I was on site to do a final site observation for general structural items, as well as observe some of the site grading /
civil design requirements.
The Following Was Noted:
1. The underside of the roof plywood is exposed. The flat blocking, @ all edges, was in place. Roughly 8 to 10
nails could be counted along the blocking, indicating nail spacing around 3" o.c., which is better than is required
per the design drawings.
2. Earl and I discussed changes that were made clear to Carlson Testing; like the CMU wall reinforcement,
additional CMU pilasters, and CMU reinforcement required around door openings, and it appeared things were
performed per our design, and per our conversation.
3. The stair to the light storage area above the offices was originally designed to have steel stringers and steel support
posts, per Sheet S1 of the design drawings. Wood stairs were built instead. 1 observed construction for these
stairs that appeared structurally adequate, i.e. 48 " +/- wide / (3) 2x high grade wood stringers / 5/4 treads /
3 /4 " +/- kickplates / intermediate stringer support posts / handrail posts similar in construction to 1 /A -1 of the
design drawings.
4. The pilasters that were detailed from our office on 10 /310 /2000, around the door jambs, appeared to be installed
acceptably.
5. I observed several site utility items. The catch basins #1 through #3 appeared to be installed correctly, with the
filter chambers in place. The cleanouts were located per plan, and appeared to be installed correctly. Earl of JHC
commented that the 36" dia. underground detention pipes were located per design drawing G3. There were
cleanouts located up flow from each. The asphalt paving appeared to have been modified along the north end of
the project to reduce the slope of the paving by extending further north than is indicated per design drawing G2.
The sloped paving around the planter area along the west end of the building appeared to be acceptable.

Dear Brian:
This letter report addresses the anticipated trip generation of the proposed new
automobile care facility to be located in Tigard, Oregon. A new building totaling 5,500
square feet is proposed for a site at 12394 Scholls Ferry Road.
The TRIP GENERATION manual, Sixth Edition, is normally used to determine
trip generation for a proposed land use, as the manual has hundreds of land use catego-
ries that will apply to most buildings or business. The proposed business is an auto re-
pair shop that does mechanical repairs to automobiles, including oil changes, engine
repair, and transmission repair. The automobiles are often left for substantial periods of
time, often for more than one day. The proposed site will be a 5,500 square foot
building with 12 service bays.
The TRIP GENERATION manual has a land use category (840) Automobile Care
Center, which closely defines the operation of the proposed facility. The average even-
ing peak hour trip rate (3.38) is based on five studies, and has a very large range of
rates: 1.87 to 5.64 trips per thousand square feet. There is no data for average weekday
trip generation.
The TRIP GENERATION HANDBOOK states that local trip generation studies
should be made to supplement the data in the TRIP GENERATION manual. The appli-
cant, Dan's Auto Centers, conducted driveway counts at its present location at 17713
SW Boones Ferry Road in Lake Oswego. The total of entering and exiting traffic was
measured for the business hours of the site for a total of three days in November. The
results are tabulated below:

For all the data included, the average weekday traffic generation is about 53 ve-
hicles per day for a 5,000 square foot facility. This equates to a trip rate of 10.6 vehi-
cles per weekday per thousand square feet of building.
Since the new facility is proposed to be 5,500 square feet, the new trip genera-
tion can be calculated as 58 weekday site trips, using this trip rate. The proposed facil-
ity is expected to be nearly identical to the existing facility as far as services offered.
There is no reason to expect a higher trip generation rate for the new facility.

2. Per the Uniform Fire Code Sections 902.2.1, fire truck access is required only to
within 150 feet of any point on the building. This is easily accomplished due to the
size of the building through access from the north parking lot to the north and east
ends of the building and a. portion of the south face of the building. The remainder
of the building is easily within the 150 -foot requirement being accessed from the
adjacent parking lot on the west side of the building. Access to the site from SW
Dakota and the frontage street will allow for the turning radiuses indicated in the
uniform fire code.
3. A lock box will be provided and placed as determined by the fire marshal.
