Varnes Rd. Portland, OR 97223 Dear Sirs: On July 1, 1982 we conducted an inspection on the Twality Jr. High School Building. We were accompanied by Mr. Ken Hart, Construction Superintendent for C.R. Watt Construction Company. 1 Our findings were that there exists vast areas of concealed spaces in the construction of this building without adequate fire - stopping. We also recognized that it would be virtually impossible to retro-fi.t the building with adequate fire-stopping. At many locations there are double framed walls of balloon type construction with long horizontal runs of concealed unaccessible areas between the two walls. Additionally, there are vast areas of concealed spaces above the corridor ceilings that are also unaccessible and without fire- stopping. The lack of adequate fire - stopping is of particular concern to us because if a fire started in or gained access to the area it will likely go undetected and uncontrolled to the point that the entire building will, most likely, be totally destroyed. Therefore, in lieu of fire - stopping, we urgently recommend that this building be provided with a ccnpiete autanatic, central station supervised sprinkler system throughout (both open and concealed spaces). Hardware for all doors required for egress is required to be of a simple type having no provisions for locking against egress, with obvious method of operation. Flush bolts other than listed automatic are not acceptable. UBC Section 3303 (see exception). Surface flame spread rates of walls and ceilings, minimum requirement: stairway 25, corridors — 75, other rooms —200. UBC Section 4204. Pacific Highway Tigard, OR 97223 Re: Twality Junior High Dear John: This letter is to confirm the meeting held at TRFPD Headquarters on February 2, 1983 that was attended by yourself, Jim Kenworthy, TRFPD Building Official; Gene Birchill, Deputy Fire Marshal TRFPD; Ed Waldon, City of Tigard Building Official; and Brad Roast, City of Tigard Building Inspector regarding the above captioned property. The Fire District still has a great deal of concern over the fire and • life safety conditions within Twality Jr. High. The Fire District feels that because of the size of th ,.structure, th'e poor construction methods used in various areas and the istances to exits from, parts of the struct_ur& that a serious condition exists for not onl life safe A but also from a 1`arge`p ro ergs due to fire. Persons in attendance: John Dullanty, Ed Walden, Brad Roast, and Gene Birchill. Because of the financial burden which would be placed on the School District by installing a full sprinkler system in the above captioned property, the Fire District is willing to accept a central station supervised alarm system, installed throughout the attic area and corridor system. Detection in the attic area may either be by rate of rise detectors or by smoke detectors. Detectors in the hallways shall be srmke only. System shall comply with NFPA 72. This system will suffice for the life safety that is threat- ened due to the lack of fire stopping, draft stopping, and non - complying fire walls. This system shall be canpletely installed and functional by January 1, 1983. In the meantime the entire staff of Twality will receive training, prior to the admittance of students to the building This training will cover: how to be a fire watch, haw to notify the Fire Department, and evacuation of the school. Contact Don Anderson, Public Education Officer, Tualatin Fire District at 682 -2601 to set an appointment for this instruction. As for structural fire safety, I am proposing that one -fifth or more of the school be sprinklered per year, until the structure is campletely protected. Pacific Highway Tigard, Oregon 97223 Re: Twality Jr. High School 14650 S.W. 97th Ave. Tigard, Oregon FMZ 351A- 003 -000 Dear John: After our walk- through of the above captioned property and a long dis- cussion of fire blocking and draft stopping problems previously observed by Jim Kenworthy, Tualatin Fire District, and Ed Walden, City of Tigard, it was found that there may be exceptions to our apparent findings. The Fire District and the Building Official are both in agreement that where remodeling was conducted during the summer of 1982 that the contrac- tor did an excellent job even above and beyond his obligation in installing draft stops and /or fire stops. However, these areas were minor compared to the entire structure. If what was seen in the remodeled areas, is any indication of the situation that exists throughout the entire building, the school structure poses serious fire and life safety problems. Short of opening up all the walls and ceiling areas to install fire and draft stopping as is required by Codes, both the Fire District and the City are requiring the installation of central station supervised fire alarm system which complies with NFPA 72 series prior to January 1, 1983 as interim protection, and establishing a 5 -year program (completion date of Jan. 1, 1988) to install automatic sprinkler equipment throughout the building which complies with NFPA Standard #13.
