The applicant requests permission to adjust two parcels of aaproximatoly 0.65 and 3.22 acres in size to 2.1 and 1.7 acres respectively through relocation of the par cels' common boundary. Zoning: R -7 (Residential, 7 units per acre). Locations west of the western end of SW Steve Street (WCTN 281 36C3 tax lot 4400) and 8395 SW Pfaffle Street (WCTN 1:1 3603 tax lot 1000). The findila s and conclusions on which the decision is based ao noted below. Zs. FINDING OF FACT 1. Background The subject parcels were annexed to the City of Tigard through the Northeast Metzger annexation in Novel b6r, 1987 (2CA 87 -05) . No other land use applications for these parcels have been reviewed by the City. 2. Vicinity Information The subject pazcels are surrounded by developed properties to the east 1,: rich are ironed R--4.5 (Residential, 4.5 units/acre) ; two approximately one - third acre developed parcels along Pfaffle Street and two larger landlocked undeveloped parcels to the west that are all zoned R -12 (R sidential, 12 units per acre) ; and developed parcels to the north that are within Washington County which are zoned for low density single - family residential use 3. Proposal Description The applicant proposes adjust the common boundary of tax lots 4400) (0.65 acres) and 1000 (3.22 acres) such that the resultant area► of these tax Sets will be approximately 2.1 and 1.7 acres respec tively as shown og the attached snap. the only structures located on the af f cted palrcele are a house and a small barn on the southern portion of tax lot 1000. The house faces SW Pfaffle Street. 4. Agency and NP a Camments The Sui1ding Division has that prior to recording the map showing the locatn�.on MIS 90 --0007 - JAP,t reviewed the proposal and has commented survey for the proposed ad justmen ., a of the undergroun utilities for the. Sg BAPTIST CDR: xis Ling house vasty be submitted and that appropriate easements must be provided if any of these utilities will cross property lines The Engineering Division, Metzler Water District, General Telephone and Portland General Electric have reviewed the proposal and have no objections to the proposed lot line adjustment. NPO #8 and the Tualatin Valley Fire ans's Rescue Dietr Ct have reviewed the proposal and have noted no concerns with the proposed lot line adjustment. These organization°° however, have provided comments on the appli.cants's preliminary development plans for tax .tit 4400 and adjacent parcels. Those plane are not mmrrently under review by the City of Tigard Staff recommends tip = t the applicant contact these organizations with regard to these preliminary comments. No other comments have been received. . ANALYSIS AND CONCLUSION Community Development Code Section 18.162.)60 (Lot Line Adjustment: Approval Standards) contains the applicable standards of approval for this request: ,. An additional lot is not created by the lot line ad,;4stment, cnd the existing parcel reduced in size by the adjustments is not reduced below the minimum lot size established by the approved zoning for 'eh ,o district. 2. By reducing the lot size, the lot or structure(s) on the lot will not be in violation of the site development or zoning district regulations for that district. The current application meets both of these requirements. No new lot is being created. Roth remaining parcels will be substantially larger than the 5000 square foot minimum lot sine for the R-7 zone. The building setbacks for the house and barn on tax lot 1000 will continue to satisfy the applicable setback requirements of the £t -7 zone. No other structure's setbacks will be affected In addition to meetin g the above aotanda�'':• , a lot line adjustment must also meet the minor land partitio'r; criteria of Section 184162.040 (Partition Approval Criteria). They are as follows: 1.
