Public Testimony Proponents: o Mr. Bratton, applicant, described his proposed operation. o Sakata asked the applicant about overnight parking. o Applicant indicated he would comply with whatever requirements the Commission levied. o Steve Mozinski, representing the developer (Randall Construction Co. ) indicated that they would comply PC Minutes - 6/17/75 - page 3 • with any conditions and that Randall was attempting to bring the project into full compliance with Tigard Code. He stated that steps had been taken to provide adequate parking and to develop a sign scheme per previous Commission actions and he explained that trash collection was up to the individual tenant. Public Testimony Proponents o Mr. Dunn, the applicant, testified in his own behalf. o Lyle Evans, producer of the car wash in question, testified that the car wash would create little noise, no pollution and would create no nuisances. o Don Williams, Elbee Mfg. Co. , testified on behalf of the car wash company. o Mr. Stanton L. Lenko spoke in favor of the car wash. o Mr. Gerry Snyder spoke in favor of the car wash. Opponents PC Minutes - 6/17/75 - page 4 o Mr. Harold Carlson, a neighbor, spoke in opposition to the car wash. He said that he lived 150 ft. from the car wash site and that he was opposed to the noise and air pollution from the additional cars to be introduced to the rear of the service station by 1 the presence of the car wash. o Mr. Bill Morrison stated that he represented the entire neighborhood and that he had been asked to appear and specify the neighborhood's (pposition. C. Staff Recommendation Staff recommended approval with conditions: 1. That no portable or A-frame signs are to be located on the site and all other signs are to be brought into conformance with Tigard code. 2. There is to be no outside storage or display of tires or other automobile accessories. 3. Trash and debris is to be confined to the collection area to the rear of the building, as provided on the general station plan. 4. ' Applicant is to provide and maintain landscaping and screening per code requirements. • 5. Sight obscuring screening along the west line is to he replaced and the area to the rear of the service station is to be neatly landscaped and covered with appropriate groundcover materials. D. Enterprises) Conditional Use for warehousing and wholesale distribution of pet supplies at 8900 SW Burnham, "Security Storage", units E-30 and F-30. Staff Findings 1. An existing conditional use permit for storage will be extinguished by approval of this conditional use permit with respect to the units identified above only. 2. According to the applicant the maximum employment would be 3 or 4 persons. 3. Pick up and delivery would apparently be on a daily basis but generally before ordinary business hours. 4. Adequate parking presently exists on site but is not marked or otherwise identified. Location of parking does not comply with Tigard Design Review Board approval, but would be satisfactory if marked and appropriately screened. I• r 5. Adequacy of maneuvering area for truck deliveries is un to known -- parking would conflict with use of the front loading door of unit 1'-30 were deliveries to be received by over-the-road trucks. 6. Owner-lessor of Security Storage has not yet complied with all approval conditions of the Tigard Design Review Board (SDR 4-74) , one of which provided for a sign design and location "system" to be developed by the owner for planning staff approval. 7. Applicant is requesting use of two units at an occupancy of approximately 1 employee per 470 sq. feet (assuming 4 employees) . 8. Tigard Code would require 4 parking spaces (1 for each employee on the largest shift) . 9. Tigard Comprehensive Plan (NPO #1) specifies commercial- industrial uses appropriate in this area. The proposed use appears compatible with other uses on the site and with neighboring land use. 10. ENTERPRISES RE: REQUEST APPLICATION FOR CONDITIONAL USE TAX LOTS 2200 and 2300, BURNHAM TRACT In regards to the "Fasano" requirements the following request is submitted: 1. An existing project entitled "Security Storage" located in the Tigard Industrial Park is zoned M-4. One of the conditional uses of M-4 is for warehousing and wholesale distribution. We request permission for the conditional use of Units E-30 and•F-30 as a warehousing and wholesale distribution site of pet supplies. 2. The requested conditional use zoning is in conformance with the City of Tigardts adopted comprehensive plan. 3. There is a need for a wholesale distribution center for pet supplies in the Tigard area. . . 4. There have been no changes in conditions, to our knowledge, that would not justify a change in the zoning (conditional use) for this piece of property. The current surrounding land use and street capacity, and the present sewer and water are adequate to serve the proposed uses. 5. The location for this zoning action is particularly suited for the proposed purpose because it is already developed and is the only available space to suit our purposes in the Tigard area. We have a small operation and it would not be economically feasible to rent a larger structure. 6. The proposed zoning (conditional use) will have no change in the adjacent neighborhood and on the adjacent properties. Currently all the adjacent ptoperties have been developed into industrial and warehouse properties and our proposed zoning would not change the current trend of development in this neighborhood. 0 a I , TO: CITY OF TIGARD Page 2 FROM C.L.B. ENTERPRISES 7. Public services would be little affected by the proposed changes in that water and sewer is already developed. The project, as it exists, requires normal police and fire protection. It would require no school, public transportation or hospital services. Minimal traffic would result from the change. Therefore, the overall impact this change would have on public services would be minimum. ENTERPRISES RE: REQUEST APPLICATION FOR CONDITIONAL USE TAX LOTS 2200 and 2300, BURNHAM TRACT In regards to the "Fasano" requirements the following request is submitted: 1. An existing project entitled "Security Storage" located in the Tigard Industrial Park is zoned M-4. One of the conditional uses of M-4 is for warehousing and wholesale distribution. We request permission for the conditional use of Units E-30 and F-30 as a warehousing and wholesale distribution site of pet supplies. • 2. The requested conditional use zoning is in conformance with the r City of Tigard's adopted comprehensive plan. 3. There is a need for a wholesale distribution center for pet supplies in the Tigard area. 4. There have been no changes in conditions, to our knowledge, that would not justify a change in the zoning (conditional use) for this piece of property. The current surrounding land use and street • capacity, and the present sewer and water are adequate to serve the proposed uses. 5. The location for this zoning action is particularly suited for the proposed purpose because it is already developed ed and is the only available space to suit our purposes in the Tigard area.
