Churches, similar to schools, are considered land uses which can be integrated within residential neigLiborhood.4 } 20 Semi.publie uses such as churches, due to the additional traffic generated, should be located on collector streets, . •� not on local streets. Canterbury levee is defined by the plan as a local street. However, the direct link ' kith this street provides to Pacific 'ivy. has resulted in its functioning as a collector street. While O nterbur r does not .` , d' 1 , P meet collector standards for right-of-war or pavement width, it does meet the collector criteria of providing a direct link to an arterial route. The staff views Canterbury Lane adequate for the demand the Church expansion will place on it. The staff therefore finds that, as the traffic generated by the church does not coincide with the week day volume peaks '. produced by the adjacent residential community, that Canterbury Lane is adequate to serve the regizested use. 3. The basic use has already been authorized for the site by Washington County. • Rased on the above findings, it is recommended that the request be approved with the following conditions, and that a ;Planning Commission Resolution be prepared and filed with the City Recorder. This Resolution should cite the findings of tact resulting in the Commission's decision. • Conditions; 1. The front 12 feet from the street ri;ht-of-gray shall be landscaped and include evergreen shrubs or a combination of lawn, evergreen or deciduous shrubs and trees and/or perennial or annual flowers. • 0 2. All oft-street parking and maneuvering areas shall be substantially screened from view on the public right- e of .aa,y by evergreen shrubs. Tree and• shrub plantings within parking areas shall be provided and maintained at approximately 70 feet on center each way. The submitted site plan does not meet this requirement and should. be revised accordingly.
