APPLICATION SUMMARY FILE NAME: Cold Storage Building Facade Improvements CASE NO.: Downtown Design Review (DDR) Compliance Letter DDR2012 -00004 PROPOSAL: The applicant is proposing facade improvements to an existing structure. Proposed changes includes the removal and relocation of an entry door, addition of a new steel gateway, addition of a new exterior stairwell, installation of new windows, addition of a new molded cornice band, removal of existing exterior brick to be replaced with stucco, the addition of a new steel canopy, and new signage. ZONING DESIGNATION: MU -CBD: Mixed Use — Central Business District. The MU -CBD zoning district is designed to provide a pedestrian friendly urban village in Downtown Tigard. A wide variety of commercial, civic, employment, mixed -use, multi- family and attached single family residences are permitted. New development and re- development is required to conform to the standards of Chapter 18.610. SUB -AREA: Main Street - Center Street. This sub -area is centered on the City's historic downtown Main Street. It is intended to be pedestrian oriented with smaller scale development that would function like a "traditional Main Street." A pedestrian environment would be improved with a continuous building wall broken only inte New buil dings in the sub -area must include gr ound floors with commercial storefront features. Residential and commercial uses are permitted on upper floors. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.520.030, 18.610.010, and 18.610.030. SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request for Downtown Design Review subject to conditions of approval. The findings and conclusions on which the decision is based are noted in Section IV. DDR2012- 00004 / COLD STORAGE BUILDING FACADE IMPROVEMENT PAGE 1 OF 5 PRIOR TO BUILDING PERMIT, THE FOLLOWING CONDITIONS SHALL BE SATISFIED 1. Prior to the issuance of building permits the applicant shall provide information that shows . glazing to be used has a visual transparency of 0.6 or higher, or that the glazing serves a tenant space containing a medical or dental use. 2. A'separate sign permit will be required for all new signage prior to installation. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. SITE AND PROPOSAL INFORMATION Site Information & History The site is located. on SW Main Street, constituting a two -story building with commercial storefronts on the ground level and a vacant upper story. The site and surrounding properties were rezoned from CBD (Central Business District) to MU -CBD (Mixed Use —Central Business District) in 2010 to create the Tigard Downtown District. Sub -areas were established within the downtown, and this site is located within the Main Street — Center Street sub -area. Surrounding parcels are developed with a mix of retail uses and restaurants. Proposal Information The applicant is proposing facade improvements to the existing structure. Proposed improvements include the removal and relocation of an entry door, addition of a new steel gateway, addition of a new exterior stairwell, installation of new windows, addition of a new molded cornice band, removal of existing exterior brick to be replaced with stucco, the addition of a new steel canopy, and new signages. Because the proposal meets the threshold of a Track 1 Design Review Compliance Letter (Tigard Development Code Section 18.610.010.E.1), the application is being processed as a Type I procedure. Included with the application are two proposed signs, a wall sign atop the front facade and a projecting sign. A sign permit was not included with the application, as such these items will be reviewed under a separate permit. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS A. Zoning Districts 18.520 Commercial Zoning Districts B. Tigard Downtown District Development and Design Standards 18.610 A. ZONING DISTRICT Commercial Zoning District: Section 18.520.020 Lists the description of the Commercial Zoning Districts. The site is located in the MU -CBD zoning district: Mixed Use — Central Business District. Uses: Section 18.520.030 (Table18.520.1 — Use Table Commercial Zones) No change of use is proposed with this application. This standard is met. B. TIGARD DOWNTOWN DISTRICT DEVELOPMENT AND DESIGN STANDARDS Applicability 18.610.010.C.2 addresses expansion, modification and site improvements to existing development. An addition, expansion, modification, and /or site improvements associated DDR2012 -00004 / COLD STORAGE BUILDING FACADE IMPROVEMENT PAGE 2 OF 5 with such lawfully preexisting uses and structures shall be allowed,provided the application for such proposed project moves toward compliance with the applicable Development Code standards. Only those Downtown Building and Site Design standards applicable to the proposed expansion modification or site improvements to the existing development shall be applicable. The proposal modifies a pre-existing use and structure. Applicable building and site design standards are addressed below. Applicable development criteria are listed with findings showing how the proposed project moves the structure towards compliance with district standards. This criterion is satisfied. Purpose and Procedures 18.610.010.E.1 addresses when Track 1 design review procedures are required within the Tigard Downtown. Track 1: Design Review Compliance Letter using Design Standards are applicable with the addition of new fences, retaining walls, or both. The proposal is for the addition of windows, change in location of entry doors, addition of new steel canopy, and mounted structures (exterior stairwell), and associated exterior improvements. A Track 1 Downtown Design Review is being requested;this criterion is satisfied. 