• Councilor Nick Wilson talked about his prior setz-ice on the Cittil Council noting
that he was elected to scive a one-year term for the position left vacant upon the
resignation of Councilor Harding.

He cited die major goals he would like to address, which included reducing traffic
congestion in the City and continuing die work begun for Tigard's downtown..
Mayor Dirksen welcomed Councilor Wilson and noted his appreciation his
willingness to continue to scive on die City Council and said he looked forxvard to
the coining year.

• Tigard High School Student Envoy Megan Foltz presented a report on die
activities of students at Tigard High. A sumtnaiy of her report is on file in the
City Recorder's office.

• Mayor Dirksen delivered the 2008 State of die City Address. A copy of his remarks

Several Tigard High School students were in the audience. Couulcilor Buchner
welcomed die students and noted diat current information about City activities can be
found in the Cityscape that is mailed to all Tigard households each month. In response
to a question from Councilor Bueliner, one student reported he wound like to see better
placement of crosswalks across Durham Road at the High school; i.e., near the
auditoritun. He advised the crosswalks are not near to [Hain entrances to die high
school.

2007 Tigard State of the City
As 2007 ends and 2008 begins, it is both appropriate and necessary that we
look at what we have accomplished in the past year, what is ahead in the
coming year, and how the City fares in general.
1 don't consider myself an overly optimistic person. I believe you have to view
the world as it is, clearly and objectively, and face the issues that need
improvement. Then, and only then, can you perceive the path that must be
followed to make your world a better place. Past, present, and future —you
must know where you've been in order to know where you are, and know
where you are in order to know where you are going.
That being said, I find my self at the beginning of the New Year with really only
good news to tell you. Tigard is a great place to live, and as time goes by it will
only get better and better.
Council's goals last year included: 1) Update the city's Comprehensive Plan, 2)
Continue the Revitalization of our historic Downtown, 3) Find funding to correct
traffic problems in the City, and 4) Improve the involvement process of Tigard
citizens.
The Comp. Plan project is on track and scheduled to be completed this year.
When it's done and implemented into our Municipal Code, this document will
make the face of the City better reflect the style and attitude of Tigard
residents, and make development in Tigard and City operations in general
much more environmentally friendly. I'd like to take this opportunity to publicly
commend the staff and many private citizens who sat on the various Policy
Interest Teams for the quality of their work and thank them for their service.
The downtown plan is moving forward in an aggressive way. We have a new
master plan for Fanno Creek Park in hand, and street improvement projects for
Burnham Street and South Main Street funded. Burnham Street construction
will begin this summer. Main Street is in design and will be built starting in
2010. The Commuter Rail station between Main and Hall Blvd. is under
construction, and the whole line is on schedule, with trains scheduled to begin
running between Beaverton and Wilsonville in September.
Our 99W congestion study in partnership with the State of Oregon is almost
complete; enough so the needed improvements have been identified. Work
has already started on the recommended improvements to the intersection of
Pacific Hwy. and Hall Blvd, and thanks to our new temporary gas tax we have
also begun the design for the needed modifications to the intersection at
Greenburg Road. When these two upgrades are made, which will happen
within the next two years, they will go a long way toward clearing up the traffic
bottleneck we've all endured through the center of town. Other smaller
improvements, including some changes to development standards to
surrounding property, will be continuing in the future as funding and opportunity
arise.
Communication between the City of Tigard and its citizens is good, but we
knew it could be better. In 2007 the City began its new citizen involvement
program, the City Active Neighborhood Network. The city is organized into
thirteen different neighborhoods, roughly based around their local grade school
or some other appropriate identifier. Each active neighborhood group has its
own web page, and is designed to be a conduit for information between the
neighborhood and the city, and between the residents of the neighborhood as
well. With this new program, and utilizing the Cityscape newsletter, and with
the input of well over 100 citizen members on various boards and
commissions, your city government is kept on track devoting its time and
resources to the things Tigard residents feel are most important. The results of
a scientific Community Attitudes survey completed just last month show that
residents agree that the City is doing the right things, and doing them well.
This survey and every recent survey the city has done have told us that more
parks and open space is a high priority for residents, and we're delivering. In
the past two years the City has added over 18 acres of new parks, including
open space in our most park-deficient area. As you may know, a large portion
of Bull Mountain is within the city limits of Tigard. Councilor Wilson and
Councilor Buehner both live in this area. As development exploded across the
mountain in the 80s and 90s there was little or no opportunity to develop parks
because the land was outside the city until after the building was done. But
over the last several years the City has been quietly buying up undeveloped
property near the top of the mountain, until today we have assembled over
thirty acres of meadow, forest and ravine, all within Tigard city limits. Once we
have created public access points, Cache Creek Nature Park will be available
for the enjoyment of Tigard residents and will be Tigard's second largest park
after Cook Park. While most of this park will remain in its natural state, over
time some limited uses will be developed such as hiking trails, picnic areas and
children's play areas. In the coming year you'll also see a new park we're going
to place on top of a buried water reservoir we're building across the street from
Alberta Rider Elementary School, and we are almost doubling the size of Jack
Park with direct access from Walnut St., where there will also be a new fire
station which will include a community room overlooking the park. The City is
currently negotiating the purchase of another 5 acres for active parks and
another 28 acres for preserved open space, and we expect these transactions
will be completed in 2008 or 2009.
There are other things the city is doing that I could talk about—the additional
park purchases we've made just within the last month, the Commercial Crimes
Unit our police department has begun, the Jim Griffith Memorial Skate Park
that opened in November- I could go on and on. But I've learned that for both
the speaker and the listener, the best part of a speech is the end. So just let
me encourage you to visit the city's website at www.tigard-or.gov to learn more
about these and other things happening in the City.
The best news of all is that we are doing all these things and all the other
things a city needs to do, without going broke. Not only are we staying within
budget, as always, but last year, in fact the last few years, we have actually
added to our ending fund balance — essentially puffing money in our savings
account. This means that the City of Tigard is living within its means and we're
building up reserves to be able to pay for things important to the community
like new parks and open spaces, downtown improvements and major
equipment needs to provide quality services.
Washington County and the Portland area is going to continue to grow, and
Tigard is going to grow along with it. While we're not going to be going back to
our semi-rural roots, as we grow we can make sure we preserve and create
the kind of community amenities that will retain and enhance our quality of life.
I look forward to this coming year as never before, and I also look forward to
working with all of you to continue to make Tigard "a place to call home".
