All power supplies shall be installed in conformity with NFPA 70. DETECTORS — NFPA 72 — 5.4, 5.5.2.4 (acceptance testing, annual testing & ongoing maintenance) 10. Detectors shall be installed in a manner that provides accessibility for periodic maintenance. 11. Detectors shall be supported independently of their attachment to the circuit conductors. 12. Detectors shall not be recessed into the mounting surface unless tested & listed for that assembly. 13. The location of all detectors in air duct systems shall be permanently and clearly identified and recorded. 14. Detectors shall be mounted in accordance with the manufacturer's instructions and shall be accessible for cleaning in accordance with NFPA 90A. MANUAL ALARM — NFPA 5.12.4 15. You have requested to modify the use of the site from office /warehouse to religious institution. The modification involves renovating the interior of the existing structure. No exterior changes are proposed. The proposed use (religious institution) is permitted in the MUE -2 zone. The submitted site plan reflects the current and proposed conditions. Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter states: "Any modification which is not within the description of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential development. 2. A change in the ratio or number of different types of dwelling units. The proposal does not involve residential development. 3. A change that requires additional on -site parking in accordance with Chapter 18.765. The parking requirement for religious institutions is 1.0 per 3 assembly seats. The assembly area will have 750 seats, requiring 188 parking stalls. The site itself includes 139 parking stalls; however the of a g � e site is part larger office park (Scholls Business Center) that provides a total of 1,267 parking stalls, which are not assigned to specific tenants or buildings. Section 18.765.030.0 states that owners of two or more uses, structures or parcels of land may agree to utilize jointly the same parking and loading spaces when the peak nouns of operation do not overlay, subject to the conditions of 18.765.030.0.1 through 3. Users of Building T (at 10500 SW Nimbus Avenue) may use any parking area in the Scholls Business Center. Building R, located directly north of Building T, provides over 100 parking stalls. In addition, church operating hours are 7 pm to 10 pm, Wednesday and Friday, and Saturday morning. In contrast, the majority of the office park tenants operate during regular weekday business hours. Therefore, the proposed modification does not require additional on -site parking. 4. A change in the type of commercial or industrial structure(s) as defined by the Uniform Building Code. The existing building is classified as a Type III -B construction and will remain Type III -B after the proposed intenor renovations. Therefore, there is no change in the type of commercial or industrial structure as defined by the Uniform Building Code. 5. An increase in the height of the building(s) by more than 20 percent. A change in the type and location of accessways and parking areas where off -site traffic would be affected. The proposal does not include changes to the access points, driveway aisles, or location of parking. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. The former use (office /warehouse) generated an average of 406 vehicle trips per day to and from the site. The proposed use (religious institution) generates an average of 390 vehicle trips per day. Therefore, no increase in vehicular traffic to and from the site is expected. 8. An increase in the floor areas proposed for a non - residential use by more than ten percent excluding expansions under 5,000 square feet. The applicant does not propose to increase floor area. 9. A reduction in the area reserved for common open space and /or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. The proposal does not include changes to common or usable open space. 10. A reduction of project amenities (recreational facilities, screening; and /or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. The proposal does not include a reduction of any project amenities. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above this subsection.
