After .much consideration q we' feel that tttis proposal has mere negative than positive effects' for the entire Ash Avenue Neighborhood, if it becornes a reality. The Ash Avenue:. ,homes are riot set off far from the curb,, and there are rio sidewalks , much or the street. The neighborhood is tight - knit, with kids, dogs, people walking on and eople waikin on the street to get to schools, stores, and places in the vicinity. The attra:tion of ! such a relaxed neighborhood ° is b turned g bound to 6e lost if' the street is turn into a traffic collector. There would be more traffic, more noise, and there would be uncontrolled 'traffic that has little regard for the residential status of an area. i,tt '4 agreed that . planning roust take place for the city's future,' but respectful consideration need to be ;.given to existing neighborhoods. On the issue of connecting Wainut Place to Ash near Burnham, the NPO cannot` see how this can be done without huge costs to the city, and in fairness to the ^ e:risting church, businesses, and apartments such ' a plan was not consi,df,+red When these places were, built. The NPO thinks that pd ^operty owners have a ,right t.o expect continuity with the city in respect to 'land use. All the structures affected are not old, nor a hindrance to present -day Tigard. The city should demonstrate a vital need ' for such a roadway before imposing any street plan upon 'owners and businesses] and search hard for possible alternatives.. (PMSI), general partners and : managers of the Kings Choice apartment complex off of Highway 99W and SW Walnut Place in Tigard. The Kings Choice complex was purchased by PMSI in 1986 and includes 70 units. PMSI is committed to on- going,. ownership and management of the Kings Choice project. Given the age of the complex, individual waits are rented at below market rates and approximately 20% of the units are occupied by elderly tenants. In addition, 75% of the units are rented by residents earning less than $1500/month. PMSI wa not aware of the public; hearing before the Planning Commission on this amendment and consequently did not provide input at that level. We 4 proposed i a different objectives in this is attempting to balance .ever2 P understand that the City i p ' g proposed amendment to the Transportation Eienent of the Tigard Comprehensive rehensive Plan: Improve access to the downtown area; Minimize short - tra vel t rips and traffic im p acts on th e adjacent se gment of Highway 99 W; and Reduce the impacts of through traffic on existing neighborhoods while also improving traffic circu►! J ion. We also understand that the Ash Avenue eitension sion and Eirnhami/Tigard realignnent are both listed as capital construction projects in the recently completed Urban Renewal Plan and Report. According to Senior Planner. Liz Newton, the Urban Renewal Plan projects that the proposed roadways will be constructed with a funds, and roierty varier combination of General Obligation oonds, T Increment 10i E. 8th Street iahcoliver, WA 986E0 (206) 696-1338 Portland (508) 286-2485 FAX (206) 696 -93117 a w A 0 Mayor and City Counil City of Tigard July 10, 1989 Page 2 assessments. PMSI has had the opportunity to quickly review five alternative routes for the Ash Avenue extension )repared by the City Engineer. Each of the alternative routes severely impact the 'Line" gs Choice apartment complex and PMSI wants to be on record in oppositions to the amendment. Specific reasons for the opposition of PMSI are highlighted below. 1. Lots of any units will impact the viability of the entire project. Choice complex = •, The , Kings G complex includes 70 apartment units. The site is fully built -out. PMS owns and manages thousands of apartment units in the metropolitan area and has evidence that 70 units Is the absolute mini4nuni size required to support on -site management and operating efficiencies. Two of the alignment options, #3 and #4, would require the removal of existing units and would also result in segregation of the complex by a major roadway. Option #5 avoids the Kings Choice complex but has unacceptable impacts on established neighborhoods. Options #1 and #2 would impact a substantial number of units in the Kings Choice complex. It is the position of PMSI that any reduction of the project below the existing minimum threshhold of 70 units would compromise the economic viability of the project and would require full condemnation and acquisition of the entire site, not just the roan right -of -war 2. Negat.ve impact on affordable housing gtock. As noted, 20% of the 70 units complex are rented by residents over 50 year mts n this connp old, with many of them on fixed incomes. Because of the age of the complex, these " of ' units are rented at "below market" rates Maintenance ox this existing of tin stock affordable housing in proximity to commercial and social services should also be considered by the City Council in the evaluation of the proposed plan. amendment and balanced with objectives to improve tragic access to the downtown. 3. Funding mechanism for road construction. PMSI recognizes that the Tigard Transportation Plan is very conceptual and a detailed analysis of costs, impacts and funding follow designation of the . on the Plan Map.
