Sign -off from Gene Birchell regarding fire fighter access and hydrant location. 2. Location of permanent structure trash enclosure over south utility easements is not acceptable. Regarding Item No. 1: We have reviewed the plan with Gene Birchell and received his verbal approval several weeks ago, but await his formal written approval (which we sent for min to sign) that we requested at that time. We are continuing to contact Gene to obtain this letter. We understand that you are meeting with Gene on July 24 and have a copy of the letter for him to sign. If there is any questions that arise concerning this item, please contact Gary Alfson at (503) 221 -1131. Regarding Item No. 2: We understand that the trash enclosure as designed must either be moved off the easement or revised to not be a permanent structure. We further understand that the structure cannot be moved so that it would obstruct the 20' -0" access drive to the southeast corner of the building. Based on this, we request that you add such a notation to the permit set and issue the site permit with this condition. When the design is revised, we will forward it to you for your confirmation that it meets this condition. I will be on vacation on Friday, July 24 and the following week. Please contact Travis Throckmorton of our office during my absence for any other information you require. Thank you for your attention to this matter. Date: ` 1.1 x � Gene: The proposed development includes construction of a new, two story, sprinklered office building to replace an existing building being removed by the 000T Hwy 217 /1-5 construction project. The new building will be constructed on the same property as the AI existing building, therefore the existing access location and a majority of the existing A parking lot will remain. The construction of the proposed building is scheduled for construction this summer / fall In order to meet the 000T project schedule. Attached is the proposed site plan and water system for the new structure. This plan I believe conforms to the items discussed during our meeting at Tigard City Hall on Friday, April 17 1998. We are requesting your approval of this plan as an alternate to the UFC requirements in order to obtain approval from the City of Tigard. L Water Service The site is served from a 10 ", main in Sandburg Street. There are two existing fire hydrants on Sandburg Street. An additional hydrant is proposed for this site, based on the required fire flow for a 36,000 S.F., sprinkled. type VN building, and the 250 foot coverage regulation. Four hydrants would be required for this structure according to the UFC however, due to the coverage provided by the existing hydrants and their spacing, three have been proposed. Two hydrants exist on Sandburg and one new one is proposed. The new fire hydrant is located at the southeast corner of the site. The FOC is also proposed at this location. Attached is the TVFR Fire Flow worksheet and the fire flow test conducted by Interface Engineering. This shows that for the required fire flow of 2500gpm adequate pressure s and flow exists in the system. The existing 10" line has a static pressure of 71 psi and a residual pressure of 51 psi. Based on using a 8' pipe and 8' ODCV, and factoring in the drop of 8.5 feet to the proposed fire hydrant, the residual pressure at the fire hydrant will be 24psi. This decision was based on the facts contained in your April 27, 1998, letter. I clearly understand and staff concurs that the mitigating circumstances dealing with ODOT and the condemnation process resulted in a situation where you and your client could not meet our standard application procedure. As you know, our standard procedure requires sequential processing of applications. This requirement helps to minimize the redundant review of applications that caused ineffective use of staff time and the inability to properly coordinate projects internally. As I mentioned, the development schedule you are proposing is ambitious. I encourage you to meet with City staff (building, planning, engineering) to get a clear idea of the time involved to do a detailed review and to issue the various permits that will be involved with this project.
