01/09/2013 - Summary 411 Tigard Transportation Advisory Committee [TTAC] Summary Wednesday,January 09, 2013, 6:30 PM — 8:00 PM Town Hall, 13125 SW Hall Blvd, Tigard, Oregon 1) Call to order— Chair Bass called the meeting to order at 6:36 p.m. a. Roll Call —meeting secretary Chris Wiley recorded the roll. Members Present (7): Steven Bass (Chair), Karen Hughart (Vice-Chair), Mark Bogert,Jennifer Stanfield, Mike Stevenson, Don Schmidt, George Hem. Members Absent (2): Dennis Mitchell and Evelyn Murphy. One vacant seat. Guests Present (1): Michael Benton, owner of Fast Lane Oil Change, 13545 Southwest Pacific Highway, Tigard. Staff Present (4): Senior Transportation Planner Judith Gray, Michael McCarthy, Sr. Project Engineer; Kenny Asher, Community Development Director; Chris Wiley, Sr. Administrative Specialist. b. Introductions —As this was the first meeting of the year for the 2013 TTAC membership, meeting attendees each made introductory remarks to the committee. c. TTAC Officer Elections— Elections will be held at the February meeting. Similar to last year, staff will take anonymous nominations and members will vote anonymously. Results will be reported at the February meeting. Chair Steven Bass gave a brief overview of the responsibilities of the chair. 2) SW Corridor Plan Update —Judith Gray presented the five HCT (high capacity transit) alignment options that are currently under consideration for further analysis. She also gave the committee members three handouts —the SW Corridor Plan—2013 Project Timeline (Attachment 1 to this meeting summary), the HCT Alternatives Analysis—Key Points (Attachment 2), and a draft memo from Metro outlining potential evaluation measures Evaluation Process (Attachment 3). Judith drew the members' attention to the fact that all the I/Transportation Advisory Committee/2013/010913 Meeting Summary Page 1 of 2 options go to the Tigard Transit Center. All of the alignment options also leave SW Barbur Boulevard (Highway 99W) before reaching Tigard and don't use Highway 99W (Pacific Highway) in Tigard. 3) Two other long-range planning projects — River Terrace & Tigard Triangle —Judith updated TTAC that these efforts are getting underway. TTAC won't play a large role but Judith will provide updates on transportation elements as needed. 4) Transportation Funding overview: Mike McCarthy provided a summary of transportation funding resources to the committee (Attachment 4) along with brief descriptions and examples of how they have been used in Tigard. 5) Other Updates • 2009-2012 Completed Pavement Overlay and Slurry Seal Projects —presented by Mike McCarthy (Attachment 5) • 2013 Pavement Maintenance Projects —presented by Mike McCarthy (Attachment 6) 6) The meeting adjourned at 8:40 p.m. Chris Wiley,TTAC Se tary ATTEST: Steven Bass, Chair I/Transportation Advisory Committee/2013/010913 Meeting Summary Page 2 of 2
