My name is Ann-Marie Anderson and I've been a reference librarian at the Tigard
Library for nine years.
Two years ago, I and other city workers were forced to take unpaid furlough days. Last
year, management reduced all library workers to part-time status, except for managers.
Almost one third of our library workers had their work hours reduced last year, and
workers in other city departments also lost hours. These workers lost between 10 and
20% of their salaries! Correspondingly, their future retirement savings were also
reduced. Unlike most public employees in the state of Oregon, Tigard's library workers
are not part of the more generous Public Employee Retirement System known as
PERS. This arrangement saves Tigard taxpayers money. But we are at a point where
library workers feel as if they are being cut close to the bone. In the last five years, the
number of items checked out has increased by a whopping 30%, with almost a million
and a half items checked out last year! Yet during that same period, our staffing level
was reduced by 15%, which has substantially increased our work load.
Now, management is asking us to increase the percentage of the premium share we
pay so dramatically that many of us could no longer afford care. We offered to meet
them half way. They said no. Librarians and library workers believe in the mission of the
public library. The job we do makes a positive difference in people's lives and is an
essential public service! While it's an honor and a privilege to help people, doing so
becomes increasingly difficult if we and our families are struggling financially. We ask
for your support. Please call our city manager, Marty Wine, and tell her to settle a fair

Dear members of the Council, C Y\do
For the record my name is Jill Bentley and I am the President of SEIU Local 199. We represent
107 city employees.
We are disappointed to have to come back to speak to council again. When I came to you in
February and said that we were ready to work together towards our common goals you told us
that you were our friends.
When we came before you three months ago we explained how the 10% health insurance
premium share was unaffordable for our members and would leave us far behind the market for
local comparator cities. We asked for equality with Tigard's other represented workers so we
could settle this contract and concentrate our energies on providing the high quality of services
our citizens deserve.
Since then our union bargaining team has made significant movement, offering to meet
management half way and pay 5% of our insurance premiums. However management has not
moved an inch, insisting our members need to pay the same as them for health insurance
premiums to help balance Tigard's $52 million dollar budget. This isn't just business, it's
personal.
Simple facts explain why asking our members to pay the same amount as management is
unequal, unfair and unacceptable.
The average manager makes 168% more than an average SEIU member.
Many of our members had their hours cut while the city continues to hire more managers and is
well above the 1 to 11 manager to staff ratio the State of Oregon implemented to streamline
services.
In fact cutting one management position would actually save Tigard more money than the
estimated difference between SEIU and management's current health insurance proposals over
our three year contract.
This fall the city plans to do a survey to explore which services our citizens value most and how
much they would be willing to pay to support them.
Our members would rather support this important project than spend their time on the picket line.
But the choice is yours. Which would you rather have? Partnership or picket lines?

Re: Wal-mart Stores, Inc. development Resolution & outstanding questions
Thank you for sending your questions pertaining to the July 2013 Resolution
regarding Walmart passed unanimously by Citizens Participation Organization
4M. Please keep it in the record of city council correspondence received.
In the spirit of citizen participation, the CPO4M Resolution will provide an
avenue for transparency and insight for the community to stay current and
have public record of ongoing plans for the Walmart development. In May,
we asked the mayor and city manager at a city council meeting for a public
hearing or to have the Walmart development on the council agenda to get
various issues pertaining to the development aired but the city has yet to
respond.
CPO4M's ongoing relevant concerns include economic impacts (taxpayer
investments), traffic congestion (outdated traffic studies, congestion on
arterials), safety, health and environmental issues.
At the July 23rd City Council meeting I expressed concern and strong
disappointment that an already dangerous segment of an adjacent street
(SW 72nd Ave) is neither in the City work plan nor in Walmart's. One reason I
was disappointed is that last May, a member of the city transportation
subcommittee (G. Hetu) told me that the City of Tigard was going to expand
SW 72nd Avenue south of Dartmouth and that Walmart was responsible for
the Dartmouth and SW 72nd intersection, the Pacific Hwy (US Hwy. 99W)
intersection, and SW 72nd Avenue between the two intersections. That
segment of 72nd Avenue has been dangerous for over a decade, and the
majority of it does not have any sidewalks or lanes for the safety of
pedestrians, bicycles or bus riders or others, even though its just south of the
Pacific Highway (U.S. Highway 99W) historically the busiest and most
congested two-lane highway in Oregon,
But at the July 11th Walmart public meeting with the City at the public works
building, we looked at all the maps and diagrams, and asked questions and
found that there are no plans to improve the half-mile stretch of SW 72nd Avenue.
City Manager Marty Wine's letter of July 31st agrees with my assertion that the
traffic on that north segment of SW 72nd needs to reevaluated.
But she also stated that it will be five-to-twenty years for the road improvements
on that adjacent half-mile segment of SW 72nd.
So, it is confusing because we understood Walmart was to be responsible for the
upgrades for that segment of SW 72nd and now they are not responsible for them.
Cost projections:
01 Are taxpayers dollars going to be used to upgrade that adjacent
segment of SW 72nd?
02 If so, how many taxpayer dollars will be required to cover the cost of
improvements for that dangerous segment of SW 72nd Avenue we
originally understood would be paid by Walmart?
03 What can CPO4M do to help improve that segment of SW 72nd Avenue?
ORIGINAL CPO Request in May RE traffic study:
Due to exponential growth since the last traffic study was completed 6/7 years
ago, we request a new Traffic Study specific to Walmart's plans. Those traffic
studies are outdated and it would be prudent to have a financial prospectus
before moving forward.
City of Tigard response: "The initial traffic study recommended improvements to
adjacent roads and intersections. Completion of those improvements will be
required before the store opens."
Q4 When can we see and read a new traffic study specific to Walmart's plans?
05 In light of City Manager Marty Wine's statement, does that mean the
Walmart store will not open for five to twenty years?
As a community we appreciate a long-term vision for the future and city planners
incorporating all options for development.

