The findings and conclusions on which the Director based his decision are as noted below. A FINDING OF FACT • o d 1. Background Hampton Oaks I received site design approval on , the adjacent • property to the south in 1979 (SDR 63-79). Vicinity L. V�. n y In formation All of the properties surrounding this parcel are zoned C-G (Commercial General). Undeveloped land, including the Gonzaga - Street right-of-way, lies to the north and two residences are west of the vacated 67th Avenue right-of-way. Phase I of Hampton Oaks • is immediately south and 66th Avenue and 1-5 are to the east. . 3. Site Information and Proposal Description Except for one residence in the southwest corner, the parcel is undeveloped. The applicant proposes to remove the house as well as most of the natural vegetation to construct a two-story 28,750 square foot office building and parking lot. Access will be provided by a driveway onto 66th Avenue and an easement to Hampton Street, which is immediately south of Hampton Oaks to A , landscaping plan was included with the application and it indicates that over 15% of the site will be landscaped. Plant material will be interspersed in the parking area And adjacent to the building. 4. The sign at the southeast corner of the project interferes t . with vision clearance along 66th Avenue. • f. A copy, of the final boundary survey for the property should be submitted to the Division. The Building Inspection Office has the following comments. a. All tax lots should' be consolidated. b. Adequate storm drainage facilities are not apparent. c. The purpose of the 30-foot easement should be clarified • The Tualatin Rural Fire Protection District has the following comments : a. A sprinkler system or fire resistant fire separation '.walls will be required. b. Fire hydrants must be within 2501 feet of all portions of the building site prior to the beginning, of combustible construction. c. The turning radius available in the southeast corner of the project is inadequate. Minimum inside and outside radii of 32 and 50 respectively should be provided. d. The improvement of 67th Avenue and, Gonzaga Street is suggested for improved fire access. B. ANALYSIS AND CONCLUSION , proposed development is basically ally co nsistent with the provisions s of the Community Development Cod e, however, several specific comments are appropriate. The sign location and design must be approved by the Planning Director prior to its construction. The driveway entrance to Hampton Street 7-',11 be shared with the . properties to the west. The site plan ii icates that approximately 12 . feet of the driveway width will be on the subject property. A minimum driveway width of 24 feet is required and therefore documentation should be ,'provided indicating that the subject property has the right to use the entire driveway. The driveway entrance at the northwest corner of the project will need • to be 24 feet wide if two way traffic is anticipated. A 12--foot driveway width width isishown on the property and an additional 12 feet is necessary or only one-way traffic will be permitted. The site plan incorporates the southern half of the Gonzaga Street right-of-way which is in the process of being vacated. A 60-foot wide 'utility easement is intended to replace the street might--of-way. A portion of the building is proposed within this easement. Before a • final site plan can be approved, the Gonzaga Street vacation must be finalized and the status of the utility easement must be clarified:.
