The following comments are noted: • SITE WORK 1. Water Quality Facility observation by Engineer of record. iiy At) Under the provisions , , ow A 'lb Engineer of record responsible of OSSC for the Section design 1702 and (4)the specifications ner shall of the employ Water , Quality Facility, to perform construction and visual observation of the Water Quality Facility for compliance of the design and specifications, at significant stages, and at completion of the construction. Prior to final occupancy approval of the construction under permit for the site, the Engineer of record shall provide the City of Tigard, "Attention Plans Examiner" with written confirmation that the Water Quality Facility is in compliance with the design and specifications of same. 2. In Seismic Zone 3, the potential for seismically induced soil liquefaction and soil instability shall be evaluated (OSSC, Section 1804.2). 9 4c e.P 5/1 A. Provide a Geotech report addressing the requirements of OSSC, Section 1804.5. 3. No building shall be constructed, altered, enlarged, moved or repaired in a manner that by reason of size, type of construction, number of stories, V .-. occupancy or any combination thereof, creates a need for a fire flow in excess of 3,000 gallons per minute at 20 psi residual or exceeds the available fire flow at the site of the structure [UFC, Section 903.3]. A. Provide Fire Flow Testing pursuant to NFPA 291 using the enclosed "Hydrant Flow Test Report Form." 13125 SW Hall Blvd., Tigard, OR 97223 (503) 639 -4171 TDD (503) 684 -2772 t • ,. S 1-1.• C'P- °o . 7s3 1 Scu S cik.•g-s Job No. 97-G1469 Pacific Car Wash City of Tigard, Oregon maximization of bearing capacity and protection against frost heave, spread footings should be embedded at a minimum depth of 12 inches below exterior grades on level ground. We recommend that the allowable soil bearing capacity be taken as 2,000 lbs/ft 2 for spread footings bearing on stiff native soil. The coefficient of friction between fill and poured -in -place concrete may be taken as 0.35. Maximum anticipated total and differential footing movements (generally from soil expansion and /or settlement) are 1 inch and ' inch over a span of 20 feet, respectively. 1 tilities All deep excavations and shoring should conform to Occupational Safety and Heath Administration (OSHA) regulations (29 CFR Part 1926). Earth materials at the site are OSHA "Type B" soils, and the walls of temporary construction trenches are expected to stand vertical with only minor I sloughing during construction. PVC pipe should be installed in accordance with ASTM D2321 procedures. Utility trenches parallel to foundations should be located outside of a 1 H:1 V plane extending downward from the outer face of foundation footings. I We recommend that structural trench backfill be compacted to a minimum of 90% of the maximum dry density obtained from AASHTO T -180 or equivalent. Initial backfill lift thicknesses f 1 for a 3 /4 " -0 crushed aggregate base may need to be as g reat as 4 feet to reduce the risk of flattening flexible pipe. Subsequent lift thicknesses should not exceed 1 foot. If manufactured I granular fill material is used, then lifts for large vibrating plate type compaction equipment (e.g. hoe ) 1 compactor attachments) may be up to 2 feet, provided that proper compaction is being achieved and each lift is tested. Use of large reverberating compaction equipment near existing buildings I and improvements should be carefully monitored for possible vibration - induced damage. Typicall y, f 1 density tests are taken at about every 4 vertical feet for every 200 lineal feet of trench backfill. Seismic Design ) r The subject site lies within UBC Seismic Zone 3. We recommend that structures be designed for UBC Seismic Zone 3 which corresponds to a peak bedrock acceleration of 0.3 g. Based on the available information, the UBC soil profile that best characterizes the site is "S ". Foundation perimeter drains are recommended for the subject site. Perimeter drains should consist of a minimum 3- inch - diameter, perforated or slotted Schedule 40 plastic pipe enveloped in a minimum of 1 ft per linear foot of drain rock wrapped with Amoco 4545 geofabric filter or equivalent. Drain rock shall consist of open graded gravel with maximum a dimension of 2 inches and a minimum dimension of %2 inch. A minimum of one -half percent fall should be maintained throughout the drain and non - perforated pipe outlet. All surface water drainage should be directed away from foundations, improvements, and utility trenches. Page 5 12/29/97 i6:25 $303 620 2066 NICOLI ENG. , Inc. LU CITY OF TIGA D, OREGON - .
