The findings and conclusions on which the Director based his decision are as noted below, A, FINDING OF FACT 1, Background 0 Approval was granted by the City for the development of Morning Hill in 1978 (File Z,Ci-'0 5-77) . A portion of this development has been platted, 2 Vicinity Information All of the surrounding area is zoned R-4.5. The land to the north, eaist, and south is vp.cant and unplatted, The area to the west and to the north ii both sides of Morning Hill Drive is partially developed. 8 , Site infomation and Proposal Description Morning Hill No. 2 was platted with 10 building envelopes surrounded by common open area, One building area has frontage on Morning Hill Drive and the remaining envelopes have frontage on at common driveway that intersects with Morning Hill Drive, The, driveway and utility lines have been installed, but the building envelopes are undeveloped. The applicant proposes to adjust the lot lines in order to eliminate the existing common area except for the space occupied • by the driveway and to enlarge the building envelopes into lots of 6,100 to 7,300 square feet. ) 4, Agency and NI'O Comments The Engineering Division has the following comments a, According to City records, the existing driveway did not receive Engineering Division approval and as a result, it does mot conform to City standards, The driveway entrance onto SW Morning Hill Drive should be constructed to City standards and should consist of a concrete driveway apron not to exceed thirty feet in wi,dth. We are proposing to plat the street as a 40 foot dedicated right-of- way. The street was constructed without inspection as to p► b1ic standards. The utilities are all located in the street at this time and are public facilities. Utilities not within the 40 foot right-of- way will, be covered with easements on the final plat. i r Two items are of concern to the City staff. First is the structural adequacy of the existing street. Second, is the offset intersection. We propose to core the existing street to determine the existing structural adequacy of the street. We will then: design the measure needed to assure that the street me.e tis City standards. • The second issue i s the offet intersection. We have discussed this matter with our traffic engineer. His feeling is that the offset intersection will create little conflict. The street will serve less than 10 lots so that the tra+f i c will be very minimal . The offset is located such that no conflicts with left turn movements from S.W. orni nghi l l Drive will exit.
