The City approved two (2), 15-bedroom elderly care homes with common parking and courtyards. The applicant wishes to locate an unmanned Wireless Communications Facility consisting of two antennas and a transmitter cabinet on the walls of an existing building on the subject property. Specifically,the applicant proposes one receiving antenna (3 feet x 3 feet diamond shaped) on the south-facing wall and one transmitting antenna (5 feet tall and 1 foot wide) mounted on the west-facing wall. In addition, there would be one small transmitter cabinet (1.5 feet x 2 feet) mounted on the exterior south elevation at ground level of the building. Analysis of Modification Request: Section 18.330.020.0 of the Tigard Development Code Conditional Use chapter, states that any modification which is not within the descn tion of a major modification as provided in section 18.330.020.B shall be considered a minor modification. Section 18.330.020.B states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: a. A change in land use; b. An 10% increase in dwelling unit density; c. A change in the type and/or location of access ways and parking areas where off-site traffic would be affected; d. An increase in the floor area proposed for non-residential use by more than 10% where previously specified; e. A reduction of more than 10% of the area reserved for common open space and/or usable open s ace; f. A reduction of specified setback requirements by more than 20%; g. An elimination of project amenities by more than 10% where previously specified provided such as: 1 Recreational facilities; 2 Screening, or 3 Landscaping provisions; and h. A 10% increase in the approved density; The subject request does not involve any changes to the above listed items. Therefore,the proposal is a minor modification of the approved development. Pursuant to Section 18.798.020.7 the applicant is proposing a "Wireless communication facility, attached," which means a wireless communication facility that is affixed to an existing structure, e.g., an existing building wall or roof, mechanical equipment, tower or pole, water tank, utility or light pole, which does not include additional wireless communication support structure. Installing an antenna(s) on an existing structure other than a tower, such as a building, water tank, sign, light fixture or utility pole, so long as the additional antenna(s) is no more than 10 feet higher than the existing structure, no more than three providers are collocating on the structure, and the color of the antenna(s) blends in with the existing structure and surroundings. The applicant proposes two new antennas on the subject building, mounted flush and below the gutter line of the south and west second-story walls. Even though the standard is specifically for collocation of additional antennas, the proposed antennas meet the parameters of the standard for height (below gutter line), number of providers (one), and color (equipment painted to match wall). Therefore, the proposal is consistent with the applicable development code standards. THIS REQUEST HAS BEEN APPROVED BY THE PLANNING DEPARTMENT. GENERAL INFORMATION Sprint Wireless Corporation is a leading provider of wireless communications in the Pacific Northwest. Sprint Engineers have determined additional wireless coverage is required in the subject area. Selection of individual repeater sites--such as the one proposed--is based on numerous considerations, including topography, distance from other base stations, and the capacity and service needs of the surrounding area. Radio signals must travel in an unobstructed path from the antennas to the user. The height and location of each site is carefully selected to provide the fewest obstacles to that path. Sprint Radio Frequency(RF)engineers, Site Acquisition, Land Use, and Construction Managers select sites after extensive analysis to determine the best candidate to provide adequate coverage to the surrounding area. Propagation studies and computer models determine the required site locations and antenna heights by evaluating the expected RF signal from a proposed site at a given location and height. The proposed Elite Care Grant site will reduce wireless congestion, increase capacity for future growth and improve signal coverage in the surrounding area. When developed, this site will connect with existing facilities to allow uninterrupted service in this area III. DESCRIPTION OF PROJECT Sprint Wireless is requesting approval to install a Wireless Telecommunications Facility (WTF) consisting of two(2) antennas and a transmitter cabinet. The receiving antenna would be flush mounted on the south elevation of the building, and is a 3' X 3' diamond shaped antenna. The transmitting antenna would be flush mounted on the west elevation, and is a 5' tall, 1' wide panel shaped antenna. A 1.5' X 2' sized transmitter cabinet would be mounted on the exterior south wall of the building near ground level with coaxial cables running from the cabinet to both antennas. All external equipment would be painted to match the existing building. Site at Present The subject property is approximately 2.45 acres in size. It is an irregular shaped parcel. The property contains multiple unit residential dwellings. Proposal Sprint proposes to locate a receiving antenna on the south elevation of the dwelling, and a transmitting antenna on the north elevation of the dwelling. A small transmitter cabinet would be mounted near the ground level on the south side of the dwelling. DETERMINATION OF REVIEW PROCEDURE AND APPLICABLE CODE CRITERIA Sprint Wireless is seeking approval to install a wireless facility in the Low Density Residential (R-4.5)zoning district. Per City of Tigard Planning Staff, this is a Minor Modification of a Conditional Use. This is addressed in section 18.330.020(B) (2)a-h of the Community Development Code. V. RESPONSES TO ZONING AND DEVELOPMENT ORDINANCE. 18.330.020(B) 2. The Director shall determine that a major modification(s) has resulted if one or more of the changes listed below have been proposed: a. A change in land use; This proposal does not involve a change in land use. The proposed wireless facility is an accessory use to the underlying residential use. Does not apply. b. An 10% increase in dwelling unit density; This proposed wireless facility will not cause an increase in dwelling density. Does not apply. c. A change in the type and/or location of access ways and parking areas where off- site traffic would be affected; The proposed wireless site is an unmanned facilio,that would be visited approximately once a month by a technician who would use existing parking space at the site.
