RESOLUTION NO. 13-
A RESOLUTION SUPPORTING AN APPLICATION FOR A CONNECT-OREGON V GRANT
FROM THE OREGON DEPARTMENT OF TRANSPORTATION TO FUND CONSTRUCTION OF
THE TIGARD STREET TRAIL
WHEREAS, the City of Tigard has included the Tigard Street Trail in the Transportation System Plan, the
Downtown Improvement Plan, the City Center Urban Renewal Plan, and the Tigard Greenways Trail Master
Plan;and
WHEREAS, the Tigard Transportation System Plan includes Goal 1 (Land Use and Transportation), Goal 2
(Transportation Efficiency), Goal 3 (Multi-modal Transportation System) and Goal 4 (Safe Transportation
System)which identify the need for safe and convenient transportation options that support desired economic
development;and
WHEREAS,the Tigard Street Trail would provide a safe pedestrian and bicycle connection between industrial
areas,Downtown Tigard,the Tigard Transit Center and residential neighborhoods;and
WHEREAS,the Oregon Department of Transportation administers competitive grant funds for certain bicycle
and pedestrian capital projects;and
WHEREAS, the Major Streets Transportation Improvement Program (MSTIP) is expected to provide the
required local match;and
WHEREAS,the City of Tigard has made economic development a priority,as outlined in Goal 9 of the City's
Comprehensive Plan;and
WHEREAS, this goal focuses on providing adequate opportunities for a variety of economic activities vital to
the health,welfare and prosperity of citizens;and
WHEREAS,Tigard's location at the crossroad of public transit and transportation corridors I-5,Hwy 217 and
Hwy 99W is a major advantage to attracting manufacturing,industry and employment;and
WHEREAS, encouraging and facilitating private sector investment in the form of infrastructure and job
creation on industrial and employment lands is an appropriate role for Tigard's Economic Development
program;and
WHEREAS,a resolution of support from the City Council is a required component of a grant submission;
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The Tigard City Council supports the submission of an application for a ConnectOregon V
grant application for construction of the Tigard Street Trail.
SECTION 2 This resolution is effective immediately upon passage.
