As geotechnical engineer, we performed a geotechnical investigation of the site, the results of which were presented in our Report of Geotechnical Investigation and Site - Specific Seismic Hazards Study dated January 9, 2007. CGT performed geotechnical construction observation services during site grading on an on -call, part -time basis between April 18, 2008, and October 28, 2008. Our site visits were scheduled by your contractor, First Cascade Corporation. Copies of our field reports were forwarded to you as the work progressed, and are available in our office for your review. The following is a summary of our observations: • Site Stripping: Based on our field observations, the site was stripped of surface vegetation, undocumented fill, and organic topsoil in building and pavement areas in general accordance with our recommendations. In addition, concrete footings and pavements associated with previous structures were removed from the site. • Subgrade Soils: Based on the results of our proofrolling and probing, the subgrade soils within parking lot and building locations were prepared in general accordance with our recommendations. • Site Grading: Site grading consisted of the placement and compaction of 1 crushed rock imported from Cobb Rock. Based on laboratory testing, the material contained over 30 percent in excess of 1' /cinches, making testing with nuclear density gauge unreliable. Up to approximately 8 feet of structural fill was placed under the northern portion of the site. Preparation activities included overexcavation of soft sandy silt soils present across the site to provide a minimum of 16 inches of imported granular fill under all footing and slab elements. Compaction of the granular fill was confirmed by proof -roll observation and observation of additional compactive effort. Based on our observations, the granular fills placed within the overexcavation areas were compacted in general accordance with our recommendations. • Footing Subgrades: Based on our observations, the footing subgrades located within the footprint of the fire station and trash enclosure were prepared in general accordance with our recommendations. • Floor Slab Subgrade and Base Rock: Based on our proof -roll observations, the subgrade and base rock for the floor slab areas located within the footprint of the fire station were prepared in general accordance with our recommendations. • Pavement Subgrade and Base Rock: Parking lot areas were overexcavated to provide a minimum of 12 inches of imported granular structural fill under concrete pavement subgrade elevation in order to limit settlement. The southern portion of the west parking area overlapped the footprint of the former residence location, which had been previously backfilled with fill. The fill was overexcavated to firm native subgrade and replaced with documented structural fill. Based on the results of our probing and proof -roll observations, the pavement subgrade soils and base rock we observed, which typically consisted of granular structural fill or native sandy silt soils, were prepared in general accordance with our recommendations. Based on our observations, as documented in our field reports, and to the best of our knowledge, within our scope of work, the above geotechnical summaries accurately reflect our observations. Our services were provided on an on -call, part-time basis, in which we relied on the contractor to contact our office for the scheduling of our services. David Irish WEATHER: Dark, --50 °F PURPOSE OF VISIT: Proof -Roll Observation Carlson Geotechnical (CGT) staff, David Irish, arrived on site at about 6:00 a.m. at the request of Mike with First Cascade Corporation. The purpose of my visit was to observe a proof -roll of the parking lot and driveway baserock. I met with Dave Roberts of DBEC Excavation & Construction at the site. PROOF-ROLL OBSERVATION With the exception of the northern section of parking spaces located along the east side of the Fire Station, I observed a proof -roll of the parking lot and driveway baserock located along the west, east and north side of the newly constructed TVFR Fire Station building. The concrete parking lot slab within the northern section of parking spaces located along the east side of the Fire Station had already been poured. The baserock consisted of a mixture of /< -inmch -minus and 1' -inch -minus crushed rock imported from Cobb Rock Products. Mr. Roberts indicated that up to 2 vertical feet of crushed rock had been placed since CGTs last site visit on October 17, 2008. Mr. Roberts indicated that the parking lot and driveway areas located along the east side of the Fire Station were at finished, planned, baserock elevation and the concrete slab would be poured today. Mr. Roberts also indicated that the remainder of the parking lot and driveway areas were within 3 inches of finished, planned, baserock elevation and the concrete slab for these areas would be poured at a future date. The proof -roll was performed using a fully loaded, tandem -axle, dump truck and revealed no significant signs of rutting or deflection /pumping of the baserock.
