I have attached "additional" submittal documents requested as per your letter:
ENERGY COMPLIANCE: Energy Compliance forms 5a through 5c, Oregon Non - Residential
Energy Code.
ACCESSIBILITY: Paragraph(s), A, 1, C, & E were all taken into consideration the original
plans submitted. Paragraph D — I have attached sectional drawing of the front check counter
which reaffirms ADA access.
25% RULE — This tenant has met every requirement requested in this plan review letter..
except documenting $5,700 in barrier removal. He has responded to your requirements
for fire and life, your requirements for structural and seismic. He has done so at
additional "out of pocket" expense, in excess of $7,000. His original plans called for
removal of every physical interior barrier within the tenant space. In consideration of the
tenants additional construction costs as a result of the dual occupancy... it would seem
almost unfair to impose additional expenses on this tenant to step outside and make him
correct ADA issues that the landlord should pay for. To make this tenant spend an
additional $5,700 will cause a severe hardship on this Tigard business man. Please
consider all of this before enforcing this rule. This rule is interrupted differently in all
municipalities... no one I know has taken such a harsh approach as Tigard.
FIRE AND LIFE SAFETY: Paragraph 1 & 2: We have extended the frame above the grid to
the roof deck. The frame will get sheetrock to insure a one hour separation between the retail
space in front and the shop space in the rear. It includes the area next to the adjoining tenant
space and the restroom. All doors were up graded to one hour doors, frames and hardware. An
additional door was added to the computer room to insure the one hour integrity to the wall. Fire
extinguishers will be provided by the tenant and installed by the general contractor. All will
hang from the wall... none will penetrate the walls.
Storage Racks — I have attached the engineering for attachment of all wall hung and free
standing storage racks noted in the plans or known to me.

STRUCTURAL: I have attached the City pf •
Portland engineering requirements for suspended
acoustical ceiling systems. The existing ceiling grid will be brought up to their requirements
which are equal or exceed OSSC, Section 1630.2.
HVAC: We are not adding additional units on the roof. The existing distribution system inside
the tenant space will be reconfigured to accommodate the new room configuration.
FIRE STOPS: This tenant space is approximately 1,800 square feet. Fire draft stops are
currently noted in the building.
MECHANICAL: Anctil Heating & Cooling is the mechanical contractor. They will pull the
permit with drawings.

Submittal documents for the above referenced project have been reviewed for
conformance with the applicable 1996 Oregon Specialty Codes and other applicable
codes and standards. The following comments are noted:
ENERGY COMPLIANCE
1 Submit Completed Energy Compliance Forms 5a through 5c, Oregon
Non- Residential Energy Code.
ACCESSIBILITY
1. Required by TI Permit - Not to be included in the 25% rule.
A. All required exits shall be constructed providing accessible means of
egress in the same number as required for exits required by OSSC,
Chapter 10, Table 1 -A for persons with disabilities.
B. All doors with controls and hardware shall be of the type providing
accessibility to persons with disabilities [OSSC, Section 1109.3].
Hardware on doors shall be lever or other shape not requiring tight
grasping, pinching or twisting to operate. Controls shall require a force
no greater than 5 pounds -force to activate [OSSC, Section 1109.3].
C. Doors accessible for persons with disabilities shall have an 18" wide
maneuvering space adjacent to the latch side of the door [OSSC, Section
1109.9.3, Table 11 E].
D. A portion of the customer counter shall be accessible to persons with
disabilities. Provide an accessible area not less than 36" wide and not
more than 36" above finished floor [OSSC, Section 1109.23.2]. Provide a
cross - section of the counter in the revised plans.
E. The environmental control (thermostat) and lighting controls shall not be
located more than 54" above finished floor for accessible side reach
approach or 44" for forward approach [OSSC, Section 1109.2.3.6].

2. Required by ORS 447.241:
An amount equal to 25% of the alteration cost shall be budgeted for
•
+ removal of architectural barriers within the site and tenant space [ORS
447.241].
i. Barrier removal is determined in accordance with OSSC, Section
111.3, ORS 447.241 (4).
ii. The barrier removal plan shall include exterior improvements.
a) Complete and return the enclosed form with your response
to the items in the plan review letter.
I FIRE AND UFE SAFETY
1. Provide fire stops at all openings at the ceiling assembly, OSSC, Section 708.
2. The work area/office shall be separated from the retail portion by one -hour fire
resistive construction, to include that portion of the wall along the existing tenant
demising wall, east towards the restroom wall, south along restroom wall, then
east to the outside wall. The separation shall be from floor to the underside of
the roof, or approved alternate. OSSC, Table 3B. Doors penetrating this
separation shall have a fire resistive rating of one to include a one -hour closer.
OSSC, Section 302.3 -4.
3. Provide Type 2 -A fire extinguishers throughout so that the travel distance to an
extinguisher does not exceed 75 feet [UFC Std. 10 -1 3.2.1].
4. All cabinets recessed into fire -rated wall assemblies, such as for portable fire -
extinguishers, shall be fire - blocked at the top and bottom and have an additional
layer of 5/8° GWB, Type X, between the back of the cabinet and the opposing
GWB. Provide a detail in the revised plans.
5. All rack storage shall be anchored to resist lateral seismic force. Provide a
design for attachment, prepared by an engineer or architect licensed in the State
of Oregon, using the formula set forth in the Oregon Structural Specialty Code
[OSSC, Section 1630.2].
STRUCTURAL 1
1. Suspended acoustical ceiling systems shall comply with the following:
A. Be anchored to resist lateral seismic forces [OSSC, Section 1630.2 and
Table 16 -0]. Provide suspension wires not smaller than No. 12 gauge
spaced at 4" 0 /C, perimeter wires on terminal ends of cross and main
runners at a maximum of 8" from each wall, four No. 12 gauge wires

splayed 90 degrees from each other at an angle not exceeding 45
degrees from the plane of the ceiling with a strut centered and extending
to the structural members supporting the floor or roof above and spaced
12" on center in both directions starting 6' from each wall, and
B. All lighting fixtures weighing less than 56 lbs, shall be positively attached
to the suspended ceiling system [UBC Std., Section 25.213], and
C. #12 gauge wires shall be attached to the grid members within 3" of each
corner of the fixtures, and
D. Lighting fixtures shall have two No. 12 slack wires connected from the
fixture to the structure above, and
E. Ceiling- mounted air terminals or services weighing less than 20 lbs. shall
be positively attached to ceiling runners.
i.
Provide details in the revised plans.
2. The attachment of permanent equipment (HVAC) supported by the building's
structural components shall be designed to resist the total design seismic forces
prescribed in Section 1603.2 of the Structural Specialty Code.
A. Provide an engineer's design specifying attachment requirements
[OSSC, Section 106.3.2 and OMSC, Section 304.4].
3. A draft stop shall be provided in the attic so that the dimension between the draft
stops does not exceed 60' and/or 3,000 sq. ft. [OSSC, Section 708.3.1.2.2].
EXCEPTION: When the entire building is protected by an approved automatic
sprinkler system the area between drafts stops shall not exceed 9,000 square
feet and the greatest horizontal dimension shall not exceed 100 feet [OSSC,
Section 708.3.1.2.2].