18.610.030 - Building and Site Design Standards — Create Vibrant ground floors, streetscapes and rights-of-way; provide weather protection; and promote safety and security. Desi ggn standards in this section are intended to foster vibrant, inviting streetscpes and sidewalk- facingground floors and entryways. They are also intended to create buildings that are easily accessible and provide protection from the elements for pedestrians. They also will help ensure that the round floor promotes a sense of interaction between activities in the building and activities in the public realm. Primary EntryCommercial/Mixed Use Buildings: �1) At least one entry door is required for each business with a ground floor frontage. 2) Each entrance shall be covered, recessed, or treated with a permanent architectural feature in such a way that weather protection is provided. (3) All primary ground-floor common entries shall be oriented to the street or a public space directly facing the street, not to the interior or to a parking lot. The applicant's proposal would remove an entrance located in the center of the main fagade, to a recessed area along the north side of the building. The removed door will be replaced with a new door located in a setback portion of the building along the northern side. The new door will be oriented to the street, covered by a new steel canopy, and behind a steel portal feature. Two existing doorways located in recessed bays will not be affected by the changes. Approval criterion for primary entry doors in commercial buildings is met. Windows: Ground Floor windows for nonresidential and mixed use buildings: (1) 60%minimum ground floor window coverage for street-facing wall (minimum window coverage includes any glazed portions of doors). (2) Ground Floor Window Transparency. All buildings with nonresidential ground floor windows must have a visible transmittance (VT) of 0.6 or higher,with the exception of medical and dental offices,which may have tinted windows. The applicant's proposal does not specify the existing and proposed percentage of ground floor window coverage. Existing ground-floor windows on the primary street front facade will remain unchanged. New windows and a glass entry door on the recessed, street-facing facade and adjoining sidewall will increase ground floor window coverage, moving the structure closer to compliance with applicable standards. Window transparency information was not specified in the application. The following condition of approval is being applied to ensure compliance with ground-floor window transparency standards. Condition: Prior to the issuance of building permits the applicant shall provide information that shows glazing to be used has a visual transparency of 0.6 or higher, or that the glazing DDR2012-00004/COLD STORAGE BUILDING FACADE IMPROVEMENT PAGE 3 OF 5 serves a tenant space containing a medical or dental use. As conditioned above, this criterion is satisfied. Windows: Upper floor windows /doors for all buildings: (1) 30% minimum upper floor window coverage for each floor of the street - facing wall (minimum window coverage includes any glazed portions of doors). (2) The required upper floor window /balcony door percentage does not apply to floors where sloped roofs and dormer windows are used. (3) Upper floor windows shall be vertically oriented (a minimum vertical to horizontal dimension ratio of 1.5:1). Upper floor window coverage calculations were not provided in the application. Existing upper floor windows are being replaced with windows of the same size, and new window openings created where none exist at present, moving the structure closer to compliance with minimum standards. This criterion is satisfied. Windows: Window shadowing for all buildings: Windows shall be designed to provide shadowing. This can be accomplished by recessing windows three inches into the facade and /or incorporating trim of a contrasting material or color. The proposed windows are of a contrasting material and color from the stucco and concrete facade. This criterion is satisfied. Weather Protection: For non - residential and mixed use buildings: (a) A projecting facade element (awning, canopy, arcade, or marquee) is required on the street - facing facade of the street with the highest functional classification. (b) Awnings /marquees /canopies may project a minimum of three feet and a maximum of six feet from the facade (a maximum of four feet into the public right -of -way). (c) The element shall have a minimum 10 -foot clearance from the bottom of the element to the sidewalk d) Awnings must match the width of storefronts or window openings. e) Internally lit awnings are not permitted. f) Awnings must be made of glass, metal, or exterior grade fabric (or a combination of these materials). The existing structure has two recessed storefront bays that provide weather protection. The existing entryway being removed does not possess weather protection. The new doorway is street - facing and will be covered by a steel canopy approximately 10.5' above the pavement, and of equal width to the windows and door opening. This criterion is satisfied. Integrated Building Facade Standards: Nonresidential and Mixed Use Building Tri- Partite Facades. Nonresidential and mixed use buildings two stories and above shall have three clearly defined elements on the street - facing facade(s): a base (extends from the sidewalk to the bottom of the second story or the belt course /string course that separates the ground floor from the middle of the building); a middle (distinguished from the top and base of the building by use of building elements); and a top (roof form /element at the uppermost portion of the facade that visually terminates the facade). A tripartite facade creates a unified facade and breaks up vertical mass. The existing structure possesses a tripartite facade. The proposed improvements will maintain a tri- partite facade by maintaining the difference in materials between the first story and second stories, the use of a new molded cornice band between the first and second stories, the addition of a new molded stucco window header on the second story windows, and by maintaining the varied height parapet wall. This criterion is satisfied. Assure building quality, permanence and durability - Building Materials: The following exterior building materials or finishes are prohibited: (1) Vinyl siding; (2) T -111 or similar sheet materials; DDR2012 -00004 / COLD STORAGE BUILDING FA(ADE IMPROVEMENT PAGE 4 OF 5 (3) Plain concrete block (not including split faced, colored, or other block designs that mimic stone, brick, or other masonry); foundation material may be skim- coated concrete block where the foundation material is not revealed for more than two feet; (4) Mirrored glass. The existing structure is constructed from a combination of poured concrete and masonry walls, with wooden storefronts. The proposal would replace the brick with stucco siding, and add a painted steel canopy and exterior stairwell. The proposal does not include vinyl siding, T -11 or similar materials, plain concrete block, or mirrored glass. This criterion is satisfied. SECTION V. We intend to implement these improvements in accordance with the design parameters set out by the City of Tigard as understood in Chapter 18.610 of Tigard Downtown District Development and Design Standards. This project includes facade improvements such as entry relocation, site improvement, and canopy installation that justify a type 1 design review according to the aforementioned development and design standards. It is our objective via this narrative and attached elevation renderings to display our intended compliance with these standards. The building currently houses two ground floor retail shops, storage, and an abandoned upper floor the use of which has been varied throughout the years, and the accessibility of which is not universally accommodating. We voluntarily propose to rehabilitate the existing structure to make it seismically sound and universally accessible by adding new shear walls and brace frames, completely rebuilding the roof structure, and relocating the entry for the non - retail component of the building to an area that will allow us to provide universal access to the upper floor by way of an elevator and new code compliant stairway. We intend to upgrade the entire facade by means of removing seismically unsafe non - reinforced brick and replacing it with compliant wood frame construction in the exact reflection of the existing fagade (in order to maintain bygone character of the building), reface the main fagade in stucco, repaint the entire building in uniform colors and motif, as well as increase the street presence of the building with a (site structure) gateway and add an entry awning for weather protection. We are maintaining the ground floor commercial storefront that exists for current retail locations, and increasing this presence at the new entry to the upper floor. As we are not redefining the shape or size of the building, all of our setbacks, heights, site coverage and off street parking are existing, and to be maintained. We are not promoting any tree removal, wireless communication facilities or the like, but rather seeking to maintain the positive character of the building, while increasing its street presence, accessibility, and curb appeal. We do not abut an urban plaza at this location. We feel that the existing character of the building brings a clear and special visual interest to the Main St corridor, and we are therefore proposing to maintain this character while unifying the rest of the elevations by means of paint and window treatments. We are proposing to continue the rhythm of the ground floor facade across the recessed portion of the building face by way of a steel site structure. This structure will also serve as a street fronting gateway to the building, and create a visually interesting courtyard between the street and the building's new entrance. Placing the gateway in this location further allows us to screen unattractive electrical boxes attached to this location of the building. The courtyard will provide a calming oasis at the building entry, by providing screens for climbing plants to engage vertically, and infused with plant life and sound attenuation from the street and adjoining restaurant. We will also replace the current blacktop in this area with cement pavers, reducing the heat absorption and unattractive nature of blacktop; also serving to signify that this is a pedestrian zone. In reference to 18.610.060 all off street parking, both in front of and behind the building is considered existing and to remain unaltered. We are proposing a single wall sign to identify the building by name, this sign is intended to be within the required 15% of wall area. We are also proposing an exception to the 18.610.055.a.5 requirement on "blade signs ". We'd like to post a larger than required blade sign to identify building tenants, that falls within the requirement of 70 sqft for free standing signs. The blade sign we propose (as illustrated), designed by the City of Tigard's third party architect, is oriented in the same direction as the building facade, and therefore does not protrude toward the street, or create any kind of demonstrable distraction.
