The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004
edition, Oregon Fire Code 2004 edition; and NFPA 13. The submitted plans are approved subject to
the following.
HYDROSTATIC TESTING
Hydrostatic testing of the system shall occur at sprinkler final. The contractor's material and test
certificate required by NFPA 13, 16.1 shall be completed and signed by both the installer and
building owner.
1. All piping and attached appurtenances subjected to system working pressure shall be
hydrostatically tested at 200 psi (13.8 bar) and shall maintain that pressure without loss for 2
hours. Loss shall be determined by a drop in gauge pressure or visual leakage. The test
pressure shall be read from a gauge located at the low elevation point of the system or portion
being tested. Section 16.2.1
2. Water flow alarm apparatus shall be listed for the service and so constructed and installed that
any flow of water from a sprinkler system equal to or greater than that from a single automatic
sprinkler of the smallest orifice size installed on the system will result in an audible alarm on
the premises within 5 minutes after such flow begins and until such flow stops. Section 6.9.1
3. All valves controlling the water supply for automatic sprinkler systems, pumps, tanks, water
levels and temperatures, critical air pressures and water -flow switches on all sprinkler systems
shall be electrically supervised.. OSSC 903.4 - NFPA 72

4. Provisions shall be made to properly drain all parts of the system. Drains shall discharge
either to the outside or to a drain connection. Section 8.15.2
5. Each fire department connection to sprinkler systems shall be designated by a sign having
raised or engraved letters at least 1 in. (25.4 mm) in height on plate or fitting reading service
design. If the FDC is remote, it shall be signed with the address served. Section 8.16.2.4.7
6. A hydraulic calc plate shall be affixed to the sprinkler riser.
PIPING CLEARANCE:
7. Where pipe passes through holes in platforms, foundations, walls, or floors, the holes shall be
sized such that the diameter of the holes is 2 in. (50 mm) larger than the pipe for 1 in. (25
mm) nominal to 31/2 in. (89 mm) nominal and.4 in. (100 mm) larger than the pipe for pipe 4
in. (100 mm) nominal and larger. Clearance from structural members not penetrated or used,
collectively or independently, to support the piping shall be at least 2 in. (51 mm).
Section 9.3.4
8. Where clearance is provided by a pipe sleeve, a nominal diameter 2 in. (51 mm) larger than the
nominal diameter of the pipe is acceptable for pipe sizes 1 in. (25.4 mm) through 31/2 in. (89
mm), and the clearance provided by a pipe sleeve of nominal diameter 4 in. (102 mm) larger
than the nominal diameter of the pipe is acceptable for pipe sizes 4 in. (102 mm) and larger.
Section 9.3.4.3
9. No clearance is necessary for piping passing through gypsum board or equally frangible
construction that is not required to have a fire resistance rating. Section 9.3.4.4
• 10. No clearance is necessary if flexible couplings are located within 1 ft (0.31 m) of each side of
a wall, floor, platform, or foundation. Section 9.3.4.5
SWAY BRACING:
11. The system piping shall be braced to resist both lateral and longitudinal horizontal seismic
loads and to prevent vertical motion resulting from seismic loads. The structural components
to which bracing is attached shall be determined to be capable of carrying the added applied
seismic loads. Sway braces shall be designed to withstand forces in tension and compression.
Bracing shall be attached directly to feed and cross mains. Section 9.3.5 - 9.3.5.8
BRACING:
12. For feed and cross mains, longitudinal sway bracing shall be spaced a maximum of 80 ft.
Lateral sway bracing shall be spaced a maximum of 40 ft. A length of pipe shall not be
• braced to sections of the building that will move differentially. Section 9.3.5 - 9.3.5.8
13. The unsupported length between the end sprinkler and the last hanger on the line shall not be
greater than 36 inches for 1" pipe, 48inches for 1 1/4" pipe and 60 inches for 1 ' /2" pipe. —
pressures greater than 100psi 12" for steel pipe 6" for copper tubing. Section 9.2.3.5
RESTRAINT OF BRANCH LINES:
14. Wire used for restraint shall be located within 2 ft (610 mm) of a hanger. The hanger closest
to a wire restraint shall be of a type that resists upward movement of a branch line. The end
sprinkler on a line shall be restrained against excessive vertical and lateral movement.
Where upward or lateral movement would result in an impact against the building structure,
equipment, or finish materials, branch lines shall be restrained at intervals not exceeding 30 ft.
Section 9.3.6
SPARE SPRINKLLERS: -
15. The stock of spare sprinklers shall include all types and ratings installed and shall be as
follows: a. For systems having less than 300 sprinklers, not fewer than sprinklers, b. For
systems with 300 to 1000 sprinklers, not fewer than 12 sprinklers, c. For systems with over
1000 sprinklers, not fewer than 24 sprinklers. Section 6.2.9
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be
maintained on the jobsite. The plans shall be available to the Building Division inspectors
throughout all phases of construction. 106.3.1 OSSC

tracking and processing the documents.

