LCRB Resolution No.13-02 LOCAL CONTRACT REVIEW BOARD CITY OF TIGARD, OREGON RESOLUTION NO. 13- OZ A RESOLUTION GRANTING AN INDIVIDUAL EXEMPTION FROM THE COMPETITIVE SCREENING & SELECTION PROCESS FOR ENGINEERING SERVICES ON THE 72ND AND DARTMOUTH TRAFFIC SIGNAL AND STREET IMPROVEMENT PROJECT. WHEREAS, in July 2012, the city awarded a contract to WHPacific, Inc. in the amount of$97,240 for engineering design services for the 72"d and Dartmouth traffic signal and street improvement project;and WHEREAS, the traffic signal and intersection improvements will now be completed by Wal-Mart, who is developing the area for a new retail store;and WHEREAS, staff has determined that additional engineering design services are necessary for the project as it has shifted from traffic signal and associated intersection improvements to street improvements to widen 72nd Avenue through its currently narrow section south of Dartmouth;and WHEREAS, these additional services are estimated at$108,062 for a contract total of$205,302,and WHEREAS, staff has further determined that it will be cost-effective for the city to utilize the service of the current consultant to perform the required extra services;and WHEREAS,these extra services will require an amendment to the existing contract between the city and consultant;and WHEREAS; the issuance of an amendment to the existing contract requires an exemption from the city's competitive screening& selection process as allowed under Public Contracting Rule 10.110; NOW,THEREFORE,BE IT RESOLVED by the Local Contract Review Board that: SECTION 1: An individual exemption to the competitive screening and selection process is granted under Public Contracting Rule 10.110 allowing for an amendment to the contract between the city and WHPacific, Inc. for $108,062 on the 72"d and Dartmouth traffic signal and street improvements project. SECTION 2: This resolution is effective immediately upon passage.
