The DRB approved this plan over . . attached Plan "A" because of the traffic conflicts result- . , ing from merging 3 lanes of traffic into one 30 ft. drive. 2. The applicant has previously obtained a conditional use per- mit from the Planning Commission. 3. The 30 ft. driveway results in two undesirable conditions .. that both the Planning Commission and Design Review Board are concerned about: a. It does not discourage left turns off Greenburg Rd. into the parking area. . , b. It suggests to cars leaving the parking lot that they s make a left turn onto Greenburg. Rd. 4. City plans to start the project around June 1, 1975. . Attorney Anderson summarized his memorandum regarding ommissions in bidding specifications, however he had no objections if Council wished to award the bid based upon the contract as he revised it. n , (b) Motion by Councilman Moore to accept bid of Kearney Brothers in amount of $198,870; subject to the approval of the City Attorney, award the contract; ' motion seconded by Councilman Barkhurst. Approved by unanimous vote of Council. i ' ` RESOLUTION 75-24 - RESOLUTION OF TH,', TIGARD CITY COUNCIL ACCEPTING THE PUBLIC IMPROVEMENTS CONSTRUCTED WITHIN VIEWMOJNT SUBDIVISION AND AUTHORIZING RELEASE OF THE MAINTENANCE BOND THEREFORE. VARIANCE REQUEST - BISSET! & OREGON .BANK (a) Request to vary driveway standards of Chapter 15, Section 14.04.030 (d) Tigard Municipal Code as they pertain to a proposed banking facility at the . intersection of Greenburg Road and Pacific Highway: 8:00 P. M. Public Heating. (b) Planning Director reported the applicant had requested to have the variance , request withdrawn, however, if the Council wished, the Planning Director was •' prepared to proceed with the hearing. Council and staff discussed if City • could proceed with the hearing on its own motion. Attorney Anderson suggested the City might want to continue the hearing to allow the applicant to attend the meeting. (c) Motion by Councilman Cook the public hearing be continued to the regular meeting of June 9 and the applicant be notified; motion seconded by Councilman u;, Barkhurst. Approved by unanimous vote of Council. '. 10. GARBAGE FRANCHISES (a) Public Hearing - to elicit public comment on the current franchise system. (b) City Administrator stated that prior to continuing negotiations with the three haulers to extend the franchises and amend the ordinance Council had PAGE 2 - Council Minutes - May 12, 1975 • n • . b .. 1 Pf� /` \d •�; MEMORANDUM 1 • y i TO: City Council FROM: Planning Director 4, SUBJECT: Oregon Bank-Bassett driveway width variance e DATE:t May 9 1875 • The enclosed material represents the request to vary the driveway width standards of the streets section of the Tigard Municipal Code (15.04.080 (d) ) . This is necessary due to the requirements of the Planning Commission when they approved the conditional use, requiring left turn only onto 0reenburg and also allowing three lanes to exit h. . 1 at this point. The staff views Plan B to be superior to Plan A and therefore recommends that the variance be approved to allow two driveways (one 20 feet and one 15 feet) to be located 8 feet apart where 30 feet is required by code. You will note that a letter is enclosed from the Bissette requesting that the variance be withdrawn. They are therefore apparently going to build one 30 foot driveway , 4 ,. as allowed by code rather than re-open this case, before the City Council. In spite of this withdrawal staff prefers • that the variance be approved in order that the developer may be required to construct the driveway according to Plan B as desired by the Planning Commission. r ' k J r / b r . Hull expressing concern regarding intersection of Durham Road and Hall Blvd. Mrs. Hull is requesting City endorsement of a 4-way stop. Concensus of Council was to go on record to show City's coneern. 3. N.P.O,'s 4 & 5 - PROPOSED TRAFFIC ANALYSIS CONTRACT City Planner stated the proposed contract, for an estimated cost of $3,300, was for N.P.O. Nos. 4 & 5. As this will appropriate funds in the 1975-76 budget Council • requested clause be inserted "subject to available funds". Council rdgoested the ' amended contract be considered at their next regular meeting. 4. C 03 ORDINANCE REVISION City Planner stated the proposed ordinance reflects the same items as presented to the • Planning Commission at their public hearing. Plan #1. This zone is intended for land which the Plan views as most appropriately situated for commercial development serving primarily highway traffic. A. Presentation by Staff 11 Bolen presented the proposed draft of the Highwly- . Commercial zone to the Planning Commission, recapping the discussion from the previous meeting and once again explained the reasons provided-4n -the N.P.O. #1 Plan for developing such a zone. •B. Commission Discussion 1. Ball stated his concern that an ordinance was being added to the zoning code based upon one neighborhood plan and asked if it were wise to allow one neighborhood • dealing with one portion of the highway to, in essence, 4°- • dictate the City's policy for dealing with all highway development development. He said that it was his feel- . ing that it is as important how uses are located on the •., highway as well as what uses are located on the highway and would like to see more design controls in a highway commercial zone as well as more uses included within the conditional use category. 