NORTH DAKOTA STREET (121st Avenue to Scholls Ferry Road) Background • A neighborhood meting was held on November 15, 1989, to discuss the temporary traffic islands on S.W. North Dakota Street and other neighborhood traffic ' 4 concerns. The comments and suggestions heard at the meeting have been considered both by City staff and by residents of the neighborhood. As a result, several things have happened in recent weeks and we felt a need to update those who attended the November meeting. e This report i8 intended to provide a brief update on the status of the various projects affecting the North Dakota Street neighborhood. Traffic Islands on North Dakota Street The primary purpose of the November meeting was to review the success of the temporary traffic islands. The islands were installed last June on North Dakota Street in tha Anton Park Subdivision. The islands were installed on a temporary trial basio, to see if the islands could reduce traffic volumes or traffic speeds on North Dakota Street. Data presented at the November meeting indicated that the islands have produced only limited reductions in traffic v speeds. How the islands affect traffic volumes is more difficult to judge due to the general growth of traffic volumes throughout the area, It appears that the islands have restricted southbound traffic volumes Somewhat during the evening peak traffid period. Otherwise, the iSlando do not appeax to have made much difference in the traffic volumes in Anton Park,, /n November, the Anton Park residents were suggesting that the islands should be removed. However, they have subsequently asked that the iSlands remain, at leaSt on a temporary basis. Therefore, for now tb,.a islands will be left .1.1 place. Signing on the ialandS will be revised to make the islands more visible to motorists. =posed Improvemlints on 124(t Avenue ImprOvements to 121st AVenge are scheduled for conStruotion during the summer of 1990. The project inCludes widening to provide left-turn lanes on 121st and construction of a Sidewalk along the eas t side of 121st. Street lighting and drainage Will also be• improved. The project extends from Springwood Drive to So'lheighta trive. Pagel 25 SW Hall Blvd,P.O.Box 23397,Ti Oregon 97223 ( W)639-4171 t e ' k \ A right-turn lane will be provided for westbound traffic on North Dakota Street at 121st, to encourage westbound motorists to turn north to Scholls Ferry Road. Electrical conduits will be placed under the pavement at the North Dakota/121st intersection to provide for a future traffic signal installation. As part of the project, a flashing warning beacon will be installed at the , • North Dakota/121st intersection. The beacon will flash red for the approaches with stop eigns and amber for the approaches without stop signs. North Dakota Street Closure The City Council has received a petition prom residents of Anton Park requeoting that the Council consider at least a temporary closure of North Dakota Street at the north boundary of Anton Park. The Council has also received letters in support of a closure and letters in opposition to a closure. No action has been taken to date. A hearing would be scheduled by the Council prior to any decision to close the street. Prior to any hearing, we will provide notice of the hearing, using the same mailing list used for this status report. Anyone can be added to this list by calling Diane Jelderka at 639-4171, extensi el 323. City Staff will continue to recommend against closure of North Dakota Street. We are concerned that a street closure would increase emergency vehicle reeeonse times and would increase traffic in adjoining neighborhoods. 121st/North Dakota Intersection II The 121st/North Dakota iatersection remains on a liet of Tigard intersections which Meet established warrants for installation of a traffic signal. This list will be presented to the Transportation Advisory Committee for . consideration when the recommend projects to be funded in Fiscal Year 1990-91. Signal installation would cost approximately $100,000. Each year the Committee considers a long list of street improvement needs. Due to limited funding, only a, few projects can be actually budgeted each year. A 4-way stop at the intersection has been considered as a temporary alternative to a traffic signal. Basel on the recommendations of a recent traffic study, the 4-way stop will not be installed currentler. It will, howeviee, be donOidered again upon completion of the 121st Avenue improvement proje e seheduled for this summer. Scholle Ferry Roed The State Highway Dividion con to work toward completion of design of improvements to Scholia retry Rood between Van= Creek and Murray Boulevard. The project is intended to relieve corigedtion and improve safety. Page 2 xtt /011 Currently, the State expects to begin construction in the fall of 1990. It appears that adequate funding will be available for the entire project this ' fall. City staff are attending monthly coordination meetings with the State design team, to assure that the concerns of Tigard residents are not forgotten.
