Re: Arborist's Report On September 12,2013,I evaluated three trees located on Parcel 2 of Flesks Partition near the intersection of SW Walnut Street and 129`'Avenue in Tigard,Oregon 97223, for the purpose of; 1. Showing the tree to he preserved and it's tag number consistent with the partition approval(MLP2001-00007)on the site plan. 2. Installing tree protection fencing(TPZ)_ 3. Showing the location of the TPZ to scale on the site plan. 4. Providing a signature of approval from a Certified Arborist on the site plan verifying that the fencing is installed per plan and will adequately protect the tree to be preserved. I was provided a copy of the original City of Tigard approved 2001 Tree Removal Plan wherein it identified thrce trees noted in the plan and remaining on the property. These trees were identified as follows: Tree number 008—Prunus emsrginata,equivalent 35.75"dbh,identified for removal. Tree number 009—Psaudotsuga menziesii,41.8"dbh,identified for retention. Tree number 010—Picea abies, equivalent 18.2"dbh,identified for removal. Of the three trees,none had changed dramatically over the past twelve years. In 2001,tree number 008 was identified for removal because of its"poor"condition. The tree was identified as having three stems with a total dbh of 55". Since 2001,the tree's three sterns have developed a total 59"dbh(equivalent to that of a 35.75"caliper tree). The tree straddles the property line of lots one and two with two primary stems(14"and 16")extending completely over lot two. As was previously noted,the stems.manifest included bark and imagination,both visual indications of unacceptable risk if a target is present. It was recommended for immediate removal,but since no home was built,there was minimal target and the tree never removed. it is recommended that the south two stems are removed before a home is built, Tree number 009 was initially identified for retention. This tree is native and in fair condition. As part of the original homestead,the tree and its root zone have been heavily used in its past. Nails,boards and metal attachments are present in the tree. Old construction debris and rubbish are piled throughout the drip line. Due to the incompatible height/girth,it is likely that the tree was previously topped. The south side of the canopy has been suppressed by the growth of tree number 010 and trees that no longer exist. The south and west edge of the canopy extend from 17' to 21 while the north and east drip lines,extend well over 30'. Based on the standard of 1' per caliper inch,the TPZ should extend 42' in all directions,making the lot not buildable without aggressively violating the TPZ. After speaking with City planner,Agnes Kowacz; it is recognized that the tree is not located within sensitive lands and is not considered a protected tree under the new Urban Forestry Code. After clarifying the damage and liabilities that would incur once the TPZ was violated for development, it is recognized that the tree should simply be removed. Tree number 010 was identified for removal because of its"poor"condition. The tree was identified as having two stems with a total dbh of 25.7"(equivalent to that of an 18.2"caliper tree). As was previously noted,the tree is suppressed by tree number 009 and grows at an angle away from tree number 009. The stems manifest included bark and invagination,both visual indications of unacceptable risk if a target is present. It was recommended for removal,but since no home was built,there was minimal target and the tree never removed. It is recommended that the tree is removed before a home is built. After speaking with City Arborist Todd Prager in 2012,it appears that mitigation has already occurred,thus I will not address this subject. Northwest Arbor-Culture Inc's team of Certified Arborists will be responsible for the safe removal of these trees.