2. Porter said that he did not agree with the purpose section of the proposed ordinance and said that the purposes for the ordinance as stated by staff, principally excluding neighborhood convenience commercial shopping trade from . Pacific Highway - a major purpose this zone is intended to provide and should therefore be stated in its preamble. 3. The Planning Commission agreed that the area along Pacific Highwuy is of city-wide concern and cannot be properly dealt with in the separate N.P.O. Plans which divide its length into separate segments. They therefore decided to study the highway themselves from the standpoint of its overall relationship to the city as a 'thole. •, 4. Whittaker asked that the strip commercial study conducted by Cary Naylor, a previous intern, be xeroxed and dis- tributed to all the members. 6. FLOOD PLAIN FILL PERMITS 6.1 Discussion of appropriate guidelines for Planning Commission decisions regarding the granting of flood plain fill permits. A. Bolen presented a memorandum to the Commission which re- commended that the Commission consider granting fill permits on a two-step basis. The first step would be granting a permit based on a submitted concept plan with spe'•s,ified standards for a later detailed plan to adhere to. V. .• Emlect Description: This project provides for the construction of a one story building of approximately 5800 sq. ft . at the above site. The existing service station at that location will be demolished. This facility will provide a full range of banking services, • including a drive-in tellers window. Access, egress and park- ing facilities will be organized jointly with the existing Tigard Clinic. The project will be developed in two phases ' Initially the Bank will occupy Itoon sq. ft. with the remainder, (1800 sq. ft. ) to be developed as rental office space. In this initial stage, one lane of drive-in tellers service will be provided. Later a second lane will be activated, if and when demand increases . The bank will also have right of refusal to expand into the adjacent rental area. Site Plannipg OWectiyes The developers of this project have made extensive studies of this site and its surrounding traffic, in order to determine an optimum future development pattern. (6) Access from Greenberg .Road and egress to Center Street. Evaluation of alternative circulation plans was based on the following objectives . a. Minimization of the potential for congestion arising • Y from insufficient on-site storage for vehicles awaiting drive-in teller's service . M1 1 b . Minimization of the potential for congestion arising from temporary blockages and traffic back-ups at •s points of access. c. Minimization of the potential for congestion at points of egress. d. Minimization of the potential for on-site congestion, in furtherence of these objectives it determined that if at all possible, no access or e,gxess should b e atEE4tted alone, the Pacific 1.13 ghwa, Fr . Conformity to this criteria eliminates site plan alternatives (1) , (2) , (3) , and (5) . Alternative (6) is not feasable because this would place the driver on the wrong side for an approach to the drive-in teller's window (i.e. cars must approach the drive-in teller's window in such a way that the driver's side of the car is adjacent to the teller's window) . Site plan alternative (4) was selected because it most nearly .ti meets the site planning objectives. Its primary orientation is toward Center Street rather than Pacific Highway, and this allows the building mass to "shelter" the site from the adja- cent noise and congestion along Pacific Highway. This approach is consistent with present city planning policy: "The land use map shows the development of new a access streets to serve business uses along 99-W. The community will be better served if orientation of these businesses is away from the highway, while their location still affords them a degree of highway visibility" Parking Facilities Parking facilities as well as access and egress will be shared jointly between the Bank and Clinic Buildings , Total parking requirements as calculated by the standards contained in the Tigard Zoning Ordinance is 32. 25 cars. The proposed plan provides for 34 parking spaces, six of which •r are provided by the Bank's drive-in teller's lanes . We believe tit that this provides more than adequate parking since experience indicates that a high percentage of the Bank's total business will be conducted via the drive-in facilities. The Oregon Bank has conducted surveys to determine the percent utilization of drive-in facilities. The two existing branches whose markets most closely approximate the situation at Tigard are their /a; � Midland (122nd and Stark) and Parkrose (102nd and Sandy) branches . At the Midland branch, the percentage of total transactions conducted via the drive-in facilities is estimated to fall . . . . . • within the range of 50 to 60 percent , The Parkrose Branch range is between 40 and 50 percent. We estimate the percen- tage of utilization at the Tigard Branch to be approximately 50 percent. • SigaLaa: • The Oregon Bank utilizes a standard sign for all branch banks . It is internally illuminated, non-neon, non-blinking sign, designed to identify the premises only. It has received the commendation of the design review Board of the City of Gresham.
