Request: The applicant is requesting approval of a Conditional Use permit to allow for the construction of a retail outlet and a convenience grocery store on the cite, (see Attachments "A" & "8") • Present Zone Designation: C-3 (General Commerial) Notices Mailed: January 21 , 1982 - 6 mailed Preious Actions: None Vicinity Information The areas surrounding the site have been developed for commercial retail and office uses and are within the C-3 (General Commercial) zone, Site Information Presently) the site is undeveloped. The easterly portion of the site is covered with brush and large fir trees, and the north and westerly portions of the site are graveled. The site is accessible via Pacific Highway 99W and Hall Boulevard. 1 STAFF REPORT CU-1-82 & CU-2-82 • . Page 2 B. CRITERIA AND STAFF ANALYSIS - LAND USE ISSUES: ' 1. The 1971 Tigard Community Plan and the NPO #1 Land Use Map indicate that the site is appropriate for Commercial Retail Uses. 2. Applicable policies from the NPO #1 Plan. Policy 120: Highway-oriented commercial business should have priority use of Pacific Highway frontage because they are dependent upon the volume of through traffic for their business. A majority of the structures within the area have been developed for retail and office uses. However, the list of permitted uses in the Zoning Ordinances excludes floor covering and convenience store retail uses. Based on the types of use that exist in the area, staff believes that the proposed uses would be compatible with the existing retail and offices in the areas, and meet the intent of Policy #20 of the NPO #1 plan, C. SITE RELATED ISSUES: Staff will discuss the following items in detail with the applicant during "•k the Site Design Review process: nr 1. Access to arterials: The Tigard Community Plan states that "Arterial streets will give limited access to adjoining properties. . .". The ap- • plicant is proposing a driveway onto Hall Boulevard less than 50-feet from the existing access road, which is to the south of the site. To avoid additional traffic conflicts in the area, staff believes that this 4 4 proposed Hall Boulevard access should be eliminated, leaving only one access point from the 7-11 site via the existing access road. Eliminating the easterly access would also allow the applicant to supply additional ` ., parking for the 7-11 if deemed necessary. 2. The present parking space to square foot ratio is I space per 200 square feet building area. The applicant is therefore providing twice the required amount of parking. Staff questions the need for the excess of parking and believes that a minimum spaces 27-31 plus the access adjacent to those spaces could be omitted to allow for additional landscaping on the site. And, there is a possibility that a few of the larger trees in the area could be retained if the parking was not added. ' D. RECOMMENDATION: • Based on the above analysis, staff recommends that the Planning Commission • approve the proposed Conditional Use permit subject to the following conditions: 1.
