The motion passed. AGENDA ITEM #3 : Non-Agenda Items/ Public Comment General comments/announcements were discussed. Specific dates of interest included: • Board and Committee Ethics Training - April 11 , 2012, at 5:00 pm, held in the Tigard Library Community Room. CCAC Meeting Minutes for Wednesday, March 14, 2012 Page 1 of 4 • City Attorney training on Executive Sessions - CCDA Meeting, April 3`d, 2012, at 6:30 pm. AGENDA ITEM #4: Main Street Green Street Receive update on 90% design and results of March 1 open house (Kim McMillan) *Exhibits - Main Street Green Street photo Kim McMillan used a large-scale areal map display to review Main Street design elements. The commission discussed survey results regarding Downtown. Green Street grant requirements, green technologies, streetscapes, street art and art lighting, parking, tree placement, business access and sidewalk width were among the topics discussed. The commission discussed minimizing impacts on downtown businesses with an emphasis on construction traffic flow, day/night scheduling of construction work and keeping the street open as much as possible. Generally, the preference for setting construction duration and timing is to minimize disruption, find efficiencies and keep the construction within a one- year target. The CCAC emphasized working to facilitate functional ways to create an environment attractive to shoppers, pedestrians and auto traffic headed for Downtown businesses. This project is using federal funds, which carry particular procedures and restrictions for how the city performs project work. The Main Street Open House provided some creative communication ideas including open house coffee sessions in the morning and perhaps some evening activities as well. AGENDA ITEM #5: Liaison/subcommittee reports CCDA, PRAB-CCAC Joint Committee (DRAB Discussed in Executive Session) CCDA Debrief The public art recommendations from CCAC February meeting were brought to the CCDA. Most of the budget for art will be spent at the gateways. The CCDA gave some parameters for the project to adopt a "2% for Art" approach (resulting in approx. $80,000 for street art installations) . CCDA also discussed parking lot design/attractiveness mitigation. The design considerations include function, flow and circulation. Targeted Restaurant and Retail Incentive Program (TRRIP) CCAC Meeting Minutes for Wednesday, March 14, 2012 Page 2 of 4 CCDA is leaning toward a more focused effort to target a single desired business each year, which would receive more funding, rather than numerous small projects. Suggestions included targeting an existing established business that is looking to expand. There is also interest in improving communication to promote this program. Target selection criteria will likely remain the same as previously discussed at the CCAC. The consultant helped identify niche markets that Tigard needs. CCAC and CCDA would be the group to determine which criteria would determine selection. Commissioner Craghead requested that anyone on the CCAC with thoughts or concerns attend the April 3`d CCDA meeting to express them. AGENDA ITEM #6: Quarterly Goal Update 1s` quarter goal check-in (Sean Farrelly) CCAC held a general discussion regarding CCAC Goals status. AGENDA ITEM #7: Update on Downtown Connectivity Plan Review current project activities (Sean Farrelly) *Exhibits — Drafi Downtown Tigard Conceptual Connectivity Plan - Implementation Map - MAP A. Staff has been meeting with property owners impacted by the Downtown Connectivity Plan project. Changes to the map are under discussion. CCAC received a general update on the project. When complete, an updated connectivity map will be brought back to the CCAC. AGENDA ITEM #8: Facade Improvement Program Update Review progress of Facade Improvement Program (Sean Farrelly) *Exhibits — Fagade Improvement Program Update Presentation; Facade Improvement Program Summary table. The CCAC watched a PowerPoint presentation recapping the Fagade Improvement Program achievements thus far: completed projects, some of the projects that are potentially moving forward and projects currently on-hold. The commission also reviewed a program summary table identifying project statuses by fund expenditures. Commissioner Shearer also reviewed facts regarding Traffic on Hwy 99W in Tigard: positive and negative facts presented at the High Capacity Project meeting. Process: My first comment has to do with the review process. The City Council has not been briefed on the design of the project since February 15, 2011 . At that meeting staff requested Council direction on a parking concept. There should have been a presentation of the actual design of the project — what is commonly referred to as a "design development" level in the architectural world, perhaps a 30% set in the engineering world. It is very late in the process for my comments. 