One concern had to do with whether this would be considered an . expan ion of a non-conforming use. It was determined that placing the 'Y house on the property was not actually expanding the non-conforming use since the structure would not be allowed to be inhabited. The structure ' is not permitted to be connected to any utilities and must renain uninhabitable. A second concern involves the future plans for the area and means to ('-',, eliminate the non-conforming lot.
