Tigard, OR 97223 RE: Slope Stabilization Steel Pipe Retaining Wall 13001 SW Gatlin CL Permit # Sit2002 -00018 Dear Mr. Brown, The plan submittal for the steel pipe retaining wall that is proposed to stabilize the slope of your rear yard has been reviewed and approved by the City of Tigard Building Division. The following comments relate to the construction and final acceptance of the wall by the City. 1. Alder Geotechnical Services shall provide visual inspection of the setting of the steel pipes, backfill material, drainage and final grading. A final acceptance letter from the Geotechnical Engineer shall be provided to the City of Tigard Building Div;sion upon final completion of the work. This letter shall state the wall was constructed in conformance to the design. Address this letter to the attention of Hap Watkins, Supervising Inspector. 2. Please call the Building Division inspection line at (503) 639 -4175 prior to the a start of the backfill of the wall and request an inspection. A final inspection will be required at the completion of the job. 3. All conditions of the U.S army Corp of engineers must be met prior to the City of Tigard granting final approval of this wall. 4. The purpose of my four site visits was to determine whether the wall construction was performed in general accordance with my approved plans dated June '12, 2002. This letter presents my opinion that the work was performed in substantial accordance with my design. The new steel pipe pile retaining wall was constructed behind the Brown Residence. The wall was constructed using 21' long, 4 "- diameter, Schedule 80 steel pipes driven into the ground at approximately 2' spacing. The maximum height of the wall is approximately 7W, the maximum height allowed by the design. The backs of the pipes were lined with Maccafferi zinc - coated, double twist 8x10 mesh and backed with zinc - coated 16 -gage mesh. The mesh was bacldlled with 4" -minus crushed rock and slope up approximately 3' to the backyard fence line. The project involves the placement of riprap below a culvert and construction of a pipe wall along an unnamed tributary to Summer Creek as shown in the enclosed drawings (Enclosure 1). The site is in Section 4 of Township 2 South, Range 1 West. The project is located at 13001 SW Gallin Court, Tigard, Washington County, Oregon. This letter verifies that your project is authorized under the terms and limitations of Nationwide Permit No. 13. Your activities must be conducted in accordance with the conditions found in Special Conditions (Enclosure 2), General Conditions (Enclosure 3), and the following project specific conditions: a. To compensate for the diminishment of aquatic system functions, the applicant shall plant a combination of red -osier dogwood (Corpus s[olonifera) and Pacific willow (Salix lasiandra) sakes every 2 feet on both banks of the creek, along the length of the property. Planting will occur in the early spring immediately following construction of the pipe pile wall. b. A compliance report will be submitted to the Corps detailing the completion of the t project. Be advised that Dick is the one who filed a claim with the City because of the sloughing of the drainageway bank behind his house. We have e$ °.antially refused the claim and he acknowledges that he has some responsibility to stabilize his bank himself. He is attempting to do that, but I would imagine you will need him to fill out the proper applications as well. He also has a question about installing a private drain line (french drain I would imagine) between his parcel and the City's water quality tract area. That, in my mind, would be a private storm line to be permitted by a plumbing permit. Please contact Dick and guide him through what he needs. I am sending this to you because I know you are aware of the • situation and I want to make sure Dick gets on the right path soon. Dick's phone number is (503) 620 -8860. I am hereby applying for a permit from the City of Tigard to build the gabien wall assuming the US Army Corps agrees to allow the project. As 1 told you in a previous letter, Brownstone Homes, LLC is the owner of record of Tract S. An easement was recorded yesterday from Brownstone to my wife and I to allow for work in the creek with all the necessary approvals. I will provide you with a copy of the easement once our copy is returned. In addition, I would like to make a request from the City of Tigard for access from City property abutting ours to allow for this work. It seems other people just use it without permission. Also, I would like to have a discussion with you regarding the installation of a drait, line along our joint property line to make sure there is a way for water to make it to the creek during heavy down pours, or if there is another leak in the detention pond. As you may or may not be aware, we experienced a substantial leak last year along the private drive in Tract U serving the four homes That leak was never fixed, however, the City has since filled the leaking detention pond and piped all the water to the last detention area which means more retention in that pond I will schedule an appointment with you in the near future to review the information enclosed and discuss any suggestions you may have regarding this project. Brown Erosion Army Corp Case #2002 -00060 During the past several weeks I have reviewed my situation with a number of engineers to try and determine the best method to stop the erosion and yet be as non- invasive to the stream area as possible. In the past you received a proposal from Bill Parks which was submitted to both the Division of State Lands and to the Army Corp The original proposal was a boulder wall. At this time I want to change the method of erosion control to a gabien wall, which details and engineering are attached . Therefore, this information is a modification to the proposal prepared and submitted for me by Bill Parks Since time is an issue to get this approved and built during the dry season, I am sending/submitting a copy of the proposal to DSL for their file and information and the City of Tigard to'obtain a permit. I have also enclosed a copy of a ietter from DSL. which states that I do not need a permit from them.