2. Pedestrian Clear Zone: My greatest concern is with the width of the sidewalks. The parking concept approved on February 15 indicated that there would be 8 ' sidewalks in most areas. The Powerpoint presentation shown that night had an illustration 320 sw 6Taave showing the trees NQ 300 and lights in the Portland, OR stormwater 97204 planters (see right). COM clear width sidewalks. The 90% plans show many obstructions within the sidewalks. There is only 3.5 ' between the sidewalks and the tree grates. I understand that we have this condition in many places now. However the intent of this project is to improve the pedestrian environment. In my opinion it would be preferable to widen the storm planter enough for trees and lights and narrow the sidewalk to at least 6' but have it clear. The previous Main Street project between 99 and Scoffins has the trees and lights in the planters. We should revise the plans to do the same. 3 . Crosswalks: We have lost the crosswalk at the west side of Fanno Creek. Given our most recent plans for creekside circulation, I think we need crosswalks on both sides. 4. Front Parking: There are 5 sub-standard parking spaces in front of George Diamond's building, two of which are at least partially on the existing right of way. We are sacrificing 2 legitimate parallel parking stalls in front of the building to maintain 5 substandard ones. It is possible to get more than 40 spaces behind the Diamond/Brew Pub buildings. I realize that the current design was likely the result of negotiations with George but I think that the solution is short-sighted. I think that downtown would be better served in the long run to clean up these facades with rear parking, 5 . Streetscape Design: The streetscape design seems haphazard. Trees are spaced randomly. The tree grates are sometimes at the curb sometimes at the back of sidewalk, sometimes in the middle of the sidewalk. Trees are not coordinated with the light poles. Sometimes the curb ramps have aprons, sometimes they don't. There should be a consistent application of a standard design treatment of all the visible elements throughout the project. Consider the typical scoring pattern on sheet 2A- 1 . The larger squares appear to be 36" spacing but he smaller squares are at 15" and they don't line up. The tree well on the left aligns with the scoring but the one on the right does not. It is not clear where the lights and other features fit on this scheme. The design scheme should be refined and coordinated with all light poles, trees and furnishings. It should then be applied as much as possible throughout the project. 6. Storm Outfalls: The storm system falls short of the outfalls. I understand that their replacement requires a new Nationwide Corps permit. However, I think that we have the time and the project merits it. The existing outfalls are a mess and there is significant erosion around them. I think we are also missing a great opportunity to make a visible statement about the discharge of storm water into creeks. I think that some sort of art piece as an energy dissipater (as opposed to rip rap) would be a great addition to the project. 3 20 sw 6m ave 7. Tree Planting: For the past couple of years we have been working on a new NQ 3 00 tree code that recognizes the importance of adequate soil volumes to support trees. The 90% plan shows most trees planted in 4'x6' tree grates with root Portland, OR barriers, curbs and compacted soil all around. This is not enough to support 97204 significant growth. Trees should have access to at least 400 cu. ft. of non- telephone compacted soil. I would rather have fewer trees that will be healthier, larger 503 . 224 . 523 8 and longer lived than what we have in the plan now. Work with Todd on this. 8. Tree Selections: I don't understand the tree selections. I would prefer some large canopy trees that can be limbed up very high so that they do not interfere with traffic, visibility, etc. as in the transit mall downtown PDX. The Wireless zelkovas is very small with a low horizontal branching pattern. The Crimson Sentry maples are columnar and red all summer. It appears that the zelkovas have been placed at intersections as accents. This is the worse location since they will interfere with visibility. Jacquemont birch trees have been placed at the turnaround at the Main Street apartments. These are smallish short-lived trees with white bark. How about a huge specimen oak that will live 300 years and really make a statement at the downtown entry? There are a few good shade trees that can take the wet conditions of the storm planters especially considering that they will have a well-drained soil mix and a drain layer under them. 9. Site Furnishings: Proposed bike racks and benches are often in locations that are obstructing pedestrian movement. I am skeptical that the bike racks and benches will be used much. For at least 20 years we have required private development to provide bike parking and many businesses already have bike