I. Call to Order and Roll Call

I.I. Mayor Dirksen administered the Oath of Office to Councilors fors Henderson and Wilson.
111. Goal Setting Discussion
Council discussed process and identified that theywould focus on a few goals within one-year and five-year
timeframes as well as identifying long-term goals. Items that need to be done for this next year but not large
enough to be considered a goal would be listed as tasks. These lists are attached to this set of minutes. (City

Discussion items included the following:
• Go plehensive Plan—Implementing elements of the updated Comprehensive Plan should be included as
both a one-year and a multi-year goal.
• Council reviewed upcoming tasks to be accomplished regarding the Urban/Rur-al Reserves process and City
of Tigard aspirations for these areas over the next 50 years. Council members discussed the importance of
allowing time and opportunity for public input;this should be discussed by Council in March.or.April.
• Throughout the goal-setting meeting,Council referred to the board and cornnnittee suggestions for City
Council goals.
• Council identified the following as high priorities:review of the Tree Cade,projects for the Downtown,and
preparing for a bond measure for Parks,Open Spaces,and Trails in 2010.
r The goal to alleviate traffic congestion will be carried forward. 99W discussions included a big picture
perspective noting the corridor is more than just right-of-way: The corridor could evolve to accommodate
desirable co-existence of commercial and.residential uses.

• C c:uuncil discussed developing specifies for the 2010 band measure for Parks and.Open Spaces;including
reviewing remaining open spaces in Tigard and on Bull Mountain. Thea was also discussion on how to
determine the dollar amount needed for a bond measure;what projects are feasible and how to tape
advantage of opportunities when theyarise. The bond measure could be placed on either the Mayor the
November 2010 ballot.
Council members reached consensus to review the solid waste franchise agreement for changes. Of
concern, was the need for consumer protections/options when experiencing service delivery problems with
a hauler.
Council discussed the recent presentation of the Public Facilities Plan. The Mayor and Councilors talked
about how they want to accommodate the needs for downtown development with compatible uses at City
owned facilities;i.e.,move vehicle maintenance and fleet storage out of the downtown. A preference was
noted for Police Department administrative offices to remain at the City Hall site. City Council members
agreed they would life to inview and discuss the Public Facilities Plait again.
Meeting recessed at 2:10 p.m.and reconvened at 2:25 p.m
• Council discussed what the City couuld do to take advantage of future potential economic stimulus
opportunities. One suggestion was to be prepared with projects that could be submitted within a short
timefimne if there is an opportunity ity for funding. There was'a concern about projects that are brought up to
-a point where they could go forward,but then are not chosen for funding.
• Financial challenges are impending;a long-term financial strategy must remain as one of the goals. The
State Legislature will be working on government financial issues (revenue committees). Single-source
funding is one of the issues to be studied;discussed the value of a"three-legged sterol" approach for stable
funding.
• Additional items to be done or worked on (tasks) included:
o A model of proposed downtown plaza would help when elected officials or staff members explain
what could be built in the downtown.
o Consider an award for goad citizenship at the Chamber of C oniuerce Shining Stars Banquet.
o Evaluate the effectiveness of Fifth Tuesday meetings;consider other options. One idea was to hold
one of the Fifth Tuesday meetings at Tigard"gh School at a time when students could participate.
o Hold a contest for naming the house purchased from the Shaltz's.
o Hold a photo contest(with prizes or cash awards) and do what is necessary to have permission to
use these photos for Tigard projects: Find out how to post selected photos to"Google Earth."
• Joint meetings scheduled with Tigard-Tualatin School District and the City of Tualatin. Approach the City
of Beaverton regarding a joint City Council meeting;Mayor Dirksen will send a letter.
• Staff will compile the goal lists for City Council consideration at its January 13,2009,City Council meeting.
• The list of goals will be provided to Tigard's state legislators who indicated this was helpful in the past.
