Inhalation: Powder coatings may irritate the nose, throat, and lungs. TGIC is a potential lung sensitizer, Ingestion: Not an anticipated route of exposure. Small amounts are not ant1cipated to be harmful. Chronic: TGIC has been found to cause genetic/reproductive changes in several animal and bacterial test systems. There is no evidence that it has caused similar changes in humans. However, overexposure to TGIC may increase the risk of genetic effects. The LC50 for a 5 day, 6 hour/day repeated exposure' was greater than 1700 • mg/M3. Mvtagenicity screening using a 9% TGIC coating in a mouse spermataooniol cell study showed an increased rate of chromosomal changes (damage) at an oral dose of 800 mg/M:.J. Lower dose levels did not demonstrate a statistically significant response. This • study also demonstrated a statistically simnificant dose-response trend. The No-Effect Level (NOEL-no damage to animals or • chromosomes at this exposure level) for the study was 100 mg/M3. Since the previously published studies on powder coatings containing TOIC were designed as worst-case scenarins, a more realistic study uas conducted using a pigmented powder coating containing 4,6% TGIC, for nose-only inhalation, at a particle size greater than 10 micrometers. This study showed a NOEL of 1000 mg/M2. Based on the most recent animal studies, our TGIC supplier has recommended an exposure limit of 10 mg/M3 TWA for powder coatings containing less than approximately 5X TGIC. • • Based on the information gained from all the toxicological studies conducted at this time, our TGIC supplier recommended an exposure limit of 1 mg/M3 TWA for powder coatings containing TGIC at levels greater than approximately 5 X See Section 11: Toxicological Information for more information. An exposure guideline of 3.5 mg/M3 is set to prevent overexposure to PNA's in carbon black. Maintaining employee exposures below 10 me/M3 will maintain the carbon black exposure levels below this guidelinw. Therefore, maintain exposure levels below 10 mg/M3 for this product. Tigard Street 6089A- 221 -004 Dear Mr. Lemke: In the meeting held July 21, 1993, attended by yourself and Dennis Bingam from Dimensional Fabricators, David Scott, P.E. /Building Official, City of Tigard, and Gene Birchill and myself from Tualatin Valley Fire & Rescue, the following concerns were addressed: 1. New construction had taken place without benefit of permit and not all aspects of your operation were addressed on the plans submitted. 2. The existing day -to -day operation is considered a hazardous operation (H -2) and you may be in a building designed for ordinary business operation (B -2). This would affect the placement of your building on the lot, types of construction allowed, area and occupancy separations, the allowed square footage, exiting, fire protection along with other electrical and mechanical issues. 3. You want to install an electrostatic powder coating booth /room. 4. There are some outstanding fire, building, and electrical code violations. "Working" Smoke Detectors Save Lives 1 .. You will stop work immediately on the new construction related to the electrostatic powder coating operating. 2. The Building Department will determine occupancy classification and identify the requirements to comply with the building code. 3. You will comply with the life safety hazards as identified by Deputy Fire Marshal Gary Toll. An action plan or time line will be submitted on the code violations, and our department will exercise flexibility on issues related to new construction. Additionally, as soon as possible, construct a room for mixing and dispensing of flammables, identify secondary containment in the area. Provide approved separation of your spray paint areas and reduce the flammables to within acceptable limits. Obtain building, mechanical, and electrical permits. 4. Involve a fire protection engineer /architect to assist in all phases of your plan development and design. 5. Have licensed sprinkler contractor to design and install any required modifications to the existing automatic fire protection system. If you have any questions, concerns, or different understandings other than contained in this letter, please do not hesitate to contact me.