racks on their premises. Locations should be carefully scrutinized to determine the need and in no case should they be in the pedestrian clear zone. 10. Bridge: Our Fanno Creek Park Master Plan shows light columns marking the four corners of the bridge. We would like to call attention to the creek and that idea was a good one. We are not using the stone that we have been using in our entry monuments anywhere on this project. I think it would be good to incorporate it somewhere. The bridge would be a good place to do it. 11 . Lights: The color temperature of the LED lights on Burnham is a little harsh. I would suggest that we use LED lights that are a bit softer — something between the Burnham lights and the orange HPS lights that we have at the east end of Main St. We should also investigate the possibility of putting a dimmer on them. We could perhaps dim them after midnight or perhaps at Christmas when we do lights so that they do not compete with them. I didn't see that we had any electrical outlets for holiday lighting. Has this been considered? 12. Bus Stops: It looks like we are losing some bus stops? I noted that some of the bus stop signs are being removed and not being replaced. If the one across the street from Main Street Village is being closed, there appears to be scant reason for a cross walk there. Is Tri-met consolidating stops? Can we add some amenities at the stops? I don't see any benches there. 13 . Concrete Colors: My personal opinion is that the Davis colors (Tile Red, and 3 20 sw 618 ave San Diego Buff) selected for the concrete are a bit bright for the Northwest. No They seem more appropriate for the Southwest. Process: As you pointed out, the last time staff was before council was February 15, 2011 . In an effort to keep council better informed, like we did for the Burnham Street project, we have now scheduled regular times before council. Our nest meeting is at the council workshop on March 20, 2012. This update will focus on the results of the March 1 " Open House for downtown business and property owners. 2. Pedestrian Clear Zone: As the plans stand there is no room in the flow through planters for street trees and street lights. The planters will not function properly with the obstructions. I understand you are concerned that we try to achieve a minimum 6-foot clear zone for pedestrians. One of your suggestions is to widen the planters 1-2' to accommodate the trees and lights, thus eliminating the tree grates. Another idea is to look at trees in the bulb outs where there is more room. A thud idea is to have fewer trees where it causes the pedestrian way to be too narrow. 1 will have our consultant, HHPR, check this option and report back to us. You also commented on the design of the planters on the north end of Main Street. Those planters do not meet the green street standards we are meeting with the design on this project. 3. Crosswalks: The existing crosswalk on the west side of Fanno Creek will be removed with this project because it terminates into a driveway. However, the planter on the north side will be shortened to accommodate the addition of a crosswalk in the future should the driveway be removed. We also wondered why we have a crosswalk through the turnaround. Do we need this? Can it be eliminated? I will ask HHPR to respond. 4. Front Parking: We have worked with the Diamonds on the parking issue in front of their building for several years and have it shown as reconfigured to 4 spaces which he can agree to. In light of recent council discussions for improving the Fanno Creek frontage in this area, we can revisit this issue, but I would like to wait until negotiations for the sewer work are complete. 5. Streetscape Design: I spoke to HHPR's landscape architect about your comments and he is going to take another look at the coordination and placement of trees and lights. Storm Outfalls: The prospectus for the green street grant did not include work in the creek area. The outfalls are of great concern to the engineering department and will be undertaken as a future project. You also mentioned that you would like to work with CWS and Carla, our Healthy Streams Coordinator, to clean up the banks on both sides of Main Street to a "naturally" groomed state, something higher quality than just natives, if possible. 7. Tree Planting: The urban environment and retrofitting of an existing street do not lend themselves well to having 400 of of non-compacted soil per tree. We will have amended soils and root barriers on the pavement side of the plantings. 8. Tree Selection: The project's landscape architect selected the trees and then the City's arborist reviewed them. You are going to provide 3 or 4 trees that you like as street trees, keeping in mind the City's Downtown Streetscape Plan, for us to consider. I have also requested that you select die specimen tree for the turnaround. 