Dear Mr. Stephens,
This is a response to the letter I received from you on February 8, 1999. The inspector
who made the inspections denies he said that you were performing maintenance work
which did not require a permit. If you are able to produce witnesses to the effect, I am
sure the City of Tigard will and should drop all of the charges against you.
