AN ORDIANCE AMENDING SECTION 18.114.145 SIGNS, OF T TIGARD COMMUNITY
DEVELOPMENT CODE; AND DECLARING AN EMERGENCY. C42,11-

WHEREAS, the City of Tigard Community Development Code allows for exceptions

to the Sign Code (Chapter 18.114); and
WHEREAS, there are no clear standards currently in the Community Development
Code for approval or denial of Sign Code Exceptions; and
NOW THEREFORE
THE CITY OF TIGARD ORDAINS AS FOLLOWS:
Section 1 Section 18.11 .145 shall be added to the CommunityDevelopment

"18.114.145 Approval Criteria for Exceptions to the Sign Code
The Planning Commission shall apporve, approve with conditions or deny
a request for an exception to the sign code based on finding the at

hereby declared to exist, and this ordinance shall become
effective upon its passage by the Council and approval by the
Mayor.

policy to the City's Comprehensive: Plan requiring that lands annexed to
the city be given the city zoning designation which most closely
conforms to the existing county designation for the property. The
policy will be added as 10.1.3 in the Comprehensive Plan.

: SUBJECT: Sign Code Exception Approval Criteria
Recently, the Planning Commission has held several public hearings in which
the applicant requested exceptions to the Sign Code Standards. The CommissicW.
has commented that it has been difficult to reach decisions on these
applications because there are no clear and objective standards for sign code
exceptions. Staff agrees and is recommending the following approval criteria
for sign code exceptions.
18.114.165 Approval Criteria for Exceptions to the Sign Code
The Planning Comwission shall approve,; approve with conditions or deny a
request for an exception to the sign code based on finding that the
following criteria are satisfied:
