The following items listed are response to your specific plan review items that required additional information. RETAINING WALLS: 1. Please provide design and construction information of all retaining walls on site. OSSC 1806 Plan sheet A1.1 note T references sheet A2.2 detail 13, sheet A2.2 is not part of plan set submitted. Please provide sheet A2.2 and any other sheet that pertains to this plan review. Response: The plan sheet Al.! note T reference should state CMU Screen Wall, instead of Retaining wall. This wall is not intended or designed for retaining of any earth materials. I have attached (2) copies of Sheet A2.2 for reference, along with (2) copies of the structural calculations for the cmu screen wall. 2. Drainage for retaining walls shall be shown on the plans including the connection to an approved point of discharge . Indicating piping slope, size, material and backwater valves if required by code. OSSC Chapter 18. Response: As noted under the response above, the wall indicated on Sheet Al.l (note T) is not a retaining wall. There are not retaining walls proposed on this project. FIRE REVIEW: 3. Please complete the enclosed "TVF&R FIRE FLOW and HYDRANT WORKSHEET ". The allowable area permitted and the number of hydrants required will be based on the worksheet. OFC Appendix B & TVF&R #19. • Response: Per email correspondence dated January 2, 2007, the TVF &R Fire Flow and Hydrant Worksheet was already submitted as part of the Site Development review application and approved per John Dalby. An copy of John Dalby's email stating approval of the fire flow and hydrant worksheet was provided via email to you on January 2, 2007. 4. Provide locations of adjacent fire hydrants as required per OFC 508. Note: Fire hydrants - Commercial Buildings: Where a portion of the building is more than 400 feet from a hydrant on a fire apparatus access road, as measured in an approved route around the exterior of the building, on -site hydrants and mains shall be provided (OFC 508.5.1) Response: Per email correspondence dated January 2, 2007, a copy of a tax map indicating the locations of all existing fire hydrants within 400 -feet of the subject property/building was provided. This map was also provided to John Dalby (TVF &R) as part of the Site Development Review application. Tualatin Valley Fire & Rescue endorses this proposal predicated on the following criteria and conditions of approval: 1) REFLECTIVE HYDRANT MARKERS: Fire hydrant locations shall be identified by the installation of reflective markers. The markers shall be blue. They shall be located adjacent and to the side of the centerline of the access road way that the fire hydrant is located on. In case that there is no center line, then assume a centerline, and place the reflectors accordingly. (IFC 508.5.4) The new hydrant installation must include this feature. 2) ACCESS AND FIRE FIGHTING WATER SUPPLY DURING CONSTRUCTION: Approved fire apparatus access roadways and fire fighting water supplies shall be installed and operational prior to any combustible construction or storage of combustible materials on the site. (IFC 1410.1 & 1412.1) 3) KNOX BOX: A Knox Box for building access is required for this building. Please contact the Fire Marshal's Office for an order form and instructions regarding installation and placement. The submitted plans are approved subject to the following. EROSION 1. Erosion control measures shall be in place prior to excavation or grading. SPECIAL INSPECTION 2. Special inspection is required for engineered grading, excavation and fill. The special inspection agency shall furnish inspection reports to the Engineer of Record, the General contractor, and the City of Tigard Building Division (attn. Hap Watkins). FDC line /valves and fire sprinkler line shall be designed by NFPA 24 and NFPA 13. All piping shall be inspected prior to backfill. Piping shall be listed for fire protection service and shall comply with the standards in NFPA 24, Table 10.1.1 5. The fire service main shall be flushed thoroughly before connection to the system riser in order to remove foreign materials that might have entered the main during the course the installation. The flow rate shall not be less than the water demand rate of the system. NFPA 24, 10.10.2 6. Hydrostatic testing of the underground piping shall occur upon completion of work. The contractor's material and test certificate for underground piping shall be completed and signed. Copies shall be prepared for approving authorities, owners and contractor. NFPA 24,10.10.1 (All piping shall be inspected prior to backfill.) 