Program: Community Development Block Grant Program
The CDBG program is funded by the United States Department of Housing and Urban
Development. The program is directed by federal law and local policies. The CDBG national
objectives are to benefit low and moderate income persons, address slums and blight, and meet
urgent community needs (most commonly due to a natural disaster).
The CDBG program is administered locally by the Washington County Board of
Commissioners and their Policy Advisory Board, together with Washington County Office of
Community Development. Councilor Henderson serves as the city's representative to the Policy
Advisory Board.
Each year,program funding is allocated to the following categories:
• Public Facilities—40%
• Infrastructure —30%
• Housing—30%
This application will be submitted to Washington County in the Infrastructure category. In the
past, the city has been successful in receiving CDBG funding for similar projects,including a

Should Council approve a resolution to support an application for a 2013-2015 technical
assistance grant submission to the Department of Land Conservation and Development?
STAFF RECOMMENDATION / ACTION REQUEST
Staff recommends council approve a resolution to support the submission of a Department
of Land Conservation and Development (DLCD) Technical Assistance grant in order to
develop an infrastructure finance plan to fund public infrastructure currently lacking on
industrial zoned property.
KEY FACTS AND INFORMATION SUMMARY
As the national and local economy continues to recover from recession, the limited number
of large urban industrial sites (above 40 acres) in this region are once again catching the eye of
experienced developers. A well located and sizable collection of contiguous properties in the
City of Tigard is the focus of such interest. Even though the site is located within the bounds
of the City, it completely lacks the infrastructure that would make the site suitable for
development—no water, no sewer, no utilities, no roads.
The "Fields" property, currently owned in trust as part of the Fred Fields estate, includes four
contiguous parcels on the east side of the rail switching yard between Technology Drive and
Hunziker Road. The properties encompass just over 42 acres with a significant slope. The
largest two lots are zoned Industrial Park. A third parcel is zoned Professional Commercial
and the smallest is zoned Low Density Residential. According to GIS maps, a non
jurisdictional (not controlled or regulated by the city) wetland is located on the northwest
portion of the site. The site is bounded on the southwest by an active rail line. On the south
side of the property runs a rail spur and a private access road (Wall Street) serving industrial
properties. Adjacent to the site on the east side is residential zoned property with an R-3.5
and an R-25 designation.
Supporting growth and development while optimizing the use of existing urban lands (within
the UGB) requires collaboration between public and private partners (as exemplified by this
site and the partnership forming around it). This grant funded project would answer the
following questions: What role will public/private partnership play in preparing this site and
providing public infrastructure to support a mix of uses that result in economic activity and
development? What funding and finance tools are appropriate, available, and ready?
•The complexity and uncertainty of public infrastructure financing is a barrier to the
development potential of Tigard's limited supply of marketable industrial property.
•The DLCD has a once-a-biennium grant opportunity to help fund local initiatives that

STAFF RECOMMENDATION / ACTION REQUEST
Approve the attached resolution and direct the City Recorder to do what is provided by law
and necessary to place this matter on the March 11, 2014, ballot.
KEY FACTS AND INFORMATION SUMMARY
The attached resolution was prepared as the result of the process followed by the Chief
Petitioners for the initiative petition with the caption titled "Adopt Tigard Policy Opposing
New High-Capacity Transit Corridor Project." The initiative qualified for the March 11, 2014
ballot upon the September 23, 2013, certification by the Washington County Elections
Division of 4,197 valid signatures representing electors of the City of Tigard. The required
number of valid signatures was 4,122.
The proposed resolution notes that an Explanatory Statement is to be prepared,which will
include new language for the city's charter to be inserted should the proposed initiated ballot
measure be approved by Tigard voters.
OTHER ALTERNATIVES
N/A - Since the qualified initiative petition seeks a charter amendment, the initiated measure
must be submitted to city voters at the next available election, March 11, 2014.

Washington County election officials give a ballpark estimate that the election would cost
$1.50-2.00 per voter. Tigard currently has 27,484 voters, so the cost would
be $41,226-$54,968. If additional jurisdictions have items on the ballot, our costs would be
less. No funds were budgeted for election expenses this fiscal year so the expense will
require attention on a supplemental budget request later this fiscal year.
Should there be more than one measure placed on this ballot by the City of Tigard, there
would be increased costs. For example, if Tigard had two measures on the ballot we would
only pay once for our share of printing, postage and handling costs; however,we would be
charged an additional amount for a second page in the voter's pamphlet.