9. Site Furnishings: The proposed bike racks and benches will need to be field placed, taking into consideration how people use them and how they may obstruct pedestrian flow. Public art placement will also be included. You have requested that these items be embedded in the concrete work so placement will have to be determined before flat work starts. 10. Bridge: The grant prospectus specifically says we will not touch the bridge. The light columns, stone work and decorative rail are upgrades that will be done outside the green street project. The entryway stone will be utilized at gateway features at either end of Main. 11 . Lights: We will ask Dana with DKS to explore the possibility of a different color temperature for the LED lights that is less harsh than that of the lights on Burnham, while not changing the color. The electrical outlets for Christmas lights are located at the street trees. 12. Bus Stops: Tri-Met has requested the consolidating of bus stops and has agreed to the locations shown. We are working with Tri-Met on the amenities. 13. Concrete Colors: The colors are consistent with dne work done on Burnham Street. This comment, as you said, was just a personal opinion, so we ended with leaving the colors the same. Receive training refresher on ethical and legal matters pertaining to being a public official. 3 Pio% / / * ww # TIGARD DOWNTOWN CONNECTIVITY PLAN IMPLEMENTATION PUBLIC OUTREACH UPDATE #1 February 2012 The City of Tigard is in the process of identifying an approach for implementing the Tigard Downtown Connectivity and Circulation Plan. The city has hired consultants from Angelo Planning Group and Kittelson & Associates, Inc. to assist with this process. The city will work with downtown property and business owners to ensure that proposed implementation measures are fair and equitable for property owners in the planning area and the community overall. Connectivity and circulation improvements, including new road and pathway connections within and adjacent to the downtown area, -are expected to be implemented over a long period of time. While some improvements may be constructed in the shotter term (e.g., next five years), others may not be constructed for 10 or 20 years. A map of potential future improvements is found on Map A. The city expects to play a significant role in funding those proposed improvements that result in community benefits for the city as a whole or the downtown area. Other projects that are needed primarily to meet city standards and/or provide important internal connectivity and access will be primarily funded by property owners and developers as development occurs. Most connectivity improvements will be implemented over time as property owners seek to develop their land. A smaller number of key projects could be initiated by the city if they are needed to meet essential connectivity or other objectives. Amendments to the city's development code prepared as part of this process, will identify the process for implementing improvements in the future. Stakeholder and public participation in this planning process is essential to ensuring that connectivity improvements can be implemented in a rational, equitable and cost-effective manner. Tigard Downtown Connectivity Plan Implementation — Public Outreach Update #7 1 Pio% / / * ww # TIGARD DOWNTOWN CONNECTIVITY PLAN IMPLEMENTATION PUBLIC OUTREACH UPDATE #1 February 2012 The City of Tigard is in the process of identifying an approach for implementing the Tigard Downtown Connectivity and Circulation Plan. The city has hired consultants from Angelo Planning Group and Kittelson & Associates, Inc. to assist with this process. The city will work with downtown property and business owners to ensure that proposed implementation measures are fair and equitable for property owners in the planning area and the community overall. Connectivity and circulation improvements, including new road and pathway connections within and adjacent to the downtown area, -are expected to be implemented over a long period of time. While some improvements may be constructed in the shotter term (e.g., next five years), others may not be constructed for 10 or 20 years. A map of potential future improvements is found on Map A. The city expects to play a significant role in funding those proposed improvements that result in community benefits for the city as a whole or the downtown area. Other projects that are needed primarily to meet city standards and/or provide important internal connectivity and access will be primarily funded by property owners and developers as development occurs. Most connectivity improvements will be implemented over time as property owners seek to develop their land. A smaller number of key projects could be initiated by the city if they are needed to meet essential connectivity or other objectives. Amendments to the city's development code prepared as part of this process, will identify the process for implementing improvements in the future.
