Stewart to construct a bulkhead in the Flood Plain at 11880 SW 116th (Wash. Co. tax map 1S1 34CD, tax lot 1202) . Staff Findings 1. Applicant's house is built within the flood plain of Summer Creek toward the lower end of the Summer Creek drainage , basin. 2. The Summer Creek drainage basin drains a large area north . of Bull Mountain and is largely undeveloped. 5. Flooding on the applicant's site has, in recent years, ,, flooded his carport, but has apparently not entered the house. 4. The site and the vicinity are primarily in single family residential use. Considerable land has 'been left open along the creek due to flood, hazard and ample overbank flood storage capacity exists to handle presently forecast • flood volumes, providing adequate channel maintenance is undertaken (clearing of obstructing fallon trees and other debris) . 5. The proposed design for a concrete bulkhead is stamped by a registered professional engineer and may be assumed to be adequate structurally; however, staff questions the hydraulic effect of the wall, not addressed in the appli- cant' s submitted materials. Staff's questions deal with basicly four areas: (I) is the bulkhead igh enough to prevent overtopping, (2) does it extend far enough upstream, to prevent washing out from the upstream end, (3) will the bulkhead sustain undermining under flood velocities, and (4) what provisions are there to allow surface water to escape from behind the bulkhead. 6.
