Staff Present: Downtown Redevelopment Project Manager Sean Farrelly and Community Planning
Senior Administrative Specialist Chris Wiley. Community Development Director Kenny Asher
arrived from another meeting at 5:34 p.m.
AGENDA ITEM #1: Welcome and Introductions
As the new 2013 committee members were present for their first meeting,everyone introduced
themselves and shared why they are interested in participating on the CCAC. Sean announced that
alternate member Hemendra Mathur contacted him to say he will be working out of town for the
next several weeks and may miss a couple of meetings.
AGENDA ITEM #2: Review / Approve December 2012 Minutes
Elise Shearer asked that Item 4E, second sentence be amended to read, "The expansion of the WES
line has been taken out of the study because of the cost ofbumhayz e railroad time and the expense..."
The minutes were approved as amended.
AGENDA ITEM #3: Non-Agenda Items / Public Comment
Deane Bush brought in a copy of the December 27, 2012 Tigard Times which contained a
feature article on Brian Borello, the artist who will be designing the downtown gateway art
pieces. (The article is shown as Attachment 1 to these minutes).
AGENDA ITEM #4: Liaison / subcommittee reports for:
CCDA,Art Subcommittee, Facade Improvement Joint Committee, PRAB-CCAC Joint Committee
A. PRAB-CCAC Joint Committee—The PRAB hasn't met yet this month.

B. TTAC meets tonight at 6:30 pm. Chris will be leaving this meeting when it moves to
executive session so she can be present to provide administrative support to the TT AC
meeting. CCAC member Linli Pao volunteered to take notes for the CCAC goal setting
session which takes place this evening after this CCAC meeting adjourns.
C. Facade Improvement Joint Committee—the Facade Improvement Committee needs a new
representative since CCAC member Ralph Hughes has been serving on the sub-committee
and completed his term last month. The sub-committee reviews the fagade improvement
applications. There is currently one application submitted for a cafe which would be located
in the Chamber building. The committee meets on an as needed basis. Deanie Bush
volunteered to fill the opening.
D. CCDA—Sean reviewed the respective responsibilities of the CCAC and CODA.
E. Art Subcommittee—no report.
AGENDA ITEM #5: CCAC 2013 Officer Elections
Elise Shearer was elected to the position as CCAC Chair for 2013 and Philip Thornburg was elected
Vice Chair; both by a unanimous vote of the membership.
AGENDA ITEM #6: Downtown Events
Preview of new Downtown Event contract/activities
A. Debi biollahan and Diana Weston from the Tigard Chamber of Commerce brought a
slide presentation outlining proposals for marketing downtown businesses and annual
events. Options for branding downtown Tigard businesses and events were
discussed including web page features and logo designs.
B. The Chamber is putting together a Steering Committee. Sean and Deanie will
participate.
AGENDA ITEM #7: 2013 CCDA Budget (shown as Attachment 2 to these minutes)
Sean asked the committee members to rank the projects and also invited them to add any
other projects they wanted to propose. Elise Shearer said she would like to see additional
funding for public art. Sean said funding for art is going to continue as part of the blain
Street Green Street project. There will be an urban renewal match and some other
opportunities for art after the gateway art project is completed. The committee members will
review the document and submit their rankings by email.
AGENDA ITEM #8: Plan for CCAC/CCDA Joint Meeting
This item was deferred until the retreat discussion of CCAC goals.

Artist will design two large pieces for Pacific Highway at Main Street
Brian Borello is looking to add a little color to your daily commute.
Borello,a Portland-based artist and educator,has been selected by the city
of Tigard to design two large public art pieces along Pacific Highway at
each Southwest Main Street intersection.
"I know it will be a lot of work,but I am looking forward to it,"Borello said
from his studio in North Portland.
The art is meant to catch the attention of passing motorists,as well as be
engaging to pedestrians walking in the area,and invite people to explore
Main Street.
It's part of a series of projects aimed at revitalizing the long struggling Portland artist Brian Borello will install two large

