On April 28, 1977 the Washington County Planning Commission directed the staff of the Planniny Department to prepare a traffic circulation study for the area lying generally between SW Scholls Ferry Road, SW 121st Avenue, Bull Mountain Road, and SW 135th Avenue. The necessity for this ,study came about as a q Yi + by . City Tigard, which had con5e uence of circulation studies conducted1 , the of 1`r ar in the selection of a corridor that' defined the future alignment of a collector street. The resulted selection of this corridor directly affected the design , of the street system in ,he 'Shadow Hills Subdivision, File No, 77-54-S, proposed bY Edwards Industries. ,,, A study of the he circulation needs for the area in the western estern part of Tigard igardhad �been initiated by the City Planning Oe artment staff in tho spring of 1976 The staff had initiated the study based on a directive issued by the City Council y ,l in November 1975 concurrent with the adoption of the NPO '3 Neighborhood Plan. The` council recognized that all of the circulation problems of the area had not been resolved through the plan development process, Consequently, they directed the Planning Department staff to join with the other public agencies responsible , for community development and transportation planning, namely Washington County, CRAG, and the Oregon State Highway Division, ' to study the future circuletion needs for the NPO 1 Planning area 4,1r 4 The Tigard study was conducted principally by the Planning Department staff and a joint `CPO/NPO citizen's study committee. This committee was composed of six members from CPO 4 and six members from NPO 5. Participation was requested from citizens who would be most directly affected by future traffic patterns. The objective was to have the joint committee study circulation problems and develop solutions which would then be forwarded to their respective community organization for endorsement. At present it can be anticipated that development on the mluntain would proceed at a somewhat slower pace than below, primarily because of the difficulty and expense in providing adequate access and sewer service. Despite present difficulties it would be unrealistic to assume that development Will not ° occur considering the unique setting and thehighlydesirable residential • environment of the mountain. r. STUDY METHODOLOGY: ff , . III The staff of the Planning and Public Works Departments dev ,�loped a series of11 alternative approaches to solutions for, the circulation problem in the study area. Each approach was based on a different set of objectives, and was analyzed by using standards which were derived from those objectives. The primary source for trip generation rates and distribution was the NPO 3 circulation ; study prepared by Carl H. Buttke, already cited earlier in this report. It is predicated on a premise which reclassifies the function of some streets . In' the case of this alternative SW Gai:Nrde Street would be downgraded from its status as a collector street in order to give it some relief. North-south movement on SW 121st Avenue would be ' facilitated by connecting i.t to Bull Mountain Road. SW Walnut Street would be made mora attractive for east-west movement by s i gnat i nation and alignment 'improvements. Conversely, Gaarde would be made less attractive for east-west movement by not improving it byisignalization or widening, thereby not increasing its efficiency. Additionally, an off-shoot from SW 13th Avenue would be f, recommended for F;xtns ion into the' newly developing area so that traffic would use this facility ,'or north bound trips rather than the local .5. ,,trees or SW 121st Avenue. Projected traffic loading In the corridor indicates the need for a collector 1 street, with a curb-to-curb paving width not to exceed 40 feet and a nominal right-of-way of 60 feet. Alternative 3 (See Map 5) This alternative approach evolved from studies of Alteroative 2 conducted by the study team. The primary objective was to segregate service areas as much as possible so that a new facility would be oriented to serving the developing areas almost exclusively. A secondary objective was to ' reduce the attractiveness of a new facility north-south trips originating outside the area'. This was accomplished by terminating the corridor at 1 •� Bull Mountain Riad, rather than i hway 99w* It would thereby: ; prove to be' attractive for north-bound trips to Beaverton and the Washington Square area originating on Bull Mountain ,`and not particularly attractive to south-bound trips with a destination beyond. Bull Mountain. s Estimates of anticipated traffic loading in the corridor indicated that only a collector street would be required to meet Future needs . Integral to this concept also is the proviso that the street would be constructed concomitant with property development in the corridor, and the costs would be borne by the I developer. Despi e the potential development of a new facility, traffic volumes on SW '121st and SW 135th Avenues would still be sufficiently large enough to require three traffic lanes north of Walnut Street. The other collector streets of the system could remain as two-lane facilities. The essential difference between Alternative 3 and Alternative 2 is that the corridor is placed somewhat higher on the north slope of Bull Mountain in order to takebetter advantage of the topography, that the corridor is more closely aligned with SW 135th Avenue and that a connection to Bull Mountain Road is made through the newly developing k Shadow Hills and Hazel Tree subdivisions, DISCUSSION! The major purpose of the study was essentially to determine whether or not a new facility would be required to meet future ciruclation needs and, if so, what ; , /I should te level on the of service bei Basedresults of studies by, the Planning and Public Works Departments study team, and previous studies by Carl H. Buttke done in coejuncti on with the development of the NPO 3 Neighborhood Plan, there is a clear indication that a collector street would be required to serve local traffic. This con :lusion is Predicated on the anticipated development patterns in the study areas and the capacities of existing streets in both Washington ` County and the City of Tigard. Although a need for an additional local collector ' street can be demonstrate.d,no comparable need for a facility to serve regional traffic has been clearly established either forthe study area or other areas lying to the south or- west of' it at this tim . An investigation into local and regional ior►al transportation needsby were made' the CRAG' Division during the early phases of the study at the behest of the City of Tigard. Because it was found that regional transportation needs did not affect it directly, a decision was made to defer a study of the need for additional regional facilities until a much broader study of the whole urban and urbanizing area of Washington County could be Undertaken. A major constraint which had a s i g)l i f i cant influence on structuring the alternativesfor . was that the county has virtually 1y no means..: of providing i n g facilities needed in the studyarea from public funds. An analysis of develop- ment patterns made clearlyevdent that the options locating corridor atte p for at t ngsa torr�dots for a facility that could serve circulation requ i rements ,beyond those 1i i mi ted ,to providing access to individual prope7ties ,were rapidly' closing as more and mora' property was developed,. Consequently, a need was identified for a policy which would serve to guide future development and, at the same time, provide a means for aleviating the projected loca`il traffic problems. The options are l imi teii since the county has virtually no financial means to purchase the right-of"i4iay required for a new street prior to the development of the ro erty. Also, improvement of the ' existing street System would only have a limited effect on meeting the need and would genet ite problems in its own right. It is highly unlikely that the owners whose property would be directly,and perhaps adver ,ely,effected would willingly contribute to make them.'
