W. Main Tigard, Oregon 97223 Gentlemen: SUBJECT: Application by Art Poulin for conditional use for a pet clinic on land located at 14330 S. W. Pacific Highway Subject application was declined by the Planning Commission at their , ' meeting on March 17. It is now being appealed to your council and we wish to go on record with you as protesting this application for the following reasons. 1. Destruction of the Environment. In a time of emphasis on • environmental control it would seem wise to heed the lessons learned from past mistakes. We refer to the unsightliness of gas stations, cafes, stores, signs, etc. , erected without regard to the surroundings. We at Canterbury Crest have been careful that what we build and how we lands `ape blends with the environment and is in harmony with our neighbors. We feel that the homes, churches, apartments, and nearby King City, are well planned and contribute to the beauty of the valley. We feel that granting this application for conditional use will open the way for full commercial use of this area and will encourage a disregard for the environment. It seems that the zoning classification of A-2 for this area was made with good judgment by past zoning commissions and should not be interfered with. 2. Traffic Hazard. The intersection of Canterbury Lane with Pacific highway is a dangerous one because northbound traffic has limited visibility as they come over the rise and round the curve. The situation will be made more dangerous if a business serving the public brings additional traffic to this corner. - • City Council -2- April 7, 1970 City of Tigard 3. Elimination of a Thoroughfare. Pacific Highway is primarily a thoroughfare between communities to the south and the city of Portland. Setting aside the A-2 zoning classification even for conditional use will tend to make this highway less and less of • a route for travel and more and mo of a shopping mall. 4. 0Eportun y to Build Elsewhere. There is opportunity for the animal clinic to be built elsewhere in this community at a loca- tion more suitable both to the owners and the public. A location in the business district of Tigard or one in a shopping center with parking space and no obstruction to the movement of traffic on Pacific Highway would be more appropriate. Cox fora Conditional Usefor a . • pet zlinic on land located at 14330 S.W. Pacific Highway for the following reasons: . 1. Traffic Hazard. A business serving the public at this location would create ' a serious hazard to traffic on Pacific Highway because of automobiles slowing up to park, autos crossing over from the southbound lane, and autos backing into the street. A hazard already exists at the intersection with Canterbury Lane because northbound traffic on Pacific Highway has a blind rise and curve before approaching . • this intersection. We do not wish to see a dangerous situation made more dangerous. 2. Elimination of a Thoroughfare,, . Pacific Highway is primarily a thoroughfares . between communities�to the south and the city of Portland. Permitting further commercial operations on this highway will make it less and less of a route for . travel and more and more of a shopping area. If business is allowed to obstruct the movement of traffic, in the near future there will be a need to construct a new highway which will cost taxpayers money to replace something they presently have. , : " 3. Destruction of the Environment. In a time of emphasis on environmental control it would seem wise to heed the lessons learned from past mistakes. We refer tote • unsightliness of gas stations, cafes, stores, etc., erected without regard to the surroundings. We at Canterbury Crest have been careful that what we build and how we landscape blends with the environment and is in harmony with our neighbors. We feel that the homes, churches, apartments, and nearby King City are well planned and contrib'ite to the beauty of the valley. We feel that a commercial enterprise " here will take away from the beauty and tend to encourage disregard for the environment. It seems to us that the zoning classification of A-2 for this area was made with good judgment by past zoning commissions and sht.�u.ld not be interfered with. • 4. Inappropriate for the Area. An animal clinic, even if well designed and land- seeped, would create problems for a residential district. The noise from the animals would be objectionable to patients at our sanitorium as well as to residents in the Maple Tree and Canterbury Heights apartments and to the families in nearby homes. . The pens and runs for the animals could be unsightly. It is certainly plausible to say that the value of surrounding property could be reduced, thereby resulting in ' lower tax collections for the city and county. ' 5. Opportunity to Build Elsewhere, There is opportunity for the animal clinic to be built elsewhere in this community at a location more suitable both to the owners and to the public, A location closer to the business district of Tigard would be more appropriate. Further, we understand that a shopping center is being planned across the highway from the lost: now being considered. Several members of the Planning Commission felt this is a commercial use and that they would be encouraging the extension of strip com- mercial development along 99W.
