Library cards are available free of charge to all citizens of Washington, Multnomah, Clackamas, Hood River, Clark, Klickitat and Skamania Counties who can provide proof of current residency. Applicant must be present to receive a card. All patrons registering for a Washington County Library card must show acceptable, current printed verification of name and street address of residence. If a single piece of identification does not meet the criteria, a second piece of identification may be used to furnish the needed information. Acceptable I.D. for adults 18 or over will be: Preferred: ♦Driver's License, State I.D. Card or picture I.D. with current address. If the current address is not on the preferred identification, the following additional identification is accepted as proof of address: ♦Dated utility bill or rent receipt *Canceled envelope addressed to applicant with a current postmark *Voter's registration card *Automobile registration Acceptable I.D. for youths under 18 will be: *Any of the above in their name or the name of their parent/legal guardian (this does not include babysitters, nannies day-care providers or grandparents). ♦Evidence that youth is enrolled in the Tigard/Tualatin School District * including: - A valid I.D. or Student Body Card - Dated Report Card - Obtaining card during school visit (ask Staff person for details) Parent(s) or guardian(s) of all youths under age 18 will receive a letter outlining guidelines for library use. There is a charge for replacement cards. (Same Identification requirements apply). Those individuals not eligible for a free library card may obtain a card for yearly nonresident fee. Borrower's responsibility Patrons enter into an agreement with the Library when they obtain their library card. The library card states that "I accept full responsibility for the use of this card. I will give immediate notice of loss of card or change of address." The signature of the cardholder signifies acceptance of this responsibility. I UB\Library Polices and Procedures\Public Policies and Procedures\Updated\Library Card Policy.DOC Page 1 of 2 Tigard Public Library Adopted by the Tigard Library Board December 4, 2003 The Library requires patrons to present their cards, appropriate identification, or library card number with verification of address or phone number before checking out materials. Unless reported as lost or stolen, it is implied that a person possessing a library card has permission from the owner for use. Cardholders are responsible for notifying the Library when their card is lost or stolen. Patrons are responsible for all charges until their card is reported lost, including items checked out on the card prior to reporting it lost. To avoid referral of the account to collections and to be considered for a waiver of fees, cardholders must immediately file a police report of theft and unauthorized use. They must then submit a copy of this report to a Library Circulation Supervisor to avoid referral of the account for collection. Patrons who have lost their card may be issued a new one. Printed verification of name and address of residence is required. Picture identification is the preferred verification. Retrieval of lost items is the library's priority. Replacement charges will be removed for lost items returned in good condition within a reasonable amount of time. Overdue charges will remain. Proposed addition: Library Cards for Children All individuals, including children, must be present to be issued a library card. All cardholders, including children, are entitled to record privacy. It is recognized that parents or guardians have fiscal responsibility for children under the age of 18. The parent or guardian's name is required information on a child's library card, as well as the birthdate of the child. The parent or guardian is issued a letter with an explanation of library policies — including the need for the parent to have the child's card or card number in order to access information on the child's library record.
