The applicant is requesting permission for outside storage in a "M-30 Light Industrial" zone behind a recently constructed , .. 20, 000 square foot industrial building at 7220 S .W, Bonita . Road. The site is designated "General Industrial" on the Ti- . gard Community Plan and zoned "M-3, Light Industrial" . ' . 2. 18 .48. 020 classifies as a conditional use "Any business, ser- _ . vice, processing, storage, or display essential or incidental to wiy permitted use in the M-3 'zone and not conducted en- • . tir-Ay within an enclosed building. " 3, 18. 72 .010 states that the Planning Commission may attach as conditions "siE.ht-obscuring fencing and landscaping where necessary to reduce noise or glare or maintain the property in a character in keeping with the surrounding area. " 4, An objective of the greenway element of the Tigard Community .. Plan is "to utilize the natural drainageways provided by the Tualatin River, Vann° Creek, and their tributaries as the ba- sic element in a system of connecting open spaces . " III 5 . Policy #4 of the Environmental Design and Open Space Plan adopted by the Planning Commission states, "The City shall adopt an ordinance to regulate the removal and/or replacement of existing natural vegetation in designated area (flood plains, drainageways, area of high visibility , unique habi- tats, or rare pecies) , " : ill 6. 18 .60. 170 states, "All areas used for the standing and maneu- vering of vehicles shall be improved according to the same specifications as required by city streets . " , . . P 4 ,./ 7 —4,, • STAPP REPORT AGENDA 5. 8 TIGARD PLANNING COMMISSION May 3, 1977 - 7: 30 P.M. Page 2 II . STAFF OBSERVATIONS : The site is occupied by a new 20, 000 square foot warehouse. The rear portion of the warehouse and the proposed storage area are on fill which slopes down to Bull Creek and visible from S .W. 72nd Avenue . This slope is presently urr,lanted. The applicant has proposed planting rye grass on tb 3ack portion of the site as part of Design Review approval . • Since the objectives of the Tigard Community Plan and the Environ- mental Design and Open Space Plan is that all tributaries and drainage areas become part of the greenway system, the proposed area should be screened by vegetation in keeping with the natural • surroundings. (Policy #4) This landscape material would serve a dual purpose by screening the outside storage and would help re- - tain runoff from the site. III . CONCLUSIONARY FINDINGS : The following finding can be found in favor of this proposal : 1. The proposal does not violate any of the policies of the Ti- gard Community Plan, 1971. 2 . Landscape screening is necessary to minimize the adverse , . sual impacts of the outside storage area and to maintain the property in :CharacteT with the surrounding natural area , IV. STAFF RECOMMENDATION: Staff recommended, approval with the following conditions : 1, The outside storage area be screened by plant materials, with a landscape plan submitted ...1"or design review 0 2. The outside storage area be paved to City standards 3.