1. The main exterior door or doors are permitted to be equipped with key - operated locking
devices from the egress side provided:

2. Exits and exit access doors shall be marked by an approved exit sign readily visible from any
direction of egress travel. Access to exits shall be marked by readily visible exit signs in
cases where the exit or.the path of egress travel is not immediately visible to the. occupants.
Exit sign placement shall be such that no point in an exit access corridor is more than 100
feet or the listed viewing distance for the sign, whichever is less, from the nearest visible exit

4. All exit doors shall be openable from the inside without the use of a key or any special
knowledge or effort. 1008.1.8 OSSC
5. Exit signs shall be illuminated at all times and shall be provided with a second source of
power that will provide 1 '/:hours of illumination in case of primary power loss.. 1006.3
OSSC FYI Additional exit signs may be required by the city field inspector to clearly
indicate the path of egress.

6. The means of egress shall be provided with illumination of not less than 1 foot candle at the
floor level anytime the building is occupied. The means of egress illumination shall be
provided with a second source of power in case of primary power loss. 1006.2 OSSC
7. Deferred submittals such as Fire Alarm, Fire Sprinkler, Truss Joist Shop Drawings, etc,
will be charged a deferred submittal fee based on the valuation of the portion of the work
being deferred. The minimum fee shall be $200.00. Deferred Items:
a. None Listed
8. Safety glazing including but not limited to: the following locations: Each unit of glazing
shall be permanently identified by the manufacturer. 2406 OSSC. Some of these locations
are as follows:
a. Glazing in ingress and means of egress doors.
b. Glazing in an individual fixed or operable panel adjacent to a door where the nearest
vertical edge is within a 24" arc of the door in a closed position and whose bottom
edge is less than 60" above the floor or walking surface except when there is an
intervening wall or other permanent barrier between the door and the glazing.
9. American with Disabilities Act (ADA): It shall be the responsibility of the Architect,
Engineer, Designer, Contractor, Owner and Lessee to research the applicability of the ADA
requirements for the structure. The City of Tigard reviews the plans and inspects the
structure only for compliance with Chapter 11 of the OSSC, which may not include all of the
requirements of the ADA.
Approved Plans: 1 set of approved plans, bearing the City of Tigard approval stamp, shall be
maintained on the jobsite. The plans shall be available to the Building Division inspectors
throughout all phases of construction. 106.3.1 OSSC
Certificate of Occupancy: No building or structure shall be used or occupied until the Building
Official has issued a certificate of occupancy 110.1 OSSC
Premises Identification: Approved numbers or addresses shall be provided for all new buildings
in such a position as to be plainly visible and legible from the street or road fronting the property.

required in order to complete the review.
1. Sheet A001 shows calculation for area as being construction V -B, 4 story - 12,500 sqft. OSSC
Table 503 shows construction V -B, 1 story-9000 sqft. Provide information showing building
meets OSSC Table 503.
2. Provide information showing the incidental use area (storage room) separation is capable of
resisting the passage of smoke as required per OSSC 302.1.1.1.
3. There are three (3) exits required from this building (per OSSC 1014) the third exit is shown
going through the storage room this is not allowed per OSSC 1013.2. Provide a discernible
path of egress travel to required third exit.
4. Provide information showing that third exit will lead directly to the exit discharge or the public
way as required by OSSC 1017.2.2

Dear Carol:
This letter is a follow -up to our recent conversation regarding outstanding permits with
either no inspection, or no final inspection:
ELR95 -0112, ELR97 -0036, BUP97 -0091, PLM97 -0119, BUP96 -0195, PLM97 -0850,
MEC97 -0463, MEC97 -0273, ELC97 -0526.
The enclosed information shows the type of work the permit is for, who the contractor is
and a list of required inspections.
To arrange inspections, please call the 24-hour Inspection Recorder at 639 -4175.
Inspection requests must be received prior to 7:00 p.m. if needed for the following day.
As we discussed, these are old permits, and special arrangements need to be made for the
contractor and the inspector to meet at the site. When inspection requests are called in
please request the inspector to call the contractor and arrange a meeting time/date.
For your information, there will be more than one inspector going to the site since the
permits are relating to electrical, mechanical, plumbing and structural. Because the
inspector(s) have to meet contractors at the site, it would be easier if each space is
inspected on a separate day. Please keep this in mind when making arrangements for
inspections.
