WORKSHOP MEETING 1.1 Call to Order - City Council — 6 p.m. 1.2 Roll Call: Mayor Griffith, Councilors Dirksen, Moore, Sherwood 8t Wilson 1.3 Pledge of Allegiance 1 .4 Council Communications & Liaison Reports: None 1.5 Call to Council and Staff for Non Agenda Items: �- Review Administrative Items with City Manager (Item No. 8) POLICE DEPARTMENT HOLDING FACILITIES TOUR Chief Bill Dickinson and Lt. Rick Rhodes led the Mayor and Council on a tour of the holding facility in the police department. The facility had not been inspected by the governing authority for the City of Tigard. While there is no regulatory requirement to do such an inspection, the state inspector suggested that a tour and inspection be conducted on an annual basis by the City Council. This portion of the meeting convened at 6:40 p.m. 3. INSURANCE PROCUREMENT UPDATE The City of Tigard uses the services of an Insurance Agent of Record to purchase property/casualty and workers' compensation insurance coverage each year. The Insurance Industry continues to be experiencing a "hard market" condition which results in increasing cost for coverage and decreasing the provider options. This has been the case for Tigard this year. A verbal report was presented by Risk Manager Loreen Mills to update the Council about this process, the resulting coverage decisions, and ongoing market negotiations. During this discussion, Council gave direction to staff on the small white house that burned down (located adjacent to the new Library property): proceed with demolishing the house, talk to the State about retaining the access from this property to Hall Boulevard, explore placing an open, covered structure on the site and include a small parking lot. 4. PROPOSED AMENDMENTS TO NEIGHBORHOOD SEWER REIMBURSEMENT DISTRICT PROGRAM Tigard City Council Meeting Minutes - September 16, 2003 Page 1 City Engineer Gus Duenas presented this report to the Council. To make the program more equitable and to encourage early connections additional incentives were proposed in a draft resolution. The final resolution draft will be submitted to Council to consider at its October 14, 2003, Council meeting. 5. INDONESIAN DELEGATION Council met and exchanged small gifts with the delegates from Indonesia. The City of Tigard has been given a unique opportunity to work in partnership with the City of Samarinda, and County of Kutai, East Kalimantan, Indonesia along with Washington County. This is part of the International Resource Cities program which is funded by the U.S. Agency for International Development (USAID) and implemented by the International City/County Management Association (ICMA). Three delegates are spending this week in Tigard to focus on municipal water system development and management and learn more about citizen involvement. The delegation includes Muhammad Saili, the CEO of the City of Samarinda, Fauzi ]ailani, a Samarinda City Council member and Fathurrachman Alhinduan, director of the water company. 6. PREVIEW BULL MOUNTAIN ANNEXATION PLAN Community Development Director Hendryx facilitated the discussion on the following: Bull Mountain Annexation Plan elements: • timing and sequencing of annexation • schedule for providing urban services • effects on existing services providers; impact on special service districts • long term benefits of annexation 7. COUNCIL LIAISON REPORTS: None 8. NON-AGENDA ITEMS City Manager Monahan reviewed the following with Council: o Discussion on the white house destroyed by fire on the property next to the new library. (See discussion during Item No. 3 above) o Discussion on recent letter sent by Mr. G.E. McAdams — Mayor advised he responded to Mr. McAdams in writing. After discussion, it was determined that staff will prepare responses to inquiries from Mr. McAdams when asked to do so by the Council. Tigard City Council Meeting Minutes - September 16, 2003 Page 2 o Discussion on a public records request — Council was advised of a public records request from the Oregonian with regard to the Brown matter. This request included investigation and personnel records. The City will release the records to the media tomorrow. o Discussion about upcoming visit by Senator Burdick and Representative Williams and the use of the question cards to convey questions from the public to the legislators — Council agreed to use the question cards should there be a request from the member of the public to ask a question of the legislators during the meeting. o Update on Balloon Festival Meetings — City Manager Monahan and Councilor Moore updated Council on the planning efforts for the 2004 event. Concerns were noted about the need for information — logistical and financial — relating to the past planning efforts. It was suggested that Ron Goodpaster and Ed Wegner assist the people who have volunteered to plan the event by providing information about how the City can assist. o Review agenda item topics suggested for the October 7, 2003, joint meeting with the Washington County Board of Commissioners to discuss the Bull Mountain Annexation Plan: • Background • Review Communication Plan Draft • Status of Parks System Development Charges • Review timeline for steps to take between now and 12/2/03 • Report from the Tigard Planning Staff: Why the present effort does not include the two new Urban Growth Boundary areas adjacent to Tigard? • Other Items o There was brief discussion on the dedication of the Nicoli Sports Fields. 9.