Sean Farrelly,the city s downtown redevelopment director,said that of the 6o applicants from across the West
Coast who applied to take on the art project,Borello's exuberance stood out from the rest.
"He has a real passion for public art,"Farrelly said."He engages with the community and creates something that
reflects the community and its values."
It's too early to say with any certainty what the art pieces will look like, Borello said.However,he likes to bring
hidden aspects of the area's history or culture to life through his art.
"Every project has its own special qualities,and this one has its own,too,"Borello said."I generally try to look for
bringing up some of the unseen—sometimes the unknown qualities of the history and people and culture of a
place—and try to put some daylight on that."
Borello isn't a stranger to public art projects in the Portland area.Borello designed the large flowerig fixtures at
the Lents Town Center MAX station,as well as MAX stations near the Rose Garden.
For his Lents Hybrids piece at the Lents Town Center,Borello created tall green and yellow flower-like sculptures,
which he said reflected the long native grasses that once grew in the area.
Borello said he wants to get community feedback on the designs and will work with the community and business
leaders in the area as he dreams up his creative plans for Tigard.
"I enjoy bringing the community along for the ride and sharing the creative process,"he said."Everyone is an
artist in their own way.We all just share it in different ways."
The art will be in conjunction with two large gateway signs,similar to one on Southwest Burnham Street and Hall
Boulevard.
Borello has a lot to achieve with his designs.City leaders said the pieces should reflect the downtown core as a
"vibrant and active urban village at the heart of the community that is pedestrian-oriented,accessible by many
modes of transportation,recognizes and uses natural resources as an asset and features a combination of uses that
enable people to live,work,play and shop in an environment that is uniquely Tigard."
"It's this little oasis of downtown,that's what I'll be working with as I develop my ideas,"Borello said."This idea
that you have arrived at something significant and special.
"It's a major transportation corridor,that transitions from a really high-use,high-automotive transit corridor to
something more pedestrian scaled and more at a walking,slower speed.The design can hopefully augment the
experience of getting out of your car and being in a mainstrect USA."

Borello and city officials will meet in early January to discuss the project.
Final designs aren't likely until sometime in the spring,Farrelly said.
The art pieces won't be installed until after planned construction on Main Street wraps up.Construction is
scheduled to begin in 2013 and could be completed by the end of the year,Farrelly said.

RE: Agenda Item #8: CCAC Priorities for FY 2013-14 CCDA Budget

As was the case in previous years,there are several unknowns regarding the FY 2013-14 CODA operating
and capital investment budget and the amount of resources available for the coming fiscal year. For
example,it may be possible to obtain private financial institutions to fund major projects and activities.
However, this depends on available increment revenues and policy decisions by the CODA. Alternately,the
CODA may continue to borrow against other City's funds. The available increment is projected to remain
flat at approximately$330,000.
At the November meeting, the CCAC ranked Capital Improvement Plan (CIP) projects. Many of the CIP
projects have funding sources in additional to urban renewal funds. At the January meeting,the CCAC will
be asked to indicate their priorities for the non-CIP projects in the CCDA budget. These priorities will
inform the budget proposal that will be submitted by the Executive Director of the CCDA (the City
Manager). Further recommendations for the CCDA budget can be made at the CCDA Budget Committee
meetings which will occur in the spring.
The following tables show potential (non-CIP projects for FY 2013-14 as well as the budget information for
the present fiscal year.

Gateways Gateways demark entrances to the Downtown and create an $60,000
identity for the District. This project would fund the design
and construction of two gateway walls at the northern and
southern entrances of Main Street and Pacific Highway.
Main Street Streetscape As part of the urban renewal contribution for the Main Street $60,000
Green Street project,streetscape elements including public art
will be designed and constructed. Elements of this project
ma be installed rior to green street construction.
PW Yard Preparation These funds will be used to perform environmental $30,000
assessments, clean-up and site clearance to prepare the Public
Works Yard to be offered for residential development
(pending Public Works consolidating operations on a new
site.
Business Technical This project provides technical assistance to downtown $15,000
