Call to order— Chair Christopher Warren Chair Christopher Warren called the meeting to order at 6:32 p.m. a. Roll Call— Caren Frykland called the roll. b. Summary from May 4 meeting was considered and approved. c. Introductions —Committee, guests, and staff introduced themselves d. Visitor Comments —None (see agenda item on joint meeting with pedestrian/bicyclist subcommittee) 2. TTAC Comments on the HCT Land Use Design Workshop The committee discussed the May 25 HCT workshop and open house, and provided feedback to staff. Preparation for Joint Council/TTAC Meeting The committee discussed their expectations for the joint meeting, and how to present the outline for discussion to the council. • TTAC has presentation for council with time for discussion at end • Staff will introduce TTAC • Background • Past Year Actions • Future TTAC Agenda Items o HCT o Work with TriMet to explore bus service improvements o Pacific Highway/Gaarde-McDonald Improvement • Other TTAC Priorities 4. Pedestrian/Bicyclist Subcommittee Discussion The Pedestrian/Bicycle Subcommittee (PBS) provided TTAC an update on their work and ideas they are exploring for future activities. • City Newsletter—Focus of PBS articles should be education, ways to get started biking/walking, safety, etiquette; goal is to have one article in each newsletter. • Identifying and prioritizing projects for potential future construction. • Providing input on street/trail design and management issues. • Safe Routes to Schools —National program, administered by ODOT; PBS would like to better understand the program and its potential; may invite ODOT rep to meeting. • Bicycle Education Class —PBS would like to offer bike education to community. • ACTS Grant—Alliance for Community Traffic Safety; investigate applying for grant to support bicycle education. • PBS Development— continue to invite guest speakers to meetings for information and education. • Other topics —police presence on bike trails; bicycle laws; how to provide education for trail users; interest in working together with the Beaverton Bicycle Advisory Committee; developing a family-friendly bicycle event. TTAC members asked the PBS if they had considered bike share programs, performing a count of bike users in Tigard, or bike corrals and other bike parking options in downtown. PBS responded that they had not looked at bike sharing, that there had been bike/pedestrian trail user counts done over the past two years, and that a recent Metro grant had covered bike racks. Judith Gray asked TTAC and PBS about their interest in forming the core "working group" for the upcoming Downtown Walking Map/Wayfinding System. The project will include direct outreach to the businesses and will engage CCAC as part of the Main Street Green Street project. PBS meetings are third Thursdays at 5:00 in Red Rock Conference Room (or the picnic table outside if good weather) - friends and visitors are invited to attend. 5. Staff Updates Mike McCarthy gave an update on various construction projects. • Paving, slurry seal, and pavement overlay projects will start in July. • Finish work on Pacific Highway/Hall/Gteenberg/Main project will happen in July including striping and paving corrections. • A new right-in only driveway will be installed from Pacific Highway into Tigard Plaza Shopping Center Go-Ann Fabrics, etc.). • Burnham Street is now paved; grand opening celebration is scheduled for July 24, 2011 from 10:00 —2:00. • Next workshop for the Pacific Highway/Gaarde-McDonald project will be at the next TTAC meeting. It was suggested that group members familiarize themselves with the issues at this location if they have not done so already. 6.
