Purpose
This memo serves to meet the requirement of Chapter 18.650.070, Item G,for documentation that the proposed
development will be in compliance with the Off-Site Impact Standards specified in Chapter 18.650.070. All
facilities are located in the Operations Sub-District.
18.650.070, Item D - Noise Standards
Noise levels were modeled by CH2M HILL using CadnaA, (by DataKustik)and by Sparling in Lynnwood,WA.
Brown Grease Receiving Facility
Sources: Brown Grease Mixers and Air Conditioning Unit
Mitigation: Equipment selection criteria and facility roof parapet wall are provided so that sound levels at the
Plan District Boundary meet standards defined in Table 18.650.2.
Cogeneration Facility
Sources: Engine Radiators,Supply Air Fans,Air Conditioning Unit, Engine Switchgear,Transformer,Cogeneration
Engines(indoors), and engine exhaust pipes.
Mitigation: Facility construction includes features to contain the noise from the cogeneration engines and reduce
noise transmission outside of the facility. These features include fully grouted exterior concrete masonry unit
(CMU)walls,sound control masonry unit(SCMU)veneer on the interior side of engine room walls, concrete roof,
and acoustical doors. The facility air supply fans are provided with intake sound attenuators, insulated ductwork,
and duct sound attenuators at each engine room. The facility exhaust air fans are provided with duct sound
attenuators and acoustical louvers. Engine exhaust noise for each engine is reduced by a heat exchanger silencer
(indoors)and muffler(outdoors). The above facility construction features together with equipment selection
criteria provide sound levels at the Plan District Boundary that meet standards defined in Table 18.650.2.
Gas Purification Facility
Sources: Gas Blower and Glycol Chiller
Mitigation: The gas blowers are housed within an acoustical enclosure. The glycol chiller is provided with slow
speed fans and two cooling circuits.The acoustical enclosure for the gas blowers together with equipment
selection criteria provide sound levels at the Plan District Boundary that meet standards defined in Table
18.650.2.

18.650.070, Item E - Odor Standards
Sources: Brown grease waste receiving tanks at the Brown Grease Receiving Facility
Mitigation: Tanks are enclosed and the free air space is ventilated. Air withdrawn from the tanks is routed to an
existing odor control biofilter. Tank enclosure, air ventilation,and odor control system are such that detectable
off-site odors will not be generated from the brown grease receiving tanks.
18.650.070, Item F - Glare Standards
Sources: Exterior building and site roadway lighting
Mitigation: Lighting will be controlled via photocell and time switch so that lights are not on during the day.
Luminaires are LED with full cutoff optics. Luminaires are located far enough from the Plan District Boundary and
are of low enough wattage,such that light levels at the boundary meet specified Glare Standards. The lighting
design was modeled by CH2M HILL using AGI32 software.
