Showing the trees to be preserved and their tag numbers consistent with the partition approval (MLP2001- 00007) on the site plan. 2. Installing tree protection fencing (TPZ). 3. Showing the location of the TPZ to scale on the site plan. 4. Providing a signature of approval from a Certified Arborist on the site plan verifying that the fencing is installed per plan and will adequately protect the trees to be preserved. I was provided a copy of the original City of Tigard approved 2001 Tree Removal Plan wherein it identified ten trees noted in the plan and remaining on the property. These trees were identified as follows: Tree number 012 —Juglans nigra, 25.00" dbh, identified as "Poor" (colored removal). Tree number 018 — Salix lasiandra, 22.20" dbh, identified for retention. Tree number 020 — Psaudotsuga menziesii, 20.30" dbh, identified for removal. Tree number 025 - ilex aquifolium,7.70" dbh, identified for retention. Tree number 026 — Prunus emsrginata, 10.10" dbh, identified as poor for retention. Tree number 027 — Prunus emsrginata,7.60" dbh, identified for retention. Tree number 028 — Psaudotsuga menziesii, 7.90" dbh, identified as poor for retention. Tree number 029 — Acer macrophyllum, 17.00" dbh, identified as poor for retention. Tree number 032 — Prunus emsrginata, 6.30" dbh, identified for removal. Tree number 033 — Prunus emsrginata,7.30" dbh, identified for retention. Of the ten trees, one was misidentified and all of the trees shy number 012 had changed dramatically over the past eleven years. In 2001, six of the above listed trees were identified for removal. Those plans have not changed. Numbers 018, 025, 027 and 033 were identified for retention. a. Number 018 has grown to a 28.02" dbh. The tree shows extensive signs of deterioration; a result of root damage and restriction due to roadway (blacktop) installation to the west, and a "V" crotch. Excessive tip death, and structural failure throughout the canopy are present. Continued deterioration will lead to catastrophic failure, creating a hazard to pedestrians and property. The tree should be removed. b. Number 025 is actually a Prunus emsrginata and has grown to a 9.23" dbh. In that the tree has grown from beneath the Salix lasiandra canopy, it has a lean of approximately 30 %. It too exhibits signs of deterioration; a result of root damage and restriction due to roadway (blacktop) installation to the west. Several dead branches and tip death are present. Though the tree may hang on for a few years, its continued deterioration will eventually present a hazard. The tree should be removed. c. Number 027 has grown to a 9.23" dbh. This tree should be retained and an appropriate TPZ developed for the construction period. d. Number 033 has grown to a 9.87" dbh. This tree should be retained and an appropriate TPZ developed for the construction period. On a side note, number 026, a Prunus emsrginata is dead, a result of deterioration due to root damage and restriction created by the roadway (blacktop) installation to the west. After speaking with City Arborist Todd Prager, it appears that mitigation has already occurred, thus I will not address this subject. As per Chapter 18.790.030, Northwest Arbor - Culture Inc will be responsible for the code installation of the TPZ fencing before construction begins. Certified Arborist Chris Nash will verify that the fencing is installed per plan and will adequately protect the trees to be preserved. Please see the site plan for definition.
