Lengthy discussion followed regarding the criteria being met. PUBLIC ''TESTIMONY Associate Planner Newton read Mrs °. Gloria' Johnson's and Commissioner Edin s opposing the Comprehensive Plan Amendment ' and nd Zone Change Gareth Ott, 9055 SW iEdgewood, opposed the Comprehensive Plan Amendment and Zone Change. He' showed a copy of the 1977, NPO #' 1 Plan and the now existing CBD zone. He urged the Planning Commission to support the currents I plan, which had already been through the public hearing process, and staff `'recommendation for denial. • Rob Blakely, representing Tigard Christian Church, opposed the application. He was concerned if the density was changed that apartments could be built if 'this applicant did not develop as he is ,proposing'. CROSS EXAMINATION AND REBUTTAL Commissioner Butler stated that he had been a member of NPO 1, two years ago and they had opposed ,phis application, however, they were overruled by the Planning commission, and City Council' l at that "time. Discussion followed regarding the history of the application. Mr. Sturgis stated that he had purchased the property conditioned on the approval of the Comprehensive Plan Amendment; which was approved. Also, since the property was in the Central Business District this Len application should be allowed. I recognized a coming need in their lives and others like them for a senior community environment, one where everything the senior needs is within close proximity, walking "distance,' a car becomes a non necessity. My Mother has Parkinsons Disease and can no longer drive. My Father was told by his doctor last week that with his heart condition, he should no,lon er driving. P0-4, the council and the Planning Commission that led to the approval of this project almost two years; agog. esult of those aprovals, I,now own this property The purchase As.,a r P � was contingent upon 'those approvals. I then, had ''a conditional use approval to build a' 76 unit project, a density of about 50 units per acre. The cities planning director then informed fine that he wanted the conditional use to be changed to AT 80 which would allow up to 80 units per acre. The existence of the senior recreation center is certainly an excellent first step in that direction. REFLECTIONS ON A RECENT MEETING WITH N.P.O. # #1 I attended N.P.O. #1 regularly scheduled meeting in which the senior residence project was #1 on their agenda. Those in attendance were, the chairman, one member and one prospective member. Concerns expressed were as follows CONCERN 1. ESTHETIC IMPACT Off' A. 3 STORY STURCTURE Response - I designed the building to nestle among the trees. Existing foliage is much taller than the proposed 29 feet structure and would 'screen it from'the street view. This structure r:the house that presently exists there, would be no taller than p y than the church next door Ito the no taller he south, and no taller, than the barn to the west. CONCERN ADDDITIONAL TRAFFIC GENERATED Response - Currently the traffic volume on this portion of Hall Blvd. is about. 8600 cats per day. iThe'presence of this facility would increase the current traffic volume by somethin g les s than 1 %, which would he imperceptable, to those residing in the area. Considering, allowed uses within this central. business district designation, this would. be, one of the most compatable uses, CONCERN 3. N.P, O. i#AS ALREADY MADE EI� IS REFLECTED IN THE COMPREHENSIVE PLAN . . Y SHOULD THEY CONS�DER ACIANGE Response - If this is a valid concern, then it makes a mockery of this whole process CONCERN 4, THIS PROPERTY IVAS TO SERVE AS BUFFER BETWEEN ,HIGH DENSITY TO THE NORTH AND LOW DENSITY TO THE SOUTH Response - The. church and the senior recreation to the south are already - in place and provide a natural open area buffer between high and low density. It would seen that .P.0• ill's concern here is misdirected at this project. Their concerns 'would have been better directed at those Who established the boundaries for the central business district. The, concept of low density within the relatively small central business district .seems contradictory. `�l SUMMATION The Tigard City Council and Planning Commission should support this project for the following reasons: I. It provides a continuation of the caring image demonstrated with the establishment of the senior recreation center. ▪ It is highly compatable with surrounding uses . It will meet a need in the community for senior citizens. . It was already approved once and the only thing that has changed is an arbitrary boundary that was established between high and low density. . To support your credibility with lending institutions and potential future developers of projects in Tigard. . It will P rovide additional tax base for needed community projects.
