However, an application needs to be submitted to the City requesting these credits. The application we approved on April 15, 1996 was in response to a credit request for only Pads A, B and C. - Enclosed is another credit request application for your use. You will need to tell us how you would like the remaining credit to be apportioned to the other pads. The only pad that is not eligible for credit is the Washington Federal Savings Bank. The reason for this is that the TIF was paid when the building permit was issued. Section IV(2Xd) of the TIF Procedures Manual states that no credit will be considered after issuance of a building permit or, if deferral was granted, issuance of an occupancy permit. Therefore, credit could be applied against the deferred TIF for the Les Schwab, Carl's Jr and Valvoline Instant Oil Change pads. Once you have completed the enclosed application and indicated how the credit is to be • apportioned, we will set up a Credit Voucher that will specify the amount of credit to be applied against those projects. This voucher will be on file in the Development Services Division and you will receive the original. You will need to make sure that a copy of the voucher is in the hands of the individual who will eventually come to the City and pay the TIF for these projects. Dear Mr. Rasak: This is to inform you that the City has approved a Traffic Impact Fee (TIF) Credit for the Tigard Promenade, specifically the improvements that were constructed on SW Royalty Parkway (109th Avenue) and the traffic signal at Royalty Parkway and Highway 99W. The total credit amount approved is $ 269,981, which will offset the calculated TIF for this project. • Your request for TIF credit asked the City to consider total street improvement costs of approximately $ 620,000, which included costs for improving Highway 99W along the frontage of the site. Briefly, we arrived at the TIF credit as follows: 1. Highway 99W.is not eligible for TIF credit. Therefore, the $ 216,306 allocated to 99W improvements was not considered. 2. Since 99W is not eligible, only 50% of the traffic signal cost is eligible, per Section IV.A(1)(c)(6) of the Traffic Impact Fee Procedures Manual. Therefore, the eligible cost of the signal is $ 81,689. 3. Private driveways are not eligible for credit per Section IV.A(1)(c)(3) of the Procedures Manual. 4. Based on #1 through #3 above, the remaining $ 313,478 of construction costs is eligible for credit.
