Summary of testimony. 1. Ron Pommy testified for the City and summarized the staff report and recommendation. He recommended modification of conditions of approval in the staff report to require a 10-foot easement along the southeast boundary of the site for the storm sewer and to require widening of the flag pole for pmposed lot 6. 2, Chris Davies, from the City Engineering Department, testified about goads and drainage. EVALUATION OF REQUEST A. Compliance with Commuoit, Development Code. L The proposed lots comply with the use standards of the II-12 gone, because they will be used for single family detached dwelling units. The lots comply with the dimensional standards of the R-12 zone, because they each contain at least 3050. Therefore, the subdivision complies with Chapter 18.50. 2. The proposed subdivision complies with Swims, 18.88 although none of the 6 lots complies with the base design standard. The orientation of the lots is necessary to provide adequate adjustment is warran' : pursuant Section vide irate mess to streets. 18.88.E because compliance with the basic standard would reduce the permitted number of lots and substantially increase per unit costs of development. 3. The proposed subdivision complies with the density standards of Chapter 18.92, because the net developable area of the site divided by 12 units per acre equals 10.5 Tots, and only 6 lots are proposed. 4. The Proposed subdivision can comply ',vial Chaiptei 18.102,, because there no natural sight distance constraints at rid ilatersections, and the tietu ings Officer assumes frontage lot setbacks requirements will be adhered to. A sign at the entry to the subdivision could obstruct visibility. However, such a sign requires a permit from the City, and the Hearings Officer assumes the City will not issue such a permit will if it violates sight distance regulations. 5. The proposed subdivision generally complies with Chapter 18.108, because 5 of the 6 lots have adequate access to abutting public streets. Flag lot 6 as shown on the preliminary plan, however, has only a 20.25 -foot width driveway to SW John- an Street. f condition is warranted requiring the final plan to show a driveway Therefore, a 'noon width of 25 feet for lot 6.: 6.