7. conveniently attached to the inlets without interference from any nearby objects, including buildings, fences, posts, or other fire department connections. NFPA 14, 5.9.5.2 8. All piping and attached appurtenances subjected to system working pressure shall be hydrostatically tested at 200 psi (13.8 bar) or 50 psi (3.5 bar) in excess of the system working pressure, whichever is greater, and shall maintain that pressure without loss for 2 hours. Loss shall be determined by a drop in gauge pressure or visual leakage. The test pressure shall be read from a gauge located at the low elevation point of the system or portion being tested. NFPA 24, 10.10.2.2 9. The fire service main shall be minimum 36 inches below grade under driveways and 30 inches elsewhere. The depth shall be measured from the top of the pipe to finished grade. NFPA 24, 10.4 10. When pipe must be run under buildings, special precautions shall be taken, including the following • Arching the foundation walls over the pipe • Running the pipe in covered trenches • Providing valves to isolate sections of pipe under building. NFPA 13, 10.6 11. Thrust blocks shall be placed between undisturbed earth and the fitting to be restrained and shall be capable of such bearing to ensure adequate resistance to the thrust to be encountered. Wherever possible, thrust blocks shall be placed so that the joints are accessible for repair. NFPA 24, 10.8 12. Clearance shall be provided around all piping. The holes shall be sized 2 inches larger than the pipe for 1 -in nominal to 31/2 -in nominal and 4 -in larger than the pipe 4 -in nominal and larger. No clearance is required if flexible couplings are located within 1 ft of each side wall, floor, platform or foundation. NFPA 13, 9.3.4. 13. Each fire department connection to sprinkler systems shall be designated by a sign as follows: (1) The sign shall have raised or engraved letters at least 1 in. (25.4 mm) in height on a plate or fitting. (2) The sign shall indicate the service for which the connection is intended and shall read, for example as follows: NFPA 24, 5.9.5.3 AUTOSPKR • OPEN SPKR AND STANDPIPE 14. A sign at inlets shall indicate the pressure required to deliver the greatest system demand. NFPA 24, 5.9.5.4 15. Piping shall be listed for fire protection service and shall comply with the standards in Table 10.1.1 ACCESSIBILITY 16. Accessible walkways and routes shall not exceed a running slope of 1 unit vertical in 20 units horizontal (5% slope). Cross slopes shall not exceed 1 unit vertical in 50 units horizontal (2% slope). 1103 OSSC 17. Accessible parking spaces and access aisles shall be located on a surface with a slope not to exceed 1 unit vertical in 50 units horizontal in all directions. 1104.4.3 OSSC 18. The accessible parking sign is required to be 84 inches to the bottom of the sign. Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be maintained on the jobsite. The plans shall be available to the Building Division inspectors throughout all phases of construction. 106.4.2 OSSC • Premises Identification: Approved numbers or addresses shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property. If there have been any recent changes in the plan, a PDF copy must be submitted for approval by this office. The Tigard Building Department will be reviewing all building plans including the automatic sprinkler system. The fire district has no authority to approve or deny the construction of the building or the installation of any fire protection systems. You can obtain the application for the required KNOX box by calling 503 - 356 -4700. The Building Survey form is building information we require for our computer database. It can be downloaded from our web site at www.tvfr.com. Click on "Departments" and scroll down to and click on "Fire Prevention? (13900 SW Pacific Highway). We received the city's SDR notice of decision report and we are also wanting to submit for bldg. permit very soon, and I have a couple of questions for you. Also the fire sprinkler system for inside the building will be a bidder design system. This design /work has not been awarded to a Oregon Fire Sprinkler contractor yet. What is this survey? Is it a form, I need to fill - out? If so, how do I get a copy? We will be submitting as part of the bldg. permit documents a Fire, Life & Safety floor plan as well as a Fire, Life & Safety Site plan (On the site development plan).
